97/23 Councillor Christie moved that Council approve first reading to Bylaw
1882 that being a bylaw to pass a tax incentive bylaw to provide tax
incentives for the maintenance and development of Community Family
Medicine Clinics within the County pursuant to section 364.2 of the
Municipal Government Act with amendments.

•On an annual basis the Industrial Assessment Team maintains the assessments for Non-
Designated Industrial Property.
•These are industrial properties not regulated by the Alberta Energy Regulator, the
Canadian Energy Regulator, or the Alberta Utilities Commission
•In Kneehill County, examples of Non-Designated Industrial Property include (but not
limited to):
•Grain Terminals
•Fertilizer Blending Facilities
•Meat Processing Facilities
•Bitcoin Operations
•Honey Processing Plants

•AAG utilizing our team of specialized industrial assessors provide these services annually
to the municipality.

Designated Industrial Property
Updates
•As council and administration may be aware; in October 2020 the Government of Alberta announced
they would not be implementing any of the scenarios from the assessment model review. Rather it was
decided to implement several short-term initiatives intended to enhance oil and gas industry
competitiveness.
•The initiatives focus on municipal property assessment and taxation and are intended as an alternative
to the more substantial changes that were proposed in the assessment model review.
•While these initiatives will have significant financial impacts on many municipalities, they will be less
than impacts resulting from the changes to the assessment model that were considered as part of the
review process earlier this year.
•Most of the initiatives will be in effect for three years, which is intended to provide time for further
consultation on the modernization of Alberta’s assessment model for regulated oil and gas properties.
•Therefore, municipalities can expect a re-engagement of another attempt at an assessment model
review for regulated property in the near future.

Designated Industrial Property
Updates
The initiatives include the following:
Well Drilling Equipment Tax
•Elimination of the Well Drilling Equipment Tax (WDET) beginning in 2021. This elimination is
expected to be permanent.
Low Producing Wells
•Three-year assessment reduction on low-producing wells. This reduction will be implemented
through changes to Schedule D of the Alberta Linear Property Assessment Minister’s Guidelines.
•Continuation of the shallow gas well and associated pipeline assessment reduction that was
introduced in 2019. This will continue to be applied for the 2021 to 2024 tax year.
New Wells and Pipelines
•Three-year property tax holiday on all new wells and pipelines. Beginning in the 2022 property
tax year, new wells and pipelines will not be taxed until the 2025 tax year. Therefore, the tax
holiday applies to the 2022, 2023, and 2024 tax years.

That Council approve the use of the Toolcat, water truck and operator and supply water to fill
barricades for the 2023 Three Hills Cruise Weekend races.

BACKGROUND/PROPOSAL:
Kneehill County has received a request from the Three Hills Cruise Committee to supply a water truck,
operator and approximately 60,000L of water to fill plastic barriers for the planned drag races to take
place on June 3rd, 2023 at the Three Hills airport. The committee has also requested the use of the
Kneehill County Toolcat and brush to clear debris from the drag strip. The Toolcat will be driven by a
Kneehill County staff member who has donated his time for this event.

currently being utilized for applying dust suppression (calcium) on County roads. The trailer will be filled
from the Public Works shop water service. The County owned equipment will only be operated by County
staff.

The cost estimate for supplying water, labour, and equipment to fill the barriers is as follows:

Dear Council(s):
This upcoming year will be the 12th year that the Cruise Weekend Committee has hosted the extended
Cruise Weekend event. It kicks off with the “Meet and Greet” on Main Street on Friday evening June
2nd followed by the “Cruise” the same evening around Three Hills and to and from Trochu.
Saturday features the Street Freaks Show and Shine on the Big L starting in the morning thru to mid-
afternoon. The action then moves to the Airport for 1/8th mile Drag Racing on Saturday evening from
5pm till 9 pm.
Sunday sees a full day of racing again at the airport with time trials in the morning and racing starting at
1 pm and running through the afternoon. We expect to see up to 120 race cars and 1000 or more
spectators.
The success of the extended weekend of events would not have been possible without the cooperation
and participation of many community groups and also the help from the Town of Three Hills and the
County of Kneehill and their employees.
We are requesting, again this year, the continued support of Kneehill County to enable us to host this
event. We want to thank you for the use of the Kneehill County water truck which enabled us to run our
event last year and kindly ask for its use again this year to help us fill the protective barricades that help
us run our event safely.
The events are very organized and well run, risks are mitigated with proper insurance, sanctioned
inspections, and a comprehensive Emergency Response Plan which is reviewed with all participating
groups.
We have very much appreciated the commitment of Kneehill County and hope that you will continue to
support our efforts to make Three Hills the “Cruise Capital of Western Canada”

Purpose:
The purpose of this policy is to provide clear direction regarding the planting of trees and large shrubs within
boulevard spaces in Kneehill County Hamlets.
Definitions:
“Boulevard” is defined as that portion of the public roadway lying between the curb line of the roadway and
the adjacent property line, excepting that portion occupied by a sidewalk, or where there is no curb that
portion of the public roadway lying between the portion of the roadway ordinarily traveled by vehicles and the
adjacent property line, excepting that portion occupied by a sidewalk.
Policy Guidelines:
1. No person shall be allowed to plant tree(s) in Kneehill County boulevards within any of the Hamlets
without written approval of the County.
2. Trees currently existing within a boulevard may remain until such time as they become a nuisance to
the operations and maintenance of the right of way, at which time they may be removed by Kneehill
County.
3. Prior to removal of any trees within boulevards, Kneehill County will provide notification to the
adjacent landowners informing of the removal.

BACKGROUND/PROPOSAL:
Kneehill County Dust Suppression Policy 13-4 details that rates for the spec crude and calcium
applications will be set based on product costs as of March in the current year. The 2023 product costs
for calcium and spec crude are comparable to 2022 costs. The fees have increased slightly to account for
any additional fuel surcharges that may occur.

Dust abatement products mitigate the impact of dust on properties located adjacent to gravel roads within
the County. Maintaining these rates as close to true cost will allow more residents the option of
participating in the program.
FINANCIAL & STAFFING IMPLICATIONS:
A detailed analysis was performed in 2022 and determined that costs charged are comparable to actual
costs of providing the service. Additional analysis will be performed in 2023 (and future years) to verify
the trending of these costs.

BACKGROUND/PROPOSAL:
As a way to provide good governance, Kneehill County Administration has been actively reviewing the
Bylaw database to ensure the Bylaws that are in place are in order and comply with current legislation.
Kneehill County’s Bylaw database consist of 1958 Bylaws. Upon comprehensive review of the bylaw
database it has been discovered that there are a large amount of obsolete or redundant bylaws. These
bylaws largely fall into one of four categories:
1. Bylaws that were created for a very specific purpose and once acted upon, have no further effect
or are no longer required;
2. Bylaws that have been superceded by a change in overarching legislation or by another bylaw;
3. Bylaws that were created for a specific purpose or situation that no longer exists; or
4. Bylaws that were created for a specified time period, which has now elapsed.
Once the review has been completed and the obsolete bylaws have been removed, a four- year review
cycle will be created for the current bylaws, just like we do for our policies we have in place.

REPEALING BYLAW
A BYLAW OF KNEEHILL COUNTY, IN THE PROVINCE OF ALBERTA, TO REPEAL INOPERATIVE,
OBSOLETE, EXPIRED, SPENT AND INEFFECTIVE BYLAWS
WHEREAS, Section 7 of the Municipal Government Act, R.S.A. 2000, CM-26, as amended,
provides Council with the authority to pass bylaws for municipal purposes;
AND WHEREAS, Section 63 of the Municipal Government Act, R.S.A. 2000, CM-26, as amended,
empowers a Council of a municipality to pass a bylaw which omits or provides for the repeal of
a bylaw or provision of a bylaw that is inoperative, obsolete, expired, spent or otherwise
ineffective;
AND WHEREAS, the Council of Kneehill County wishes to repeal inoperative, obsolete, expired
spent and ineffective bylaws;
NOW THEREFORE, the Council of Kneehill County, duly assembled, enacts as follows:
1. All bylaws identified as inoperative, obsolete, expired, spent or ineffective, as
described in Schedule A, attached hereto and forming part of this bylaw, are
hereby repealed.
2. This bylaw comes into effect upon third reading of this bylaw.

Districts Act, the Council of the Municipal District of
Kneehill No. 48 enacts as follows :
WHEREAS that portion of N4-4-28-26-4 consisting of five
5) acres more or less as described in Certificate of
Title 61N210 is now outside of the limits of the said
District
AND WHEREAS the said property is, in the opinion of the
Council, no longer required by the District for use as
a gravel pit or for any other purpose
THEREFORE he it resolved that By-Law No. 233 be now

WHEREAS the Municipal District of Kneehili # 48 is the
registered owner of the N.Ed-16-32-26-4
AND WHEMEAS the north half of the said (matter section is
no loner required for Municipal purposes
AND WHEREAS the said north half of the N.E. ±-16-32-26-4 was
advertised for sale by sealed tender and two bids were
received, namely
Mr. Wm. Peters 2,125.00
Mr. Edward Bauer 2, 205.00
The Council of the Municipal District of Kneehill # 48 hereby
agrees to accept the offer of $2,205.00 of Mr. Edward Bauer,
of Torrington, Alberta, for the north half of the N.E.-1-16-
32-26-14-1 subject to the reservations as contained in the
existing Certificate of Title
And the Secretary-Treasurer of the said District is hereby
authorized to issue a transfer of the said property to the

Parade Dates for 2023 Include:

Acme- June 17
Trochu- July 1st
Drumheller- July 1st
Three Hills- July 8
Administration will ensure the vehicle is clean and that there is candy available.
Administration is requesting that Council determine which parades they would like to attend, so that
appropriate arrangements and the correct magnetic names that go on the side of the car can be made
available.

BACKGROUND/PROPOSAL:
Kneehill County annually hosts public engagement with residents through Ratepayer Evenings.
The events provide a family-friendly opportunity for residents and ratepayers to come and engage with
Council and staff, ask questions, and provide feedback.
The event will take place like a trade fair—each department has their own booth with department specific
information.
A catered supper, kids’ activities, and prize draws will also be provided.
New for 2023- Ratepayer Night Feedback Survey to help gauge event’s success and determine potential
improvement for future events.
DISCUSSION/OPTIONS/BENEFITS/DISADVANTAGES/OTHER CONSIDERATIONS:
The events have been held in different locations throughout the County since they began in 2019.

1. Current Situation/Background
Kneehill County annually hosts public engagement with residents through Ratepayer
Evenings.
The events provide a family-friendly opportunity for residents and ratepayers to come and
engage with Council and staff, ask questions, and provide feedback.
