BY-LAW NO. 692 Page 1
Under the provisions of The Recreation Development Act the
Council of the Municipal District of Kneehill #L+ hereby enacts:
1. That the Trochu Rural Recreation Area be and is hereby estab-
lished to include all land and buildings and improvements
within the boundaries as set forth in Appendix "A" attached
hereto.
2. That the Municipal District of Kneehill #48 enter into an
Agreement with the Town of Trochu for sharing the capital
and Dperating costs of a swimming pool including required
4)04 buildings and equiprent , said facilities to be constructed
within the Town of Trochu.
3 . That the portion of the net capital costs chargeable to
the Trochu Rural Recreation Area shall be 45% of the net
total.
4. The capital costs have been estimated as follows:
Gross cost S101,235 .00
Less Recreation Capital Grant -10,000.00
$ 91,235.00
5. The maximum capital cost to the Trochu Rural Recreation
Are. shall not exceed 45% of $91, 235.00, this being cal-
cul.ted as S41,055.75.
6. If Ihe Federal Incentive Grant is received the M. D. por-
tic. will be reduced by 5070 of the amount received. If any
pub ic donations are received the M. D . portion will be
red iced by 45% of the amount received.
7. The M. D. will advance from current revenue the Capital
cos, chargeable to the Rural Area and will deal with
sam, in the following manner:

0.* (a) Interest shall be charged at a flat rate of 7% per year on
the unpaid calance at the beginning of each year with the interest
for the fir%t year to be calculated for the number of months the
advance was outstanding.
( b) 50% of the operational deficits shall annually be added to
and form a portion of the debt owing by the Rural Area, with
interest ch. rgeable in the same manner as for the Capital cost.
( c) The deot shall be recovered from the Rural Area by a special
levy of 2 m lls per year on all property subject to taxation for
Municipal pirposes within that Area.

r (d) The spvcial levy shall be charged in each and every year

until the C. pital and operating deficits and interest have been
repaid; the special levy will then be continued only at a rate
which will lover operating deficits.
( e) This B,-Law shall be advertised and dealt with according to
the provisions of Clause 8 of The Recreation Development Act.
(f) The pr,.sent taxable assessment of the Rural Area is 33 ,606,430.
and 2 millswill yield a revenue of 87, 212.86 in one year. This
taxable assssment may vary from year to year.
