HomeMy WebLinkAbout13-1 Commercial and Industry Dust Suppression POLICY Section Policy No. Page �r�eehiZ� Transportation 13-1 1 of 2 COUNTY PoUcyTitle Date: Motion No. Commercial & Industry Dust Suppression September 8, 347/20 2020 Purpose: To allow commercial industry to apply dust suppressant for their needs or when they have entered into agreements with resident landowners to supply a dust suppressant. Policv Guidelines: 1. No person shall be allowed to apply any dust suppression product on any municipal road without an agreement.The County may permit the use of water as a temporary means of dust suppression on areas of intensive use, subject to the applicator signing a Save Harmless Agreement with Kneehill County. 2. All requests for dust suppression shall be made online on the Kneehill County webpage and the applicant will enter into an Industry Dust Suocression Aereement with the County prior to the commencement of the dust suppression being applied. 3. Calcium Chloride and MC250 Spec Crude are approved dust suppressants.Alternative Dust suppressants will need to be approved by the CAO or designate. 4. The CAO or designate will determine if the roadway has sufficient gravel. If additional gravel is required, this will be the responsibility of the applicant before any suppression is applied. 5. Dust Suppression will be applied for a minimum distance of 125 meters to a maximum as determined by CAO or designate, on a municipal road allowance. 6. If the dust suppression is applied within 40 meters of a corresponding intersection, product must be applied so that it abuts with the intersection. 7. Due to safety and road maintenance concerns, on two or adjourning dust controls(with 40 meters or less space between),the County requires the dust suppression be applied in one continuous "stretch". 8. The Commercial & Industry Dust Suppression Agreement is in effect until the remainder of the calendar year. 9. The CAO or designate reserves the right to approve and/or maintain the treatment sections of roadway as deemed appropriate. Maintenance: 10. The County will maintain the road at its discretion and costs, and retain the rights to blade or scarify the dust suppression treatment in the event of excessive deterioration.This discretion also includes the repair of potholes in the dust suppression areas. 11. Spec Crude will be assessed annually for safety and maintenance reasons. If the conditions of the roadway have deteriorated to a situation where normal maintenance will not sustain the treated sections of roadway, it will be restored to its original gravel condition.
