KNEEHILL COUNTY COUNCIL MEETING MINUTES June 12, 2007 9 PRESENT CALL TO ORDER MINUTES OF THE JUNE 12, 2007 REGULAR MEETING OF THE COUNCIL OF KNEEHILL COUNTY AT THE KNEEHILL COUNTY OFFICE, 232 MAIN STREET, THREE HILLS, ALBERTA. CARRIED MINUTES 2.0 Approval of May 22, 2007 Council Minutes Councillor Calhoun moved that Council approve the May 22, 256/07 2007 Council meeting minutes as presented. CARRIED 5.0 Business Arising from Previous Meetings PEACE OFFICERS 5.1 Peace Officer Bylaw 1562 BYLAW 1562 Councillor Calhoun moved third reading of Bylaw 1562. 257/07 CARRIED 5.2 Tax Rate Bylaw 1560 TAX BYLAW 1562 Councillor Holsworth moved third reading of Bylaw 1560. 258/07 CARRIED 5.3 Gas Cooperative Franchises GAS CO-OPS Councillor Crawford moved this item be placed on the Business 259/07 Items Report. CARRIED • 5.5 Kneehill County Council Photograph COUNCIL PHOTO Council directed Administration to order the selected photograph for display in Council Chambers. Mr. Rob Mayhew, Director of Operations and Mrs. Brandy Kranzler, Operations Assistant, entered the meeting at 8:55 a.m. Debi Moon entered the meeting at 9:00 a.m. OPERATIONS 4.0 Operations OPERATIONS REP 4.1 Operations Report 261/07 Councillor Calhoun moved that Council receive the Operations Report as presented. CARRIED 0 KC H2O PROJECT 5.7 Kneehill County Water Project Reeve Woods moved that Council direct Administration to seek an 262/07 Expression of Interest for construction of the Kneehill County Water Project. CARRIED Reeve Woods moved that Council direct Administration to 263/07 examine the finance options available for construction of the Kneehill County Water Project. CARRIED Note: Council requested a list of the steps and the timeline to proceed with construction of the County waterline for the next Council meeting. Mr. Rob Mayhew and Mrs. Brandy Kranzler left the meeting at 9:25 a.m. The meeting recessed from 9:25 a.m. until 9:40 a.m. 0 Councillor Crawford declared a possible pecuniary interest in the following agenda item and excused himself from the meeting. 5.6 Water Co-operatives H2O CO-OPS Council reviewed the Water Cooperatives Acquisition Strategy presented at the May 8th Council meeting. Mr. Ken Dronyk entered the meeting at 10:00 a.m. • Mr. Sean Carter, Sr. Development Officer, and Mr. Phillip Rough, Development Officer entered the meeting at 10:03 a.m. mt-njab 1ru& COutoCiL,LoP, (A"F-bRID e Mp-rea +he jm ee a ojQ /D`o4. m VhO i to' 3.3 Ken Dronyk Appeal (900-1 Planning Department Presentation: Mr. Carter, Sr. Development Officer, provided a summary of the steps taken prior to the issuance, on April 18th' 2007, of an Order to Remedy Dangers and Unsightly Property for two (2) structures located on Lots 7-9, Block 1, Plan 4127EH within the Hamlet of Torrington. The Planning Department staff recommended that Council confirm the Order to Remedy Dangers and Unsightly Properties and instruct the landowner to demolish and remove the structures and level, clear, and clean the sites by July 9th, 2007. Mr. Dronyk advised he was willing to remove the equipment, and dismantle the Torrington Motors site, but would need an extension to the July 9th deadline. Old Meat Market Site: Mr. Dronyk advised he would like to re- build this structure and make it suitable for use as a shop and residence. He submitted photographs to illustrate the structural crack in the north west corner of the basement wall was caused by the location of snow piles and the slope of the street. Mr. Carter advised that any renovation would have to meet current standards. Councillor Calhoun moved that Council grant the request for an 264/07 extension until August 1St, 2007, for the demolition of the Torrington Motors building, and unless provided with a Remediation Plan with an engineer's stamp by October 1St, 2007 for the second building, the demolition to take place within 30 days, to be completed by October 31, 2007 CARRIED i Mr. Dronyk, Mr. Carter, and Mr. Rough left the meeting at 10:40 a.m. Councillor Crawford declared a pecuniary interest in the Water Cooperative Acquisition Strategy, and excused himself from the meeting prior to the continuing discussion of Agenda Item #5.6. 5.6 Water Cooperatives - Continued A lengthy discussion ensued on the decisions needed in order to proceed with acquisition of the water cooperatives. 265/07 Councillor Calhoun moved that Council table this agenda item until the next Council meeting. MOTION DEFEATED Council directed Administration to summarize the discussion for presentation at the next Council meeting. 0 266/07 Councillor Calhoun moved that Council receive this report as information. CARRIED The meeting recessed from 11:08 a.m. until 11:20 a.m. Councillor Crawford was present when the meeting reconvened. 6.0 New Business P.H. DATE 6.1 Public Hearing Date - Bylaw 1563 Redesignation - Portion B1563 of Plan 5527JK Block A (NE 21-29-21-W4) from Agricultural to Recreation - Scriven 267/07 Councillor Calhoun moved first reading of Bylaw 1563. CARRIED • Councillor Calhoun moved that Council schedule a public hearing 268/07 for July 17, 2007 at 10:00 a.m. CARRIED LUB P.H. 6.2 Public Hearing Date for Land Use Bylaw 1564 BYLAW 1564 Councillor Crawford moved first reading of Bylaw 1564. 269/07 CARRIED Page 3 of 5 Initial: KNEEHILL COUNTY COUNCIL MEETING MINUTES June 12, 2007 270/07 Councillor Holsworth moved that Council schedule a public hearing for July 17, 2007 at 11:00 a.m. CARRIED C 0 L Debi Moon left the meeting at 11:45 a.m. The meeting recessed from 11:46 a.m. until 1:00 p.m. 6.3 Subdivision Extension Request KNE 060102 SBDV EXT Councillor Calhoun moved that Council grant a six (6) month extension to Subdivision Application KNE 060102, bringing the 271/07 new condition deadline to December 12, 2007. CARRIED INTER-MUN REC 6.4 Inter-Municipal Recreation Committee COMMITTEE Councillor Calhoun moved that Council direct Reeve Woods to contact the Mayors or designates from the other 272/07 municipalities within Kneehill County to arrange a meeting to review and discuss the Randall Conrad report on recreation. CARRIED IDP & MOU 6.5 Inter-Municipal Development Plan (IDP) and Memorandum of Agreement MOA) 273/07 Councillor Hoppins moved that that both the Inter-Municipal Development Plan and Memorandum of Agreement are workable, with the streamlining of the Memorandum of Agreement. CARRIED COMM DEV 6.6 Community Development Meeting Councillor Wittstock moved that Administration be directed to provide Ron Cox, Community Futures Wild Rose Economic 274/07 Development, with a list of names to be invited to an Economic Development Supper Meeting scheduled for June 26, 2007 at Torrington. CARRIED ORTHO PHOTOS 6.7 Ortho Photography Councillor Calhoun moved that Kneehill County Council authorize 275/07 the expenditure for ortho photos and that it be paid for out of contingencies. CARRIED KC NEWSLETTER 6.8 Kneehill County Newsletter 276/07 Councillor Calhoun moved that Kneehill County Council receive this report as information. CARRIED REC FUNDING 6.9 Recreation & Leisure Capital Funding 277/07 Councillor Wittstock moved that Kneehill County Council receive this report as information.
