Christie moved approval of the agenda as amended. CARRIED UNANIMOUSLY MINUTES 2.0 Minutes 2.1 Regular Council Meeting Minutes -of January 24, 2023 34/23 Councillor McGhee moved approval of the January 2.4, 2023 Council Meeting minutes as presented. CARRIED UNANIMOUSLY Initials COUNCIL MINUTES OF FEBUARY 14, 2023 COMMUNITY 5.0 Community Services SERVICES AG SERVICES 5.2 Agricultural Service Board and Parks 5.2.1 Council Appointment of ASB as SCA Appeal Board 35/23 Councillor Fobes moved that Council appoints the Agricultural Service Board as the Soil Conservation Act Appeal Board, per Section 14(a) of the Soil Conservation Act. CARRIED UNANIMOUSLY PROTECT SERV 5.3 Protective Services 5.3.1 Fire Engine Purchase 36/23 Councillor McGhee moved that Council approve the increase in funding for the Three Hills Engine Replacement, for a total cost of $993,352.80, to be funded from the Capital Equipment Reserve. CARRIED UNANIMOUSLY CORPORATE SERV 6.0 Corporate Services 6.12023 Operating and Capital Budget Presentation (Phase 1) The Chair called for a recess at 9:00 a.m. and called the meeting back to order at 9:04 a.m. The Chair called for a recess at 9:5 5 a.m. and called the meeting back to order at 10:11 a.m. The Chair called for a recess at 10:53 a.m. and called the meeting back to order at 11:02 a.m. NEW BUSINESS 7.0 New and Unfinished Business 7.1 Kneehill Area Community Discovery Nights 2023 37/23 Councillor Cunningham moved that Council receive for information the Acme, Linden, Carbon Community Discovery Night Report. CARRIED UNANIMOUSLY 7.2 Joint Advocacy for Improved Solar Farm Governance 38/23 Councillor McGhee moved that Council continue lobby efforts regarding renewable energy regulations through the Rural Municipalities of Alberta. CARRIED UNANIMOUSLY The Chair called for a recess at 12:07 p.m. and called the meeting back to order at 1:04 p.m. with all previously mentioned Council members present. Initials COUNCIL MINUTES OF FEBUARY 14, 2023 CORPORATE SERV 6.0 Corporate Services 6.12023 Operating and Capital Budget Presentation (Phase 1), Wo 39/23 Councillor Fobes moved that Council receive the 'Setting the Stage and Project Introductions' component of the budget presentations for information, as presented. CARRIED UNANIMOUSLY COUNCIL REPORTS 9.0 Council and Committee Report. 9.1 Community Futures Wildrose- Councillor Christie provided minutes from the December 8, 2022 and January 5, 2023 Community Futures Wildrose meeting. 9.2 Councillor McGhee Division I Report- Councillor McGhee provided a report on the meetings she attended in January 2023. The report included the Central Alberta Economic Partnership Committee, Kneehill Regional Partnership Steering Committee, and Marigold Library. 40/23 Reeve Wittstock moved that Council receive the Council and Committee reports for information, as presented. CARRIED UNANIMOUSLY COUNCIL ACT LIST 10.0 Council Follow -Up Action List 41/23 Councillor Christie moved that Council receive for information the Council Follow -Up Action List as presented. CARRIED UNANIMOUSLY CLOSED SESSION 42/23 11.0 Closed Session Councillor Penner moved that Council convene in Closed Session to discuss: • Third Party Business Interest pursuant to Section 16 of the FOIP Act; • Intergovernmental Relations pursuant to Section 21 of the FOIP Act; at 1: 11 p.m. CARRIED UNANIMOUSLY 3 Initials COUNCIL MINUTES OF FEBUARY 14, 2023 43/23 Councillor Cunningham moved that Council return to open meeting at 2:41 p.m. CARRIED UNANIMOUSLY 2:37 p.m.- meeting recessed to allow return of public. 2:46 p.m.- meeting resumed. 12.0 Motions from Closed Session 44/23 Councillor Penner moved that Council approve the following order listing for urban Mayor or Deputy Mayor invites to RMA conventions: • Town of Three Hills • Village of Linden • Village of Acme • Village of Carbon • Town of Trochu CARRIED UNANIMOUSLY ADJOURNMENT Adiournment The meeting adjourned at 2:47 p.m. King Deputy Reeve I'Ll, - Mike Haugen CAD 4 l< v` K- Initials
