CARRIED UNANIMOUSLY Initials COUNCIL MINUTES OF JUNE 14, 2022 MINUTES 2.0 Minutes 2.1 Regular Council Meeting Minutes of May 24, 2022 193/22 Deputy Reeve King moved approval of the May 24, 2022, Council Meeting minutes, as presented. CARRIED UNANIMOUSLY COMMUNITY 5.0 Coimnunity Services SERVICES �— PLANNING 5.1 PIanning 5.1.1 Bylaw 1857- Redesi nation SE-22-30-25-W4 Plan 0112534 Block A Lot 1 from A to LI 194/22 Councillor McGhee moved that Council provide first reading to proposed Bylaw 1857 for the purpose of amending Land Use Bylaw 1808 by redesignating a portion of SE-22-30-25-W4 Plan 011 2534 Block A Lot 1 from Agriculture District to Light Industrial District. CARRIED UNANIMOUSLY 195/22 Councillor Penner moved that Council schedule the Public Hearing, as per Sections 230 & 692 of the Municipal Government Act, to be held on July 19, 2022, at 9:00 a.m. CARRIED UNANIMOUSLY, PROTECT SERV 5.3 Protective Services 5.3.1 Appointment of Fire Guardians Amendment 196/22 Deputy Reeve King moved that Council appoint the following as Fire Guardians for the issuance of Fire Permits to March 31, 2023: • Three Hills Fire Department: Ken Cinnamon, Murray Fenton, Brandon Rempel. And further, should any of the appointed Fire Guardians leave their respective fire department, or leave their position at Kneehill County, their appointment will be revoked immediately. CARRIED UNANIMOUSLY NEW BUSINESS 7.0 New and Unfinished Business 7.1 Three Hills Thrashers Junior Hocke Club Funding Re uest 197/22 Councillor McGhee moved that Council provides support to the Three Hills Thrashers Junior "B" Hockey Club, by sponsoring $500.00. CARRIED UNANIMOUSLY CLOSED SESSION 11.0 Closed Session 198/22 Deputy Reeve King moved that Council convene in Closed Session to discuss Intergovernmental Relations pursuant to section 16 of the Freedom of Information and Protection of Privacy Act, at 8:58 a.m. CARRIED UNANIMOUSLY 2 Initials COUNCIL MINUTES OF JUNE 14, 2022 199/22 Councillor Christie moved that Council return to open meeting at 9:42 a.m. CARRIED UNANIMOUSLY 9:42 a.m. — meeting recessed to allow return of public. 9:43 a.m. - meeting resumed. 7.2 Medical Recruitment and Retention Task Force Terms of Reference 200/22 Deputy Reeve King moved that Council request the Kneehill Regional Partnership make further amendments to the Medical Retention and Recruitment Task Force Terms of Reference with amendments made to quorum and termination clauses. CARRIED UNANIMOUSLY The Chair called for a recess at 9:44 a.m. and called the meeting back to order at 10:00 a.m. with all previously mentioned members present. In. 201/22 Councillor McGhee moved that the Public Hearing for Bylaw #1856 be opened at 10:00 a.m. CARRIED UNANIMOUSLY Person(s) who presented: Person(s) who spoke: Deanna Keiver, Planning and Development Officer Bobbie Bray-Westermann 202/22 Councillor Penner moved that the Public Hearing for Bylaw #1856 be closed at 10:11 a.m. CARRIED UNANIMOUSLY NEW BUSINESS 7.0 New and Unfinished Business Cont'd 7.3 2022 Draft Strategic Plan 203/22 Deputy Reeve King moved that Council adopt the 2022 - 2025 Strategic Plan, as presented. CARRIED UNANIMOUSLY W Initials COUNCIL MINUTES OF JUNE 14, 2022 7.4 Bill 21 — Red Tape Reduction Act 2022 204/22 Councillor Christie moved that Council accept the report on Bill 21 — Red Tape Reduction Statutes Amendment Act 2022 for information, as presented. CARRIED UNANIMOUSLY COUNCIL REPORTS 9;0 Council and Committee Reports 9.1 Division One Councillor Re ❑rt- Report provided by Councillor McGhee on the meetings she attended in May 2022. 9.2 A ricultural Service Board Regional Meetin - Councillor Christie provided the group a verbal report on the meeting he attended. 9.3 FCM Conference- Councillor Fobes, Councillor McGhee, Councillor Christie and Deputy Reeve King provided a verbal report on the FCM conference. 205/22 Councillor Christie moved that Council receive the Council and Committee reports for information, as presented. CARRIED UNANIMOUSLY COUNCIL ACT LIST 10.0 Council Follow -Up Action List 206/22 Deputy Reeve King moved that Council receive for information the Council Follow -Up Action List as presented.
