ADOPTION OF 1.2 Adoption of Agenda AGENDA 69/23 Councillor Penner moved approval of the agenda as presented. CARRIED UNANIMOUSLY 00 Initials COUNCIL MINUTES OF MARCH 14, 2023 COMMUNITY 5.0 Community0 Services SERVICES PLANNING 5.1 Planning 5.1.1 Renewable Energy Information Package for Landowners 71/23 Councillor McGhee moved that Council approve the "Leasing to a Renewable Enemv Facility" and "Landowners Adjacent to a %-�W Renewable Energy Lease" factsheets as amended. CARRIED UNANIMOUSLY AG SERVICES 5.2 Agricultural Service Board and Parks 5.2.1 Agricultural Fieldman Appointment 72/23 Deputy Reeve King moved that Council appoint Fallon Sherlock as Interim Agricultural Fieldman for Kneehill County. CARRIED UNANIMOUSLY APPOINTMENTS 3.0 Appointments 3.1 Kneehill Historical Museum The Kneehill Historical Museum Board members presented to Council their new project which involves the construction of a 100' by 3 0', two - storey building connecting the main museum to the agricultural shed. PROTECT SERV 5.3 Protective Services 5.3.1 Annual Appointment of Fire Guardians 73/23 Councillor Fobes moved that Council appoint the following as Fire Guardians for the issuance of Fire Permits to March 31, 2024: 0 Three Hills Fire Department: Ken Cinnamon, Murray Fenton., Brandon Rempel 0 Acme Fire Department: Brian Fradgley, Bert Jackson, John Tersteeg 0 Carbon Fire Department: Jody Kranzler, Dan Balderson, Jordan Reed, Jeremy Kranzler, Marty Morgan 0 Linden Fire Department:. Kenton Klassen, Shawn Klassen, Carson Reimer, Max Penner • Torrington Fire Department: Doug Fretz, Jason Michielsen, Derek Benedict • Trochu Fire Department: Richard Hoppins, Alan Adam, Lawrence Hogg • Kneehill County Administrative: CAO, Director of Community Services, Manager of Protective Services, Rural Fire Chief Should any of the appointed Fire Guardians leave their respective fire department, or leave their position at Kneehill County, their appointment will be revoked immediately. CARRIED UNANIMOUSLY The Chair called for a recess at 9:46 a.m. and called the meeting back to order at 10:00 a.m. with all previously mentioned members present. APPOINTMENTS 3.0 Ap pointments Cont'd 3,2 Kneehill Restional Family and Community Support Services Shelley Jackson Berry and Michaela Clark provided Council a report on the Kneehill Community Support Coach Program. The Chair called for a recess at 10:24 a.m. and called the meeting back to order at 10:54 a.m. with all previously mentioned members present. CORPORATE SERV 6.0 Corporate Services 6.1 Office Closure — All Staff Day 2023 75/23 Deputy Reeve King moved that Council approve the closure of all County business on Friday, April 21, 2023, to allow all staff to participate in 'All Staff Day'. CARRIED UNANIMOUSLY 6.2 2023 Operating and Capital Budget Follow -Up CLOSED SESSION 11.0 Closed Session 76/23 Councillor Fobes moved that Council convene in Closed Session to discuss: * Advice from Officials (FOIP-Section 24); at 11:01 a.m. CARRIED UNANIMOUSLY The Chair called for a recess at 12:37 p.m. and called the meeting back to order at 1:32 p.m. with all previously mentioned members present. 77/23 Deputy Reeve King moved that Council return to open meeting at 3:29 p.m. CARRIED UNANIMOUSLY 3:29 p.m. — meeting recessed to allow return of public. 3:29 p.m. - meeting resumed. 3 Initials COUNCIL MINUTES OF MARCH 14, 2023 6.2 2023 Operating and Capital Budget Follow -Up 78/23 Councillor Fobes moved that Council direct Administration to present the finalized 2023 Operating and Capital Budget at the Regular Council meeting at March 28, 2023. CARRIED UNANIMOUSLY NEW BUSINESS 7.0 New and Unfinished Business . 7.1 Bylaw #1874 - Repeal of Obsolete Bylaws 79/23 Councillor McGhee moved that Council provide first reading to Bylaw 1874 that being a bylaw to repeal obsolete, redundant, and outdated bylaws. CARRIED UNANIMOUSLY 80/23 Councillor Penner moved that Council provide second reading to Bylaw 1874. CARRIED UNANIMOUSLY 81/23 Councillor Cunningham moved that Council provide unanimous consent for third and final reading to Bylaw 1874. CARRIED UNANIMOUSLY 82/23 Councillor McGhee moved that Council provide third and final reading to Bylaw 1874. CARRIED -UNANIMOUSLY 7.2 Bridge File #06893 on Highway 587 Update 83/23 Deputy Reeve King moved that Council receive for information the Bridge File #06893 update. CARRIED UNANIMOUSLY 7.3 Minister of Municipal Affairs Meeting 84/23 Councillor Penner moved that Council receive for information the report on the upcoming meeting with the Minister of Municipal Affairs. CARRIED UNANIMOUSLY DISPOSITION OF 8.0 Disposition of Delegation Business & Public Hearing Business DELEGATION 'BUTSINESS 8.1 Kneehill Historical Museum Delegation 85/23 Councillor Penner moved that Council grant the Kneehill Historical Museum $25,000 with funds to come from Council Contingency, contingent on the project moving forward, CARRIED UNANIMOUSLY 4 Initials COUNCIL MINUTES OF MARCH 14, 2023 8.2 Kneehill Regional Family & Community Support Services Delegation 86/23 Councillor Cunningham moved that Council receive for information the Kneehill Regional Family and Community Support Services presentation. CARRIED UNANIMOUSLY COUNCIL REPORTS 9.0 Council and Committee Reports 9.1 Police Advisory Committee - Councillor Cunningham provided an update from the meeting held on February 23, 2023. 87/23 Deputy Reeve King moved that Council receive the Council and Committee reports for information, as presented. CARRIED UNANIMOUSLY COUNCIL ACT LIST 10.0 Council Follow -Up Action List 88/23 Councillor Fobes moved that Council receive for information the Council Follow -Up Action List as presented.
