CARRIED UNANIMOUSLY MINUTES 2.0 Minutes 2.1 Regular Council Meeting Minutes of March 14, 2023 92/23 Councillor Penner moved approval of the March 14, 2023 Council Meeting minutes as presented. CARRIED UNANIMOUSLY COMMUNITY SERVICES 5.0 Community Services PLANNING 5.1 Planning 5.1.1 Renewable Energy Information Session 93/23 Councillor McGhee moved that Council set the Renewable Energy Information Session on either June 12, 2023 or June 14, 2023 at 7:00 p.m. CARRIED UNANIMOUSLY PROTECT SERV 5.3 Protective Services 5.3.1 Level of Service Polio - Fire 94/23 Councillor McGhee moved that Council approve the draft Fire Level of Service Policy #4-1 in principle. CARRIED UNANIMOUSLY CLOSED SESSION 11.0 Closed Session 95/23 Councillor Christie moved that Council convene in Closed Session to discuss third party business pursuant to Section 16 of the Freedom of Information and Protection of Privacy Act, at 9:q1 a.m. CARRIED UNANIMOUSLY 96/23 Councillor Fobes moved that Council return to open meeting at 9:24 a.m. CARRIED UNANIMOUSLY 9:24 a.m. — meeting recessed to allow return of public. 9:32 a.m. - meeting resumed. 2 <W-K Initials COUNCIL MINUTES OF MARCH 28, 2023 5.5 Kneehill Medical Clinic Contract 97/23 Councillor Christie moved that Council approve first reading to Bylaw 1882 that being a bylaw to pass a tax incentive bylaw to provide tax incentives for the maintenance and development of Community Family Medicine Clinics within the County pursuant to section 364.2 of the Municipal Government Act with amendments. CARRIED UNANIMOUSLY 98/23 Councillor Cunningham moved that Council accept for information the Kneehill Medical Clinic Contract presentation. CARRIED UNANIMOUSLY The Chair called for a recess at 10:52 a.m. and called the meeting back to order at 11:08 a.m. with all previously mentioned members present. CORPORATE SERV 6.0 Corporate Services 6.1 Local Improvement Bylaw Amendments 99/23 Councillor Penner moved that Council provide first reading to Bylaw 1876 that being a bylaw for the Grainger-Hesketh Water Area Local Improvement Levy, replacing Schedule B of Bylaw 1696 due to subdivision activity. CARRIED UNANIMOUSLY 100/23 Councillor Christie moved that Council provide second reading to Bylaw 1876. CARRIED UNANIMOUSLY 101/23 Councillor Penner moved that Council provide unanimous consent for third and final reading to Bylaw 1876. CARRIED UNANIMOUSLY 102/23 Councillor Fobes moved that Council provide third and final reading to Bylaw 1876. CARRIED UNANIMOUSLY 103/23 Councillor Christie moved that Council provide first reading to Bylaw 1878 that being a bylaw for the Sunnyslope Pressure Water Area Local Improvement Levy, replacing Schedule B of Bylaw 1689 due to subdivision activity. CARRIED UNANIMOUSLY 104/23 Councillor Penner moved that Council provide second reading to Bylaw 1878. CARRIED UNANIMOUSLY 107/23 Councillor McGhee moved that Council provide first reading to Bylaw 1877 that being a bylaw for the Selkirk Water Area Local Improvement Levy, replacing Schedule B of Bylaw 1682 due to subdivision activity. CARRIED UNANIMOUSLY 108/23 Councillor Christie moved that Council provide second reading to Bylaw 1877. CARRIED UNANIMOUSLY 109/23 Councillor Cunningham moved that Council provide unanimous consent for third and final reading to Bylaw. 1877. CARRIED UNANIMOUSLY 6.2 2023 Operating and Capital Budget Approval 111/23 Councillor Penner moved that the 2023 Operating Budget in the amount of $28,644,444, as detailed in Appendix A, be approved. CARRIED UNANIMOUSLY 112/23 Councillor Fobes moved that the transfers from reserves and contributions to reserves, as detailed in Appendix B, be approved. CARRIED UNANIMOUSLY 113/23 Councillor McGhee moved that the 2023 Capital Budget and funding sources in the amount of $10,490,853, as detailed in Appendix C, be approved. CARRIED UNANIMOUSLY NEW BUSINESS 7.0 New and Unfinished Business 7.1 Bylaw #1875- Reveal of Obsolete Bylaws 114/23 Councillor Penner moved that Council provide first reading to Bylaw 1875 that being a bylaw to repeal obsolete, redundant, and outdated bylaws. CARRIED UNANIMOUSLY 4 -0 W Initials COUNCIL MINUTES OF MARCH 28, 2023 115/23 Councillor Christie moved that Council provide second reading to Bylaw 1875. CARRIED UNANIMOUSLY 116/23 Councillor Cunningham moved that Council provide unanimous consent for third and final reading to Bylaw 1875. CARRIED UNANIMOUSLY 7.2 Bylaw #1879- Council Code of Conduct 118/23 Councillor Penner moved that Council provide first reading to Bylaw 1879 that being a bylaw to establish a Code of Conduct for members of Council of Kneehill County as amended. CARRIED UNANIMOUSLY 119/23 Councillor Christie moved that Council provide second reading to Bylaw 1879. CARRIED UNANIMOUSLY 120/23 Councillor McGhee moved that Council provide unanimous consent for third and final reading to Bylaw 1879. CARRIED UNANIMOUSLY 121/23 Councillor Cunningham moved that Council provide third and final reading to Bylaw 1879. CARRIED UNANIMOUSLY 5 Initials COUNCIL MINUTES OF MARCH 28, 2023 7.4 Rural Hall Policy - Mt. Vernon CommunityAssociation 123/23 Councillor Cunningham moved that Council increase the Mt. Vernon Community Association from a Level C to a Level B with respect to Policy # 15-13, Rural Community Halls funding allocations for the 2023 budget year. CARRIED UNANIMOUSLY COUNCIL REPORTS 9.0 Council and Committee Reports 9.1 FCSS- Deputy Reeve King provided an update on the meeting he attended. 9.2 Trochu Housing Corporation- Deputy Reeve King provided an update on the meeting he attended yesterday. 9.3 Kneehill Regional Emergency Advisory Committee- Deputy Reeve King provided an update on the meeting he attended. 9,4 RMA Spring Convention- Councillor Penner, Fobes and Cunningham as well as Deputy Reeve King provided an update on the conference they attended last week. 9.5 Police AdvisoryCommittee- Councillor Cunningham provided an update on the RCMP youth program being held this summer. 124/23 Councillor McGhee moved that Council receive the Council and Committee reports for information, as presented. CARRIED UNANIMOUSLY COUNCIL ACT LIST 10.0 Council Follow -Up Action List 125/23 Councillor Fobes moved that Council receive for information the Council Follow -Up Action List as presented.
