HomeMy WebLinkAbout2003-10-06 Council Minutes• • • r1 U Council Agenda item #6(b) To Reeve Hoppins Members of Council From Mac deBeaudrap, ESMC Date October 6 2003 Issue Invoice to British Columbia Fire Commissioners Office Background The BC Fire Commissioners Office agreed to reimburse municipalities for the use of equipment and for the time of all fire fighters at the pre established BC government rates Discussion I have completed an invoice and submitted it to the BC Government to cover the expenses of the Acme Pumper and the five firefighters for wages and personal expenses The Village of Acme utilized a credit card to cover many of the out of pocket expenses and that invoice was reconciled in full and Council approved payment to the Village of Acme at the last Council meeting in the amount of $99162 The individual expenses of the Firefighters and the wages that BC will be reimbursing us are as indicated and I recommend that we pay these individuals now so that they do not have to wait for payment from BC Mike Ratzlaff $48148 Gene Isaac $49136 Earl Reimer $62191 Warren Weibe $570 79 Darryl Ellingson $466.48 I have invoiced the BC Government for the amounts paid to the individuals, the Acme invoice for expenses and the rate for the truck The total invoice to the Fire Commissioners Office of British Columbia is in the amount of $13,460 74 Recommendation ThatCo n ' receive is report as information. Recycling Grant — Financial Policy #16 3 Council Agenda Item # 7(f) Background. Attached please find a draft of the amended Recycling Grant Policy #16 3 The existing policy includes the grant calculation, which needs amendment with any changes to the official population of the County, and also needs Council approval each year to disburse the remaining funds prior to the yearend This amendment does not change the $100 per capita allocated for jurisdictions actively involved in recycling programs that was approved on March 10 1998, but allows for the per capita allotment to be reviewed each year during budget deliberations By amending this policy, the grant can be distributed each year without Council approval which would expedite the payment to the urban jurisdictions, but allows the per capita allotment to be reviewed on an annual basis Recommendation - eo-6 Barb Long 1) That Council receive the Draft of Recycling Policy #16 3 2) That Council approve the distribution of the Recycling Grant for 2003 based on the Alberta Municipal Affairs Official Population List for a total of $5 319 00 r t Page 48 Ex • C7 Policy # RECYCLING GRANT #16 3 Department Corporate Services Approval Date Mar 10/98 Amendment Dates October 28 2003 Replaces Reference DRAFT PURPOSE To encourage, promote and support recycling by providing funding for those urban jurisdictions within Kneehill County actively involved in recycling programs POLICY STATEMENT A grant of $100 per capita based on Kneehill County's population with these population figures based on the Alberta Municipal Affairs Official Population List Should any grant monies not be disbursed, any other jurisdiction in the County, actively involved in recycling can apply for these remaining funds after November 30th of the calendar year The per capita allotment to be reviewed during budget deliberations each year Page 49 H • LJ To Gene Kiviaho Reeve Hoppms Members of Council From Barb Long Date- October 6 2003 Issue. Kneehill County Council Photos Council Agenda Item #7(g) Background. The only photo of Council available for both publicity and historical purposes is for the time frame 2001/2002 and includes the previous CAO Due to the different requirements for printing in the newspaper, and the future development of the County's website, it would be appropriate to have new photos taken of Council In the past Ron Nickel Photography has been engaged to take the photos Financial Implications The following quote has been supplied by Ron Nickel Photography On site set-up and photo session $25000 11 x 14 wall portrait mounted & laminated 94.00 Processing and proofing images 2500 Subtotal $36900 GST 25.83 Total $39483 Photos 4 x 5 set of 4 for $36.00 Photos 5 x 7 — set of 2 for $36 00 Recommendation. That Council approve the hiring of Ron Nickel Photography and that Administration make arrangements to have Mr Nickels attend a future Council meeting to take photographs Page 50 I a Council Agenda Item #7(i) To- Gene Kiviaho Reeve Hoppins Members of Council coFrom Barb Long Date October 6 2003 Issue Joint Supper Meeting — Rocky View/Kneehill County Background In the spring of 2003, the Municipal District of Rocky View had attempted to arrange an informal point meeting of the Councils of Rocky View Wheatland and Kneehill County Due to the scheduling problems Kneehill County sent a letter on June 10 2003, suggesting the possibility of meeting for supper at the Fall AAMD&C Convention ( a copy of the letter has been attached for your information) On October 3, 2003, the M.D of Rocky View called to invite Kneehill County Council to a supper meeting on Monday, November 17 2003 at the Moose Factory in Edmonton The Councils of Wheatland and Rocky View had met on an earlier occasion so this meeting would be for Rocky View and Kneehill County only Recommendation Council decision Barb Long • 0 Page 52
