CARRIED MINUTES 2.0 Approval of Minutes Councillor Calhoun moved that Council approve the April 10`h , 172/07 2007 Council meeting minutes as presented. CARRIED Councillor Crawford declared a pecuniary interest with Agenda item 5.1 and left the meeting at 8:32 a.m. Paul Van Dorn entered the meeting 8:33 a.m. 5.0 Business from Previous Meeting WATER CO-OP 5.1 Water Co-operative 173/07 Councillor Calhoun moved that Council direct Administration to bring back for further discussion. CARRIED Councillor Crawford returned to the meeting and Mrs. Debi Moon entered the meeting at 8:55 a.m. GRAVEL 5.2 Access to Gravel in Mountain view County 174/07 Councillor Hoppins moved to receive as information and direct Administration on to proceed as the situation dictates. CARRIED Page 1 of 4 Initial: KNEEHILL COUNTY COUNCIL MEETING MINUTES April 24, 2007 5.3 Ratepayer Meeting 2007 RATEPAYER MTG Councillor Calhoun moved that Council receive as information. 175/07 CARRIED • C E Mr. Rob Mayhew, Director of Operations and Mrs. Brandy Kranzler, Operations Assistant, entered the meeting at 8:58 a.m. 5.4 Council Photos PHOTOS Councillor Hoppins moved that Council direct administration to arrange a time for a professional photographer to attend a future Council meeting to take a group photo. 176/07 CARRIED OPERATIONS 4.0 Operations 4.1 Director of Operations Report OPERATIONS REP CAMIF - Operations recommended Council continue moving forward with the South portion of SEWSA water project, with emphasis on environmental issues. Drumheller Boil Water Advisory - Water is flowing into Irricana. Linden North is still out of commission. AB Environment will start two rounds of testing in Carbon. Churchill water Co-op may not be able to be done until next week. Swalwell Funding - Operations requested additional provincial funding for the Swalwell line and provided an estimate of work. The Province requested a letter indicating a proposal for the Torrington funding. 4.0 Operations Cont'd Acceleration & Deceleration Lanes on Hwy 21 - Operations requested the Province consider allowing the County's contractors to construct acceleration and deceleration lanes on Hwy 21 at the Linden road corner, in conjunction with provincially funded road work scheduled for 2007 or 2008 on the Linden road. Parks & Recreation Update - As soon as the ground firms up we will install tanks and new restrooms at Keiver's Lake. Graders - All County equipment is working to full capacity. Black Dirt Roads - These roads are in very poor condition and will be for some time. This may cause problems for farmers wanting to move into their fields. IN CAMERA Councillor Knievel moved the meeting to in camera at 9:17 a.m. 177/07 CARRIED Paul Van Dorn and Debi Moon left the meeting. Rob Mayhew and Brandy Kranzler left the meeting at 9:43 a.m. Heather Kostrosky, Recording Secretary left the meeting at 9:50 a.m. 178/07 Councillor Calhoun moved the meeting back in session at 10:02 a.m. CARRIED The meeting recessed from 10:05 a.m. until 10:17 a.m. Bruce Sommerville and Callie Fox entered the meeting at 10:05 a.m. Page 2 of 4 Initial: KNEEHILL COUNTY COUNCIL MEETING MINUTES April 24, 2007 Mr. Sommerville and Ms. Fox provided a presentation of an overview of the ASB Department. Heather Kostrosky and Debi Moon were also in attendance when Council resumed session. is 6.0 New Business 6.1 Canadian Federation of Municipal Leaders Survey MUNICIPAL SURVEY Councillor Hoppins moved that Council complete the 2007 179/07 Canadian Federation of Independent Business survey. CARRIED 6.0 New Business Con't 6.2 Red Deer College Convocation Invitation R.D. COLLEGE Councillor Hoppins moved that Council direct Administration to 180/07 decline this invitation, with regrets. CARRIED SUMMER MEETINGS 6.3 Summer Council Meeting Schedule Councillor Crawford moved that Council establish July 17th, 181/07 August 7th and 28th for the summer regular Council meetings. CARRIED TAX SALE 6.4 2007 Tax Sale Date Councillor Holsworth move to approve Tuesday, October 23`d 2007 at 1:00 p.m. for the 2007 Public Tax Sale date in the event 182/07 that a 2007 Public Tax Sale is required. CARRIED RATES BYLAW 6.5 Master Rates Bylaw Amendment 183/07 Councillor Calhoun moved that Council direct Administration to proceed with preparing the amending Bylaw including additional revisions as discussed today. CARRIED LAND USE BYLAW 6.6 Land Use Bylaw Open House, April 30, 2007 184/07 Councillor Hoppins moved that any Councillors, who are able to attend, should do so. CARRIED ® GOLF TOURNEY 6.7 Employee Golf Tournament June 15, 2007 185/07 Councillor Holsworth moved that Council receive this report as information. CARRIED CORR REPORT 7.0 Correspondence Report 186/07 Councillor Crawford moved that Council direct administration to send a congratulatory letter to form AAMD&C President, Jack Hayden, on winning the Drumheller/Stettler PC nomination. CARRIED 187/07 Councillor Wittstock moved that Council receive the Correspondence Report. CARRIED 6 COMM REPORTS 8.0 Council and Committee Reports KRWSC 8.1 Kneehill Ambulance Society 188/07 Councillor Calhoun moved that Council support, in principle, the KAS Board's intention of borrowing monies for the construction of the Three Hills ambulance hall. KH HISTORICAL 8.5 Kneehill Historical Society - verbal report by Councillor Hoppins on attending their annual function and thanking the County for the door prizes. KRwsC 8.6 Kneehill Regional Water Services Committee - verbal report by Councillor Wittstock on the boil water advisory and compensation for water that does not meet potable water standards. 189/07 Councillor Calhoun moved that Council receive the Committee Reports.
