CARRIED UNANIMOUSLY Initials COUNCIL MINUTES OF JULY 19, 2022 COMMUNITY 5.0 Community Services SERVICES PROTECT SERV 5.3 Protective Services 5.3.1 Peace Officer Policy Review 227/22 Councillor Christie moved that Council approve Policy 8-20 Public Safety General, with amendment to Section 7.0 Jurisdiction, with the addition of a portion of Highway 27 between Highway 805 and Range Road 263. CARRIED UNANIMOUSLY 228/22 Councillor McGhee moved that Council approve Policy 8-21 Use of Force/Enforcement Tools, as presented. CARRIED 229/22 Councillor Christie moved that Council approve Policy 8-22 Traffic, Pursuit and Emergency Responses, as presented. CARRIED UNANIMOUSLY The Chair called for a recess at 8:57 a.m. Meeting reconvened at 9:00 a.m. with all previously mentioned members present. APPOINTMENTS 3.0 Armointments 3.1 Public Hearing: Bylaw 1857• Redesignatine a portion ofSP-22- 30-25-W4 Plan 0112534 Block A Lot 1 from A riculture District to Li ht Industrial District . 9.-00 a.m. 230/22 Councillor Penner moved that the Public Hearing for Bylaw #1857 be opened at 9:00 a.m. CARRIED Person(s) who presented: Brandy Hay -Morgan, Kneehill County, Planning & Development Person(s) who spoke: None 231/22 Councillor Fobes moved that the Public Hearing for Bylaw 1857 be closed at 9:07 a.m. CARRIED UNANIMOUSLY 5.3.2_Rocky View County Mutual Aid Agreement 232/22 Councillor Penner moved that Council approve the Fire Services Mutual Aid Agreement with Rocky View County, as presented. CARRIED UNANIMOUSLY 2 LW K Initials COUNCIL MINUTES OF JULY 19, 2022 5.3.3 Capital Equipment Plan; Three Hills Tender Replacement 233/22 Councillor McGhee moved that Council amend the Capital Equipment Replacement of the Three Hills Tender for an amount not to exceed $575,000 and furthermore that the equipment is to be funded through the Municipal Sustainable Funding (MSI). CARRIED UNANIMOUSLY NEW BUSINESS 7.0 New and Unfinished Business 7.1 Bylaw 1859; Repeal ng Bylaw 234/22 Councillor Penner moved that Council provide first reading to Bylaw 1859, that being a bylaw to repeal obsolete, redundant, and outdated bylaws. CARRIED UNANIMOUSLY 235/22 Councillor Christie moved that Council provide second reading to Bylaw 1859. CARRIED UNANIMOUSLY 236/22 Councillor McGhee moved that Council provide unanimous consent for third and final reading to Bylaw 1859. CARRIED UNANIMOUSLY 237/22 Councillor Fobes moved that Council provide third reading to Bylaw 1859. CARRIED UNANIMOUSLY 7.2 Kneehill 4-H Sponsorship 238/22 Councillor McGhee moved that Council provide sponsorship to the Kneehill 4-H Multi -Club in the amount of $500.00 to help cover the costs of hosting the 4-H Archery Camp in Carbon. CARRIED UNANIMOUSLY 7.3 Three Hills Discovery Night 239/22 Councillor Penner moved that Council receive for information the Three Hills Community Discovery Night Report. CARRIED UNANIMOUSLY 7.5 Minister of Municipal Affairs -- Meeting„Reguest Invitation 241/22 Councillor McGhee moved that Council accept the invitation from the Municipal Services Division for information. CARRIED UNANIMOUSLY 242/22 Councillor Cunningham moved that Council direct Administration to bring back the topics of ministerial concern discussion to the Committee of the Whole. CARRIED UNANIMOUSLY 7_6 Alberta Municipal Taxation Professionals Association 243/22 Councillor McGhee moved that Council authorize sponsorship of the Alberta Municipal Taxation Professionals Association Conference in the amount of $500 with funds to come from the 2022 Operating Budget. CARRIED UNANIMOUSLY DISPOSITION OF 8.0 Disposition of Delegation Business & Public Hearing Business DELEGATION BUSINESS 8.1 Bylaw 1.857, Redesignating a portion of SE-22-30-25-W4 Plan 011 2534 Block A Lot I from Agriculture District to Light Industrial District. 244/22 Councillor Christie moved that Council provide second reading to proposed Bylaw 1857 for the purpose of amending Land Use Bylaw 1808 by redesignating a portion of SE-22-30-25-W4 from Agriculture District to Light Industrial District. CARRIED UNANIMOUSLY 245/22 Councillor Penner moved that Council provide third reading to Bylaw 1857. CARRIED UNANIMOUSLY 4 rw Initials COUNCIL MINUTES OF JULY 19, 2022 COUNCIL REPORTS 9.0 Council and Committee Reports 9.1 Kneehill Housing Corporation- Councillor Machell-Cunningham and Councillor Fobes provided a report on the meetings they attended. 9.2 Kneehill Regional Family and Community Support Services — Deputy Reeve King provided a verbal report regarding FCSS activities. 9.3 Trochu Housing Corporation — Deputy Reeve King provided a verbal update on Trochu Housing Corporation. 246/22 Councillor Fobes moved that Council receive the Council and Committee reports for information, as presented. CARRIED UNANIMOUSLY COUNCIL ACT LIST 10.0 Council Follow -Lip Action List 247/22 Councillor Christie moved that Council receive for information the Council Follow -Up Action List as presented. CARRIED UNANIMOUSLY CLOSED SESSION 11.0 Closed Session 248/22 Councillor Fobes moved that Council convene in Closed Session to discuss Personnel pursuant to Section 17 of the Freedom of Information and Protection of Privacy Act, at 10:33 a.m. CARRIED UNANIMOUSLY 249/22 Councillor Penner moved that Council return to open meeting at 11:17 a.m. CARRIED UNANIMOUSLY 11:17 a.m.- meeting recessed to allow return of public. 11:19 a.m. - meeting resumed.
