ORDER REVIEW OF 2005 BUDGET-DRAFT 4 Mrs. Henderson reviewed the amendments made as per the direction of REVIEW Council at the January 25th meeting, to prepare a balanced budget with no BUDGET withdrawal of funds from the Fiscal Operating Reserve and presented proposed municipal tax rates for 2005 which reflected an average general mill rate of 8.115 mills. Council reviewed the budget line by line and requested the following .- amendments: ¦ 212 121 ¦ 212 216 ¦ 223 121 ¦ 226 250 ¦ 226 255 ¦ 232 263 ¦ 232 272 - decrease by $10,000.00 - decrease by $3,000.00 - increase by $6,000.00 - split the two categories, decrease by $5,000.00 - remove category, decrease by $1,000.00 - decrease by $5,000.00 - decrease by $5,000.00 ¦ 272 750 - Council discussed the current allotment of $100,000.00 that has been in place for several years. Councillor Calhoun moved that Council approve the transfer of 54/05 $40,000.00 from the 2004 recreation contingency plus the addition of $40,000.00 from the 2005 recreation contingency to the annual recreation grant to help offset the increased operating costs of recreation facilities. Council noted that recreation was one of the shared services being discussed by the Community & Cultural Services Steering Committee, and wanted to continue the process of working with their urban partners to establish goals and strategies. Councillor Calhoun withdrew her motion. • MILL RATES MILL RATES FOR 2005 TAXATION YEAR Council direction was requested regarding the approximate $100,000.00 surplus created by making the requested amendments and by applying the proposed mill rates. 1 )eeve CAO SPECIAL MEETING MINUTES KNEEHILL COUNTY COUNCIL KNEEHILL COUNTY OFFICE February 3, 2005 Council directed Administration to put the $100,000.00 surplus in contingency reserves and to bring a presentation to the February 22nd Council meeting on the implementation of a GIS/GPS system. Councillor Crawford moved that Council approve a general tax rate of 55/05 8.115083 for the 2005 taxation year, comprised of the following split tax rate option: Farmland 8.459270; Residential 6.949839; Commercial 8.334300. Council discussed the impact of the motion as a philosophy with respect to farmland, residential, and commercial tax rates. Councillor Crawford withdrew his motion. r1 0 0 Councillor Hoppins moved the following be considered by Administration 56/05 when developing the 2005 tax rates: Residential properties to reflect an increase in taxation amount of 3.5%; Farmland to reflect a tax rate increase of 5.0%; Commercial to reflect a tax rate increase of 6.0%. CARRIED Administration was requested to bring the proposed municipal tax rates for 2005, based on the above direction, to the February 8th meeting for Council consideration.
