Attendance at the Fall Feast With Ralph — Thursday November 13 2003
Background
Notification was received and included in the August 22 2003 Council Information
Package, regarding the November 13, 2003 Fall Feast With Ralph, an evening program
and dinner with Premier Ralph Klein, being held at the Olds College Alumni Centre, and
hosted by the Olds Didsbury Three Hills P C Association
Mr Kiviaho noted that as this evening would provide the opportunity to meet with Ralph
Klein on a personal basis and to offer the possibility of exchanging ideas as well as
developing valuable networking possibilities he would encourage reserving a table for
attendance by Council and the CAO
Financial Implications
The cost of attendance, not including mileage or Council/CAO compensation, would be
Tickets at $75 00 each ($75 00 x 8) _ $600 00
Recommendation
That Council plus the CAO attend the November 13, 2003 "Fall Feast With Ralph "
function at the Olds College Alumni Centre

Long Service Awards — Policy No 7 9
Background
December 7, 1999 the policy was revised to replace service award pins with mint coins
presented to any permanent employee who has at December 31St of any year completed
five years of service Additional years of service are recognized every five years
thereafter Any employee who works for the County for 15 years or more and terminates
their employment or retires on LAPP is given a wooden long service award plaque with
an engraved name plate
Prior to this a gift equivalent to $25 times the years of service was given to an employee
with 15 or more years of continuous service upon termination
Discussion
Recently it was brought to our attention that no long service awards have been given out
over the past 2 years During this time we have had several employees reach significant
milestones, which should be recognized
Accessories West of Calgary was contacted for information regarding their recognition
awards program Each gift features a gold medallion inlay with the County Logo Gifts
are categorized by price, and the County may offer a selection from a range of gifts for
each five year milestone A presentation package can be purchased which contains a
certificate letter from the Reeve, and a brochure of the selection of gifts to choose from
The cost to initiate the program would be $150 per die, or a complete set of 5 for $450
Gift levels are approximately as follows 5 Years $9 20 10 Years $20 40, 15 Years
$40 60, 20 Years $60 80, 25 Years $80 100, 30 Years $100 125, 35 Years $125

POLICY STATEMENT
To recognize the importance of our employees, Kneehill County wishes to acknowledge
the service of long term employees
POLICY GUIDELINES
Eligibility for service recognition is based upon the most recent hire date
Awards will be presented to employees completing 5 continuous years of service and for
every five years thereafter
Awards will be presented at the annual summer barbeque, where family members and
colleagues can share in the celebration of the achievement.
Gifts may be selected from the Accessories West Recognition Program based on the
following price levels

Web Site Development
Background
Current technologies have created an expectation for instantaneous delivery of services
and information Council recognized this need and designated $15,000 for website
development in the 2003 budget
Discussion
Several designers were contacted and their clients interviewed Bellamy submitted a
proposal for $17 900 plus $2 740 in 2004 for annual Maintenance & Support Any
additional funds required would be budgeted in 2004 when the project will be completed
The one thing that separates the Bellamy Content Manager from the others is the ability
to keep content relevant and up to date Anyone familiar with a word processor will be
able to use the system Each department can be responsible for maintaining their own
section Copies of a revised page can be sent automatically via e mail to parties who have
signed up to receive a newsletter (Ag Service Board) Changes can be done and
scheduled for publication and removals when posted
In the future the website can be integrated with the Bellamy Internet Application Portal
for online service delivery This will allow customers to view account information law
firms to request tax searches and contractors to request permits

The County of Lethbridge has just engaged Bellamy to design their site
Recommendation
1 That Council approve the Bellamy Web Content Manager Purchase at a total cost

Strategic Planning Review Session November 2003

Background -
Mr Kiviaho requested investigation of a possible Strategic Planning Review Session, to
be held in Red Deer for Council and the Management Committee for the dates of
November 3rd or 10th, 2003 In checking with the Management Committee the date of
November 10th was selected as the best possible date due to other commitments
A tentative booking for November 10 2003 from 8 00 A.M until 5 00 P M was made at
both the Capri Centre and the Red Deer Lodge and information was requested on the
meeting room, menu and costs in order that a selection may be made Mr Kiviaho will
present a draft agenda, for your review and input, at the October 28, 2003 Council
meeting
Financial Implications
The cost for the Strategic Planning Review Session held in Red Deer on June 3, 2003, not
including mileage or Council compensation, was $657 86 The cost for this session
would be very close to that amount
Recommendation
1) That Council select Monday, November 10, 2003 as the date for the Strategic
Planning Review Session
2) That Council approve Administration selecting the venue for this session
3) That Administration prepare a draft agenda for the Strategic Planning Review
Session for review at the October 28, 2003 Council Meeting
