CARRIED MINUTES 2.0 Minutes 2.1 Regular Council Meeting Minutes of January 10,2017 19/17 Councillor Calhoun moved approval of the January 10, 2017 Council Meeting minutes as presented. CARRIED 1 _ Y Initials COUNCIL MINUTES OF JANUARY 24, 2017 MUNICIPAL SERV 5.0 Municipal Services TRANSPORTATION 5.1 Transportation MUNI SERVICES 5.1.1 Dirt Trail Upgrade Request SUMMARY 20/17 Councillor Wittstock moved that Council receive the dirt trail upgrade request as information and have Administration follow the direction provided under Policy#13-36 with respect to the maintenance of dirt trail road allowance on Range Road 25-2. CARRIED WATER 5.2 Water/Wastewater/Environment MT.VERNON COMM 5.2.1 Mt. Vernon Community Association Request for Water ASSOC. Connection 21/17 Councillor Calhoun moved that Council forgive the fees associated with the water modeling and installation of a riser at the property line of,NW 1-31-23 W4, to serve the Mt. Vernon Community Centre, and direct administration to place a caveat on the title so that the riser levy would become payable if the property becomes privately owned. CARRIED PLANNING 5.3 Planning THILLS CRUISE 5.3.1 Three Hills Cruise Weekend- Use of Airport for Bracket WKND Racing 22/17 Councillor Holsworth moved that Council consent to the Drag Racing event being proposed at the Three Hills Airport on Saturday, June 3 and Sunday, June 4, 2017 by the Three Hills Cruise Weekend Committee with the required insurance coverage and emergency plan. CARRIED MPC 5.3.2 Municipal Planning Commission Recommendation to Council RECOMMENDATION Regarding a Response to NRCB TO COUNCIL Councillor Calhoun declared a Conflict of Interest and abstained from voting on this motion. 23/17 Councillor Wittstock moved that Council approve the recommendation from the Municipal Planning Commission to send a letter of response to the NRCB allowing them to amend permit conditions relating to manure spreading setbacks to the legislated standards. CARRIED 2 /f, Initials COUNCIL MINUTES OF JANUARY 24, 2017 LAND USE BYLAW 5.3.3 Land Use Bylaw—Amendment from Agriculture District to AMENDMENT Agriculture Business District 24/17 Councillor Calhoun moved first reading of proposed Bylaw#1726 for the purpose of amending the Land Use Bylaw#1718 by redesignating a portion of the SW 29-29-24-W4 from the Agriculture District to Agriculture Business District. CARRIED 25/17 Councillor Wittstock moved to schedule the Public Hearing, as per Section 606 of the Municipal Government Act, to be held on February 14, 2017 at 11:00 a.m. CARRIED The meeting recessed from 8:56 a.m. to 9:04 a.m. Alan Litster and Ryan Wachter from BDO Canada LLP were present when the meeting reconvened and Brad Buchert and John Mckiernan were not present. DELEGATIONS 3.0 Delegations BDO CANADA LLP 3.1 BOO Canada LLP, Alan Litster al 9:00 a.m. Alan Litster and Ryan Wachter gave a brief pre-audit presentation to Council and discussed 2016 audit timelines. Alan Litster and Ryan Wachter left the meeting at 9:16 a.m. ASB 5.4 Agricultural Service Board THILLS CRUISE 5.4.1 Three Hills Airport Cruise Weekend Mowing WKND MOWING 26/17 Councillor Hoppins moved that Council approve the Kneehill County Parks Department to complete the mowing of the Three Hills Airport at no cost as requested in support of the 2017 Cruise Weekend. CARRIED POLICY#13-30 5.4.2 Policy#13-30.Three Hills Airport Policy 27/17 Councillor Holsworth moved that Council approve the deletion of Policy#13-30, Three Hills Airport Policy. CARRIED The meeting recessed from 9:22 a.m. to 9:30 a.m. Bowen Clausen was not present when the meeting reconvened. 3 initials COUNCIL MINUTES OF JANUARY 24, 2017 CORPORATE SERV 6.0 Corporate Services BYLAW#1724 6.1 Bylaw #1724, Repealing Bylaw#1668 28/17 Councillor Wittstock moved that Council give first reading to Bylaw#1724 that being a bylaw for the repealing of Bylaw#1668. CARRIED 29/17 Councillor Calhoun moved that second reading be given to Bylaw#1724. CARRIED 30/17 Councillor Hoppins moved that consideration to hold third reading be given to Bylaw#1724. CARRIED UNANIMOUSLY 31/17 Councillor Holsworth moved that third reading be given to Bylaw#1724. CARRIED TAX CANCEL 6.2 Tax Cancellation 32/17 Councillor Hoppins moved that Council approve to cancel the outstanding taxes, penalties and costs in the amount of$9,370.60 on Roll 32263446750. CARRIED POLICY#16-4 6.3 Policy#16-4,Capital Equipment Replacement Plan Over- Expenditure Process 33/17 Councillor Wittstock moved that Council approves the new Policy#16-4, Capital Equipment Replacement Plan Line Item Over- Expenditure Process. CARRIED NEW BUSINESS 8.0 New Business DISCOVERY 8.1 Kneehill Area Community Discovery Nights 2017 NIGHTS 34/17 Councillor Holsworth moved that Council authorize the attendance of Councillors wishing to attend the Kneehill Area Community Discovery Nights 2017. CARRIED BYLAW#1725 8.2 Bylaw#1725, Procedural Bylaw 35/17 Councillor Holsworth moved that Council give first reading to Bylaw#1725 that being a bylaw for the purpose of regulating meeting proceedings for Council and Council Committee Meetings. CARRIED 4 nitials COUNCIL MINUTES OF JANUARY 24, 2017 36/17 Councillor Wittstock moved that second reading be given to Bylaw#1725. CARRIED 37/17 Councillor Calhoun moved that consideration to hold third reading be given to Bylaw#1725. CARRIED UNANIMOUSLY 38/17 Councillor Hoppins moved that third reading be given to Bylaw#1725. CARRIED POLICY#3-1 & 8.3 Policy#3-1, Bylaw Reading and Passage and Policy#3-17-21 POLICY#3-17-2 Council Appointments 39/17 Councillor Wittstock moved that Council delete Policy#3-1, Bylaw Reading and Passage and Policy#3-17-2, Council Appointments. CARRIED COMMUNITY 8.4 Kneehill County Community Meetings MEETINGS 40/17 Councillor Holsworth moves that Council confirms the Kneehill County Community Meeting on April 19, 2017 will be held at the Trochu Community Centre with the meeting structure presented. CARRIED COUNCIL REPORTS 10.0 Council and Committee Reports CAC 10.1 Community Action Committee-Un-approved minutes were provided from the January 12, 2017 Community Action Committee meeting as well as Three Hills Provincial Detachment Statistics. 41/17 Councillor Wittstock moved that Council receive the Council and Committee reports as presented. CARRIED COUNCIL ACT LIST 11.0 Council Follow-Up Action List 42/17 Councillor Calhoun moved that Council receive the January 24, 2017 Council Follow-Up Action List as presented for information. CARRIED IN-CAMERA 12.0 In-Camera 43/17 Councillor Holsworth moved that Council go into In-Camera to discuss Labour matters at 10:11 a.m. CARRIED 5 Initials COUNCIL MINUTES OF JANUARY 24, 2017 44/17 Councillor Holsworth moved that Council go out of In-Camera at 11:54 a.m. CARRIED MOTIONS FROM IN- 13.0 Motions from In-Camera CAMERA FIRE TRAINING 13.1 Fire Fighter Training 45/17 Councillor Keiver moved that Council approve a one-time payment of $6,000.00 to each Torrington Fire Department member who is currently registered for the 10-01 fire training who completes the course with certificate, with funds to come from the 2017 operating budget contingency. CARRIED NEW BUSINESS 8.0 New Business Cont'd COMMUNITY 8.4 Kneehill County Community Meetin!s MEETINGS 46/17 Councillor Holsworth moved to reconsider motion#40/17. CARRIED 47/17 Councillor Hoppins moved that Council confirms the Kneehill County Community Meeting on April 19, 2017 and will be held at the Acme Community Centre with alternate location at the Linden Cultural Centre with the meeting structure presented.
