Reference Kneehill County Water Servicing Strategy
Next Steps
As part of this project, we have prepared a list of the Next Steps" that Kneehill County can
consider in proceeding forward with the Water Servicing Strategy initiative Consider this list as
suggested points for discussion which can be refined at the April 06, 2004 Council Workshop
1 Kneehill County Council to review and examine Water Servicing Strategy Report
prepared by Stantec
2 April 06 Council Workshop — Discuss how to engage ratepayers and gain commitment
on this project from ratepayers in each WSA Consider establishing WSS Steering
Committee — Including Council Administration and a Champion(s)/Local
Representative(s) from each WSA,
3 Confirm which type of rural water distribution system the County will be installing -
Constant Flow or Full Flow System? Council Decision
4 Finalize the proposed direction to be used to establish connection fees either by County
Wide (Water Service Region) or per Water Service Area? Council Decision
5 Prioritize use of water based on current allocation available (ie People, then Poultry
Swine and Cattle). Council Decision

6 Ratepayer share/portion of funding model by Local Improvement Bylaw Method or
Capital Utility Investment Method? Council Decision '

Confirm approach on Ownership and Operation of rural water system? DI0L U00 al I Ivui it

8 Enter into a Supply Contract with the Kneehill Regional Water Services Commission to
establish the cost and available volume of water to the County
9 Distribute Capital Connection Fee and Operational Cost estimates (le estimated typical
monthly cost of water) to Ratepayers for approved water distribution system and
financing model What are the ratepayers willing to pay?
10 Based on Ratepayer reaction and commitment, obtain advice from Senior Governments
as to which grants are or will be available to meet the County's 2/3 funding target to help
ensure that the project is affordable to all the Ratepayers within the Water Service
Region
11 Prioritize order of servicing the proposed Water Service Areas (WSA's) based on
a Commitment,
b need, and then
c overall WSA costs based on funding availability and grant allocations
12 Establish direction on how system is to be sized (ie based on 100% future connection or
less)
13 Create a W er.,Rate Model and consider using AEUB guidelines to establish it

14 Contact the xisting Water Co-ops to discuss future opportunities and initiatives as part
of the overall Regional Water Strategy under one umbrella (ie County Utility/County
Commission/KRWSC)
15 Start regulatory and preliminary design work on first WSA to be constructed to meet
-- required timelines
We look forward to providing the County with the Kneehill County Water Servicing Strategy
report later this week and moving forward with the "Next Steps" with the County on this very
important project We welcome any comments from Council and Administration on the
strategy
