Background
Discussion
At the January 13d' 2004 Council Meeting, Council gave approval to
submit the Prairie Grain Roads Grant application for the re surfacing of
the Linden West Project, advising that if Prairie Grain Roads Program
funding is approved it be brought back to Council for approval to take the
County's portion of the project (estimated cost of $483,652.00) from
surplus or reserves
On February 24`", we received verbal approval from Bob Cameron of the
Prairie Gram Roads Program for Kneelull County's 2004 PGRP
application for the resurfacing of Linden West Project.
Financial Implications
As discussed at budget time, it will be necessary to transfer $483,652.00
from surplus or reserves

Re Prairie Grain Roads Program (PGRP) Linden Road West Paving
On behalf of the Agreement Management Committee I am pleased to inform you that your project was
approved for assistance under the Prairie Grain Roads Program (PGRP) on February 24,2004
Expenditures incurred after February 24,2004 are eligible for assistance Detailed project information has
been outlined on the attached Approved Project Information sheet Please'review this document to ensure
that the conditions of approval are clear
The federal funding will be provided through a contribution agreement between your County and the
Government of Canada, as represented by Prairie Farm Rehabilitation Administration (PFRA) A PFRA
representative will be contacting you in the near future to process the contribution agreement. Unless
noted otherwise it is in order for the competitive process to proceed as outlined on the attached Approved
Project Information sheet Please be advised that one of the conditions of this agreement will be that
all projects must be awarded by an approved competitive process Federal funding will be forfeited
if the competitive process is not followed
The County will be responsible for all regulatory approvals required to proceed with the project
As there is a federal funding allocated to the project, it is a requirement to abide by the Canadian
Environmental Assessment Act (CEAA) In order to minimize any potential funding delays, we encourage
you to discuss any implications which result from the CEAA with your consulting engineer or PFRA
representative as soon as possible

The maximum amount of federal funding available to this project is identified
above Requests for additional funding must be applied for in accordance with the
Cost Overrun Policy as determined and approved by the Agreement Management
Committee If necessary, contact the PFRA Representative noted above to discuss
changes to project funding as soon as possible
2 Federal funding will not be issued prior to the successful completion of any required
environmental mitigation in accordance with the Canadian Environmental
Assessment Act
3 All projects must be awarded following an approved competitive process
A municipality which chooses to submit a bid for a PGRP project
approved for their municipality must deliver its tender package to the
PFRA office location as noted under the PFRA Representative
above at least twenty-four (24) hours prior to the tender opening. A
representative of PFRA will deliver the municipality's tender
package to the tender opening.
If this requirement is not met, the municipality's tender package
will not be honoured by the PGRP and work completed by
municipal forces on the project may not be considered eligible
for PGRP assistance
4 The project as identified above in the Project Location represents the total PGRP
approvals within the Municipality

Issue Approach access for oil company — Reg Klassen Letter
Background
Request to review an approach access from Reg Klassen Henry Wiens met with
Jim Sherman, Encana representative and Reg Klassen on January 22, 2004 to
review this request This approach did not meet County's Policy the sight distance
was limited to approximately 400 feet
Discussion
Policy 13 15 3 Approach Standards Sight Distance On local, gravel roads, the
sight distance will be a minimum of 600 feet. At February 24, 2004 Council
Meeting a request was made to provide more detailed information and possible
alternate options Attached is information on minimum site distance requirements
from Alberta Infrastructure s Highway Geometric Design Guide The possible
options would be road construction in order to achieve site distance or signage in
reference to hidden approach, reduce speed or trucks turning
Financial Implications
None, as any costs would be at the expense of the oil company

Re. Kneehill County Community Grants to Non -Profit Organizations
Three Hills Aquatic Centre $5,000.00 / Three Hills Arena - $4,000.00
On February 6, 2004 Kneehill County sent letters confirming the awarding of the above grants
and noting that funding is contingent upon rural residents being treated in the same fashion as
urban residents with respect to the fee structure for using these recreation facilities On March 2
2004 Mayor Bauman responded to this correspondence thanking the county for the grant funding
and assuring the County that rural residents were being treated in the same fashion as urban
residents with respect to the fee structure for use of both of your major recreational facilities
It is my understanding, from an article written by Mayor Bauman and Mayor Ling, and printed in
the Three Hills Capital, that the towns of Three Hills and Trochu had implemented a two -tiered
Arena rate structure This article stated, "Effective October 1 2003, the Town of Trochu and the
Town of Three Hills will rebate Trochu and Three Hills residents or non resident taxpayers 15
per cent of all minor hockey, figure skating organized recreational hockey or precision skating
fees paid for their use or their family member's use of the Arenas "
I would appreciate clarification of this matter and confirmation that Kneehill County residents
will also receive the same 15 per cent for all minor hockey, figure skating, organized recreational
hockey or precision skating fees paid for their use or their family member's use of the Arenas
I look forward to your response so that I may assure Council that the conditions for receiving this
funding have been met
