HomeMy WebLinkAbout2003-10-22 Council Minutesy r i i Council Agenda item #5(a) o Reeve Hoppms Members of Council From Mac deBeaudrap, ESMC 1 Date Oct 22, 2003 Dq Issue Municipal Disaster and Emergency Reserve Policy 1 Background Proposed new policy for the administration of a Municipal Disaster & Emergency Reserve fund Discussion iched to this report you will find a copy of the proposed County policy statement reserve established is separate from any equipment reserve or operational budget It ie intent that the reserve is accessed by Council in the event of an emergency being tared and the EOC has been activated The purpose is to offset the immediate costs of ;mergency situation and meet the financial obligations of the County associated with vincial or Federal funds and programs (e.g Municipal Wildfire Assistance Program) ther to the last proposal, I have reviewed the required funds to be put into reserves and initial costs that would be incurred by the County in the event of a disaster It is my icon that the initial suggested amount of $2 million is high for this region Any ester that would inflict damage to that degree would be a situation that we would ave quick response from the Province An amount of $500 000 00 would offset our iediate needs in most situations The following two options are presented for Council consideration 1) Commit $100,000 00 a year for the next five years into the Emergency & Disaster Reserve and cap the funds at $500,000 00 2) Redesignate Reserve Funds in the amount of $500,000.00 from the current Operating Contingency Reserve to the Municipal Disaster and Emergency Reserve �he first option will result an increase of $100,000 00 aear on the Disaster Budget over Y g the next 5 years The second option is simply a transfer and redesignation of funds and will not reflect an increase to the annual budget Page 14 V # Municipal Disaster and Emerl PURPOSE cy Reserve Emergency Management Services Approved Dates Dates Replaces To administer a monetary reserve for the purpose of providing funds to respond to unbudgeted expenses incurred as a result of local emergencies or disasters POLICY STATEMENT• A financial reserve shall be established for the purpose of providing monetary funds to respond to unbudgeted expenses incurred by the County as a result of a state of local emergency or other disasters The reserve balance shall not exceed Five Hundred Thousand ($500 000 00) dollars The County Disaster and Emergency Reserve funds are nmarily intended for a) Providing funding necessary to meet obligations of the County during a state of local emergency and b) Meeting the County's obligations associated with Provincial and Federal government disaster or emergency programs (eg Municipal Wildfire Assistance program) EFINITIONS. a) Disaster- means an event that has resulted or may result in serious harm to the safety, health or welfare of people, or in widespread damage to property b) Emergency means a present or imminent event that requires prompt coordination of action or special regulation of persons or property to protect the health safety or welfare of people or to limit damage to property An urgent need for assistance Page 15 E a POLICY GUIDELINES• i 1 The Council shall ensure that an amount of $500 000 00 is maintained annually in the County Disaster and Emergency Reserve, and that the Reserve does not exceed that amount 2 The Director of Disaster Services, or the designate, is authorized to utilize funds from the County Disaster Reserve during a state of local emergency to meet unbudgeted expenses 3 Funds from the County Disaster and Emergency Reserve may be used to meet unbudgeted expenses for local emergencies or disasters which did not require a state of local emergency, only upon Council approval 4 Council shall be advised as soon as practical as to the amount of funds used and general areas of expenditure (e.g wages, contracted services, materials, etc ) whenever funds are drawn from this reserve fil Page 16
