CARRIED MUNICIPAL SERV 5.0 Municipal Services TRANSPORTATION 5.1 Transportation MUNI SERVICES 5.1.1 Municipal Services Summary SUMMARY 269/17 Councillor Calhoun moved that Council receive the Municipal Services Summary Report as presented. CARRIED WATER 5.2 Water/Wastewater/Environment 5.2.1 Westview Care Water Connection 270/17 Councillor Wittstock moved to forgive fees and costs associated with providing Westview Care an initial connection to the Sunnyslope Rural Gravity Water System. If Westview Care decides to pursue the option of increased flow, as per policy#14-15 they would then be responsible to pay fees as such. CARRIED 5.2.2 Increase Water Volume Request 271/17 Councillor Calhoun moved to accept the request for increased water volume for service connection located at NW 23-30-25-W4M. CARRIED PLANNING 5.3 Planning 5.3.1 Bylaw#1730—Land Use B law—Amendment from Agriculture District to Local Rural Commercial District Councillor Hoppins declared a conflict of interest and recused himself from voting on the Bylaw#1730. 272/17 Councillor Wittstock moved that Council move second reading of proposed Bylaw#1730 for the purpose of amending Land Use Bylaw #1718 by redesignating a portion of the SE 19-34-24 W4 from Agriculture District to Local Rural Commercial District. CARRIED UNANIMOUSLY 273/17 Councillor Holsworth move third reading of proposed Bylaw#1730 for the purpose of amending Land Use Bylaw#1718 by redesignating a portion of the SE 19-34-24 W4 from the Agriculture District to the Local Rural Commercial District. CARRIED UNANIMOUSLY 2 Initials COUNCIL MINUTES OF MAY 9, 2017 5.5.3 Traffic, Pursuit and Emergency Policy 280/17 Councillor Calhoun moved that Council approve Policy 8-22 Traffic, Pursuit and Emergency Responses Policy as presented, and delete Policies 8-8, 8-8.1, 8-15. CARRIED 5.5.4 Protective Services Policy Review: Deletions 281/17 Councillor Wittstock moved that Council approve the deletion of Policies 8-7 (Equipment and Accouterments), 8-17 (Exhibits) and 8-18 (Disclaimer). CARRIED CORPORATE SERV 6.0 Corporate Services 6.1 Bank Reconciliation-February& March 2017. 282/17 Councillor Hoppins moved that Council receives the February and March 2017 Bank Reconciliation as information. CARRIED NEW BUSINESS 8.0 New Business 8.1 Three Hills Thrashers Junior Hockey Club Funding Request 283/17 Councillor Calhoun moved that Council provides support to the Three Hills Thrashers Junior"B"Hockey Club, by sponsoring $350.00. CARRIED 8.2 Committee of the Whole Meeting Cancellation 284/17 Councillor Holsworth moved that Council cancel the Committee of the Whole Meeting scheduled for Tuesday, May 16, 2017. CARRIED 8.3 Rural Alberta Innovations and Learning(RAIL) Commons Conference 285/17 Councillor Calhoun moved that Council approve a sponsorship in the amount of$250.00 to the Rural Alberta Innovations and Learning Conference being held at Olds College from September 29 to October 1, 2017. CARRIED 8.4 Policy#3-20, Group Health Plan and AD&D Insurance Coverage 286/17 Councillor Calhoun moved that Policy#3-20, Group Health Plan and AD&D Insurance Coverage, be approved as presented. CARRIED 8.8 BMO Stampede Farm Family 290/17 Councillor Holsworth moved to approve Councillor Calhoun to attend the BMO Stampede Farm Family Ceremony with the Dau Family on July 10, 2017. CARRIED The meeting recessed from 10:35 a.m. to 10:49 a.m. Councillor Holsworth was absent when the meeting reconvened. 291/17 Councillor Hoppins moved to reconsider Motion 277/17. CARRIED 292/17 Councillor Hoppins moved to amend Motion 277/17 to read: Councillor Hoppins moved to direct administration to enter into a development agreement with the Badlands Recreation Development Corporation in regards to the construction of the access road to the Badlands Motorsport Resort. CARRIED 5.4.18 Weed, Pest and Soil Conservation Inspector • 310/17 Councillor Wittstock moved that Council appoint Fallon Sherlock, Jeffery Guidolin, Nicole Plant, Mikaela Johnson, & Bruce Summerville as Weed, Pest and Soil Conservation Inspectors for Kneehill County for the term of their employment.
