HomeMy WebLinkAbout2004-02-03 Council MinutesL C7 is TO Gene Kiviaho Reeve Hoppins Members of Council FROM Rob Mayhew DATE February 03, 2004 Issue Upkeep of Provincial Parks in the County Background Discussion Council Agenda Item #5(b) In October of 2003, a request was made to investigate concerns at the Buffalo Jump Provincial Park in reference to the poor condition of the picnic tables absence of firewood, the concern that people may be cutting down trees for wood, and the visible evidence that beavers are doing damage to trees in the area On October 22, 2003, Gary Martin, Conservation Officer for this Park gave a verbal explanation of the above concerns Picnic tables The replacement of picnic tables is a process they have over 100 to replace in the parks and Tolman Park received 12 new ones last year Wood Supply may be low if nearing the end of the season (the park closes on October 31 s) Beavers He is in the process of doing something about the beaver population On October 30, 2003 a call was received from Rob Hugel, the Manager of the Dinosaur Provincial Parks, who oversees the Provincial Parks in the County He called to respond to the concerns and said that Gary Martin would be trapping beavers soon. With budgets tight — the picnic tables at this park are moving up on the list to either be refurbished or replaced and fire wood is no longer supplied at the day campgrounds (where there is no attendant) due to the cost However it is supplied at campgrounds where a fee is collected for overnight stays or where there is a place to purchase it Attached is a more recent report received on January 6, 2004 from Rob Hugel as requested by Kneehill County Financial Implications No financial implications Recommendation That ouncil receive this report as information `/ K� �.1 C Rob MaAew G e Kiviaho 20 13 22 DINOSAUR PROVINCIAL PART: 4 14034435115 NO 103 P02 C7 0 Parks and Protected Areas within Kneehill County The following Parks and Protected Areas are within Kneehill County Dry Island Buffalo Jump Provincial Park — day use only Bigelow Recreation Area — day use only Tolman West Recreation Area — day use/camping Bleriot Ferry Recreation Area — day use/camping Please note that the Tolman Recreation Area is actually split with Tolman West falling within Kneehill County but I will provide remarks capturing both Tolman East and West as one site All site are operated on a seasonal basis with staff located out of Drumheller at Midland Provincial Park. In addition to the seasonal staffing we are fortunate to have two of our staff members volunteer in the off season to look after these sites and perform minor maintenance As of 2004 aft sites will be operated and maintained by park staff with the assistance of volunteers such as the camp host at Tolman. Park starT will provide maintenance, janitorial, enforcement and information services for our users A brief summary of recent capital repairs or upgrades for these sites includes Dry Island Buffalo Jump — 2002, replacement of guard rail posts and road upgrading, replacement of entire potable water hand pump, painting of washrooms (with warranty work yet to be completed) 2003 purchase of picnic tables with delivery for 2004 anterior washroom/toilet upgrades planned for 2004 tolman — 2002 installation of new potable water system brought online in 2003 new playground installation planned for 2004, table replacement program started. in 2002 and ongoing Blenot Ferry — select site gravelling completed In February a meeting has been set to discuss road maintenance and possible road upgrade projects with Alberta, Transportation for these sites, as this responsibility now falls within their department. In our past discussions we did talk about several concerns much of which is addressed above We also talked about firewood and that it is ,not provided at any of our day use sites At sites where we operate campgrounds we do have wood service and it is one of the major costs in the delivery of our services. Council Agenda Item #5(d) To Reeve Hoppins Members of Council From Mac deBeaudrap, ESMC Date February 3, 2004 Issue Three Hills Pumper Background Council approved the purchase of a pumper truck as per the specs provided by Phoenix Emergency Vehicles in November 2003 Discussion There are some body changes and equipment modifications that were required to this truck to enhance the operational capabilities that were not included in the original purchase price These changes will result in an increased cost of $5175 19 The upgrades include, Installation of Spanner holders (3)and a set of Hi Volume hose spanners Installing two fixed shelves in the side compartments to increase storage capability Installing hose bed dividers to accommodate our rural type hose configurations Installing two axe mounts Installing a roll out tray for the porta pump To install a porta pump connection inside the compartment so that we can pump and roll Installation of a supplied radio and antennas Decaling the door Install 1 Halogen spotlight New swivels on the Piston Intake Valves to fit the inlet piping In light of the fact that we will realize some cost recovery from the sale of the old Pumper, I would request that Council approve the upgrades to this truck The Three Hills Firefighters are contributing approximately $1800 00 for additional upgrades that they wanted as well Recommendation That Council approve the purchase of the Three Hills Pumper upgrades 0 • 0 Council Agenda Item #6(a) To Reeve Hoppms Members of Council From Mac deBeaudrap, ESMC Date February 3, 2004 Issue Reimbursement for highway revenue generated in 2003 Background Previously Kneehill County has not submitted invoices for the use of Fire Department vehicles equipment, personnel or services provided on highway calls This function was left entirely to the two departments that had rescue units In 2003 we commenced billing Alberta Transportation for emergency services on numbered highways Discussion The EMSC submitted an invoice to ATU for all the billable highway calls in 2003 that were not already invoiced by Three Hills or Linden.
