Mountain View County Lunch Invitation

Background
An invitation has been received from Mountain View County for Kneehill County Council
and Administration to tom them for an informal lunch at noon on Wednesday, November
19, 2003, during the AAMD&C Convention Harold Johnsrude, County Commissioner,
advised that while they do not have any specific issues in mind, this would provide an
opportunity to discuss any items of mutual interest. A copy of this letter has been attached
for your information.

Re High Throughput Grain Terminals
Appeals to the Municipal Government Board (MGB)
As you are aware Mr Randal Worthington (Deloitte & Touche) has filed a number of complaints on
behalf of Louis Dreyfus Canada Ltd and AGPRO Grain
To date there are six facilities under appeal to the MBG The six municipalities affected are the
County of Mmburn Kneehill County Lacombe County, the MD of Rocky View, Mountain View
County and Vulcan County It is expected the seventh appeal will soon be filed against Flagstaff
County
The MGB has tentatively scheduled the hearings for the week of January 5"'- Therefore the date for
exchange of information would be in the first week of December
It is our understanding that Mr Worthington will be bringing forward new legal arguments for the
appeals (and will likely have legal representation) If this is the case then we (Lacombe County) will
likely have legal representation as well It is very important that we as a group present a common and
consistent defence at the MGB a position which is supported by all We suggest we all combine our
resources and work together as a group We further suggest that as a group we obtain the services of a
lawyer to represent all seven municipalities Lacombe County has already consulted with the firm of
Brownlee Fryett in preparation for the ARB hearing and would recommend they be retained to
represent our group
On September 5t' a number of assessors representing 12 municipalities (all having High Throughput
Grain Terminals) met in Strathmore to discuss this same issue in preparation for the ARB hearings
Larry Collins from the Assessment Services Branch also attended this meeting as a resource person to

meeting was very productive and beneficial for all assessors in attendance We believe a second such
meeting, (particularly with the assessors representing the municipality with appeals to the MGB)
would be very beneficial for our assessors in preparing their responses to the MGB
