Tax Forfeiture Swalwell Contaminated Site

Background
A report was presented to Council at the March 9 2004 Council meeting regarding the
above property In order to expedite the remedial plan for the environmental clean up of
this property the following recommendations were made
1 That Council cancel taxes and penalties in the amount of $6,863.22 on Roll #7363000
2 That the Registrar at Land Titles be requested to remove the tax forfeiture on Lots 1 2,
Block 2, Plan 5050AK, and Kneehill County take clear title
Discussion.
Councillor Holsworth made a motion that Council approve the two recommendations
which was tabled by Councillor Woods, until after the in camera session in order that this
item could be discussed with legal counsel
A vote on the motion was inadvertently missed when the meeting reconvened following
the in camera session.
Recommendation.
That Council approve the motion made by Councillor Holsworth on March 9, 2003
" Councillor Holsworth moved that Council approve the cancellation of taxes and
penalties, on Roll #7363000, in the amount of $6 863 22, and that the Registrar at Land
Titles be requested to remove the tax forfeiture on Lots 1 2, Block 2 Plan 5050AK, in
order for Kneehill County to take clear title "

What this is saying is that, of All the dogs that were picked up and put into kennels, it totaled
3 days and an owner did pick up that dog In the case of the cats, it means I had cats in
kennels for a total of 21 days and no one picked any cats up from the kennel

SUBJECT Government Funding to combat the West Nile Virus
ISSUE.
The town of Three Hills has contacted Kneehill County and is interested in pooling
resources with the County and all urban centers and using this resource to combat the
West Nile Virus in the most susceptible areas of the County
BACKGROUND.
In 2003, 275 human cases of West Nile infection were reported in Alberta 439 birds and
172 horses were also infected with the virus with most of the activity occurring in the
south half of the province (see attached map) Of the 43 mosquito species in Alberta,
Culex tarsalis is primarily responsible for transferring the virus from infected birds to
people
Alberta government funding is available to Municipalities (see attachment) for mosquito
control, aimed at reducing the numbers of Culex tarsalis mosquitoes Under this program
Kneehill County and surrounding urban centers would have available to them a total of
$23 414 00
DISCUSSION.
We have to remember that no mosquito program can fully eradicate the mosquito
population. With the program being aimed at the Culex tarsalis, firstly mosquito type
and habitat would have to be identified and then control measures of habitat clean up or
chemical control undertaken With the vast area of the County and habitat availability, I
don't think this would be an economical venture But it would be feasible to do some
control around the most populated areas in the County, mainly the towns, villages and
hamlets
An education and awareness program directed at all ratepayers within the County would
be most beneficial in educating the individual on how to reduce their own risk of
infection by recognizing habitat on their own property so they may destroy breeding
grounds and learn self protection measures to reduce the risk of infection Unfortunately
provincial funding will only support physical site clean up and chemical control

FINANCIAL IMPLICATIONS•
Kneehill County will receive 45% of the funding under this program This is not a cost
shared program but there could be additional funds required under an education and
awareness program
RECOMMENDATION
That Council approve Administration meeting with representatives from the towns and
villages within Kneehill County along with a representative from the David Thompson
Health Region, to discuss the possibility of implementing a total program of education
and awareness as well as physical and chemical control to prevent the infection of the
West Nile Virus

The Alberta Government has been developing a West Nile virus Response Plan for 2004 As part
of our plan, we will introduce funding to reduce the numbers of mosquitoes known to carry the
virus (Culex tarsahs) The funds will be provided to communities to support their physical (site
clean up) and chemical control programs targeting Culex tarsahs in its early stages of
development
We are basing the funding on a community risk assessment, which was developed using
evidence of West Nile virus in humans, birds and mosquitoes in 2003 Your community has
been categorized as low risk for exposure to the virus in 2004, and is therefore eligible to receive
funding of up to $2 per capita
This funding will help you to implement or adapt a mosquito control to target Culex tarsalis in
your area as part of a strategy to reduce the potential impact of West Nile virus The attached
map and spreadsheet outline the risk categories and funding available to you It may be
beneficial to coordinate this work with neighbouring communities in order to share expertise
equipment and resources
We require that the attached Notice of Intent, indicating whether you will participate in this
targeted mosquito control program or not, be returned by fax to (780) 427 7683 by March 9,
2004 If you choose to participate, we will proceed with a grant application process More

Firefighter recognition and the Alberta Emergency Services Medals Ceremony

On April 30th, 2004, there will be 47 Kneehill County Firefighters and 6 Kneehill
Ambulance personnel receiving the Alberta Emergency Services Medal Arrangements
are being made to have them presented in Trochu by the MLA
Discussion
The days event will include a "Beef on a Bun Supper" which is a substantial expense for
the County The caterer has advised that she will be charging us $10.00 a plate It can be
anticipated then that our food costs will be between $1500.00 and $2000 00 I have
prepared letters to each of the other Councils asking if they would like to contribute to the
costs of the food and the hall
I would like to request that Council support this function by providing for the food costs
Financial Implications
$1500.00 to $2000.00 for food and drink
$275 00 for the Hall Rental
Recommendation
1) That Council approve the expenditures for the awards ceremony
2) That Council approve the sending of letters to the Urban Councils requesting
support in financing this event (see attached)
