Donation Acceptance Policy September 23,2014 352/14
Purpose:
To establish a policy and procedures for the acceptance of monetary, non-monetary and in-kind donations or
devices from private citizens, business groups or other organizations.
Definitions:
"Donation" is defined as any monetary, non-monetary or in-kind donation or device to Kneehill County.
"Monetary Donation" includes cash, cheque or money order.
"Non-Monetary Donation" includes real or personal property.
"In-Kind Donation" is defined as services or labour supplied for an identified project or program.
Policy Guidelines/Procedures:
1. Criteria for accepting donations:
a. Canada Revenue Agency guidelines for donations are met.
b. A resolution will be required to go to Council for donations over$10,000 with at least one
written appraisals done from independent third parties who have knowledge of value of the
particular good or service.
c. Department heads are responsible for informing the CAO and Finance Director of all donations
over$5,000.
d. The CAO may decline to accept a donation under$10,000 if such donation is not consistent
with the policies, plans, goals or ordinances of Kneehill County.
2. Procedures:
a. The County will issue Tax Receipts for donations as set out in this policy and the Income Tax
Act. The CAO,or designate, will sign Tax Receipts.
b. After acceptance of the donation,the donation will be deposited into the appropriate account
determined by the Finance Director.
c. Any donation made to Kneehill County becomes the property of the County.
