SUMMARY
20/17 Councillor Wittstock moved that Council receive the dirt trail upgrade
request as information and have Administration follow the direction
provided under Policy#13-36 with respect to the maintenance of dirt
trail road allowance on Range Road 25-2.

MT.VERNON COMM 5.2.1 Mt. Vernon Community Association Request for Water
ASSOC. Connection
21/17 Councillor Calhoun moved that Council forgive the fees associated
with the water modeling and installation of a riser at the property line
of,NW 1-31-23 W4, to serve the Mt. Vernon Community Centre, and
direct administration to place a caveat on the title so that the riser levy
would become payable if the property becomes privately owned.

THILLS CRUISE 5.3.1 Three Hills Cruise Weekend- Use of Airport for Bracket
WKND Racing
22/17 Councillor Holsworth moved that Council consent to the Drag Racing
event being proposed at the Three Hills Airport on Saturday, June 3
and Sunday, June 4, 2017 by the Three Hills Cruise Weekend
Committee with the required insurance coverage and emergency plan.

MPC 5.3.2 Municipal Planning Commission Recommendation to Council
RECOMMENDATION Regarding a Response to NRCB
TO COUNCIL
Councillor Calhoun declared a Conflict of Interest and abstained from
voting on this motion.
23/17 Councillor Wittstock moved that Council approve the
recommendation from the Municipal Planning Commission to send a
letter of response to the NRCB allowing them to amend permit
conditions relating to manure spreading setbacks to the legislated
standards.

LAND USE BYLAW 5.3.3 Land Use Bylaw—Amendment from Agriculture District to
AMENDMENT Agriculture Business District
24/17 Councillor Calhoun moved first reading of proposed Bylaw#1726 for
the purpose of amending the Land Use Bylaw#1718 by redesignating
a portion of the SW 29-29-24-W4 from the Agriculture District to
Agriculture Business District.
CARRIED
25/17 Councillor Wittstock moved to schedule the Public Hearing, as per
Section 606 of the Municipal Government Act, to be held on February
14, 2017 at 11:00 a.m.
CARRIED
The meeting recessed from 8:56 a.m. to 9:04 a.m.
Alan Litster and Ryan Wachter from BDO Canada LLP were present
when the meeting reconvened and Brad Buchert and John Mckiernan
were not present.

Alan Litster and Ryan Wachter gave a brief pre-audit presentation to
Council and discussed 2016 audit timelines.

THILLS CRUISE 5.4.1 Three Hills Airport Cruise Weekend Mowing

26/17 Councillor Hoppins moved that Council approve the Kneehill County
Parks Department to complete the mowing of the Three Hills Airport at
no cost as requested in support of the 2017 Cruise Weekend.

27/17 Councillor Holsworth moved that Council approve the deletion of
Policy#13-30, Three Hills Airport Policy.

33/17 Councillor Wittstock moved that Council approves the new
Policy#16-4, Capital Equipment Replacement Plan Line Item Over-

Councillors wishing to attend the Kneehill Area Community Discovery

Bylaw#1725 that being a bylaw for the purpose of regulating meeting
