Reeve Long called the meeting to order at 8:30 a.m.

OF Councillor Holsworth moved approval of the agenda as presented

Debbie Moon representative from the Three Hills Capital entered the
meeting at 8:31 am.
COUNCILLOR Reeve Long summarized the reason for the Special Council Meeting,
PAINTER CONDUCT that being to discuss action to be taken regarding Councillor Painter's
conduct. Reeve Long asked CAO, Al Hoggan when Councillor
Painter's interaction with staff first become problematic. CAO At
Hoggan stated that concerns over Councillor Painter'sinteraction with
staff were brought to his attention in May, 2014.
Reeve Long asked if there were any other instances of Councillor
Painter's interacting with staff. CAO At Hoggan stated that in late
summer 2014 there were other instances, resulting in direction from the
CAO to all staff that only Directors and/or the CAO would attend
conferences where Councillor member(s) are also in attendance.
Reeve Long asked if there were any other instances of Councillor
Painter interacting with staff, CAO Al Hoggan stated that in February,

2015, Councillor Painter interacted with staff regarding a ratepayer
taxation issue. The CAO sent an email to Councillor Painter requesting
that he not interact with staff and any requests for information be
initiated through the CAO office.
Reeve Long asked if there were any other instances of Councillor
Painter interacting with staff. CAO Al Hoggan stated that in early
April, 2015, Councillor Painter attended the Maintenance Shop on
three separate occasions. Councillor Painter also left a voicemail for a
staff member requesting staff register him and make travel
arrangements for him for the upcoming Agricultural Services Summer
Tour and Conference. As well as in late April, 2015 Councillor Painter
was again found in the Maintenance Shop unescorted and made certain
statements to staff regarding Council issues.
The Reeve asked the CACI if there has ever been an instance where
Councillor Painter has offered to resign, CAO Al Hoggan stated yes.
The Reeve asked under what circumstances: CAO Al Hoggan stated
that as a result of a County wide reorganization announced in late 2014,
to which the Councillor's son was impacted, Councillor Painter offered
his resignation if his son could keep his position.
The Reeve made mention of at least one recent instance where
Councillor Painter did not vote on a resolution in Council.
Clarification was also provided by Reeve Long regarding the reason
why Councillor Painter was removed from Committees and attendance
at all conferences as a representative of Kneehill County since August,
2014.
Councillor Painter apologized for "running his mouth off' to staff and
stated that he was only at the Maintenance Shop to see if the solar
water system was available for rent
210115 Councillor Holsworth moves that Kneehill County Council request that
Councillor Bobby Painter provide a written apology to,Knechill County
staff in regards to his interactions and communications with County
Staff.

211115 Councillor Hoppins moves that Council censure Councillor Bobby
Painter for taking actions contrary for his obligations as a Councillor
pursuant to the Municipal Government Act, R.S.A. 2000 Chapter M-
26., with ,respect to his communications and interaction with Comity
Staff. Kneehill County hereby directs that Councillor Painter is:

a. Required to adhere to his obligations as a. Councillor under the
Miuricipal Government Act R.S.A. 2000 Chapter M-26.
b. Not to interact with or communicate to any County staff
without the approval of the Chief Administrative Officer,
c. Not to interfere with the administrative functions of the County,
and
d. Is not to enter the Kneehill County Public Works Shop„ or any
other Kneehill County facility with the exception of the
Kneehill County main office reception area, Council Chamber,
Chief Administrative Officer's office, and any other area of the
main office used for personal hygiene.

212115 Councillor Wittstock moves that Administration, on behalf of Kneehill
County Council, be directed to request a Ministerial inquiry into
Councillor Bobby Painter's conduct as a Councillor of Kneehill
County, under The Municipal Government Act, R.S.A. 2000 Chapter
M-26, 572(2)(b).
