Campbell Div. 7 Mr. C Dau, representative of the Three Hills School Division, was present throughout the r_loeting. Waive m oese moved that the Council waive notice of meeting notic and proce d with any business which may be brought before this meting. ,Carried unan Council first discussed tree spraying as our Field supervisor has been asked to do a very large amount of this for control_ of bugs on o.plar trees The request for assistance had also been Custom received by Council from the Village of Acme and the Town of spray ng Three Hills had also inquired regarding assistance. Mr. Loosmore moved that the Town of Three Hills and the Village of Acme be f advised that 1�ouncll regrets that this Municipal District cannot assist with their tree spraying due to the pressure of other work. Carried. Mr Brown, as Reeve, explained that he had called this special neeting as the result of a letter dated I-lay 31/63 from the Board of Industrial Relations which reads as follows' Bd. o rial "In the Matter of the Alberta Labour Act and an application for certification of a bargaining Relations agent affecting the National Union of Public Employees Local 880, Three ttills, Alberta and Municipal District of `neehili No 489 Three Hills, Alberta NUPE On i'iay 31, 1963, we received an application for certification of a bargaining agent for a unit of employees clairied appropriate for colloctive bargaining, namely "All Machine v Ope ators, truck drivers, checkors, mechanics except those with the right to hire or fire " If ou wish to make representations regarding this application wou Id you kindly notify the Board of your intentions to do so 'mmedlately upon receipt of this letter. (Signed) H C French Secretary Roadm n He furth r advised that the roadmcn had been instructed not to go to work this morning and had been told that they night be at Three Hills if they so desired in case they wished to moot with Council. Council discussed the letter at considerable length r. Brown f rthcr stated that he had endeavored to have i'ir Cliff Doan of the County of Red Deer attend our meeting to bring in- formation as their employees belong to this sane union, but that he had been unable to contact Nir Doan. Relat ons Roadm n SPECIAL COUNCIL MEETING June 3, 1963 r age 2 Mr Adams of the Board of Industrial Relations telephoned from Edmonton to outline certain clauses of the Alberta Labour Act bo eone had phoned the department to tell them that the men had leen advised not to go to work this morning and he felt that he should outline certain provisions of the Alberta Labour Act He advised in particular that it is strictly illegal to intimidate any ei_iployee or to take any action that night prevent there being members of a Union He further advised that his Board wi 1 be investigating the application and that Council has the right to hake representation to determine whether or not it is valid, etc He further advised that membership is not necessarily compulsory as that will depend upon the terms decided upon later If an application to be represented before the Board is made, then the hearing will be held in 21 days or less either at Edmonton or Calgary. A member of his Board would arrange to meet our Council if they made any request for this. The liunicipal Council was advised of the telephone conversation with 1`ir Adam Mr. Peters ..roved that the road men be notified to go to work with pay from the regular starting time today. Carried Work for the gravel crew was discussed Mr Church moved that Grave the grav 1 crew move to Division 5 and do the work on the new work grades recently completed. Carried. Mr. Loosnore advised that there is grading work required on Gradirig approxim tely 1/4 mile of road west of sec. 10- 32 -22 -4 , north Kopja of A Ko jar and that additional culverts are required in this ivir Pete is moved that the south crew be authorized to do this work wher in that vicinity Carried. Mr Church moved that Council officially accent this proposal. Carried. A letter from Prairie Farm Assistance advised that the following sections in Twp.29 -22 -4 had now been declared eligible for 1962 assistance Oecti.ons 1,2910,129 13 and 16 An i spector of the Workmen's Compensation toard had submitted a writte roport of inspection of the Carbon shop dated flay 27/63. This was dread to Council and it contained four requirements for improveneits. Carried unan Municipal Insurance was then discussed in some detail with the quotatio s of Jubilee Insurance and A.B. Young being considered. Coverage and costs were reviewed. Mr. Schnelke moved that Jubilee Agencies be given the Insurance for the Municipal Equipment floater and the Fire Insurance when the present policies expire. Mr. Brown moved that Mr Peters have authority to hire Lewis Toews to do soma nachznery work al, Sunnyslope to slake a creek crossing and that his earnings apply on his repair account with this District Carried Mr. Schnelke moved that this meeting do now adjourn.
