HomeMy WebLinkAbout2003-10-01 Council MinutesCouncil Agenda item #6(a) To Reeve Hoppins Members of Council From Mac deBeaudrap ESMC • Date Oct 1 2003 i n U • Issue Municipal Disaster and Emergency Reserve Policy Background Proposed new policy for the administration of a Municipal Disaster & Emergency Reserve fund Discussion Attached to this report you will find a copy of the proposed County policy statement The reserve established is separate from any equipment reserve or operational budget It is the intent that the reserve is accessed by Council in the event of an emergency being declared and the EOC has been activated The Purpose is to offset the immediate costs of an emergency situation and meet the financial obligations of the County associated with provincial or federal funds and programs (e.g Municipal Wildfire Assistance Program) Further to the above, I have prepared a Draft Municipal Disaster and Emergency Reserve Policy, attached Recommendation 1) That C cil receive this report as information M deBe p Page 23 • • • 0 Policy # Municipal Disaster and Emergency Reserve Department Emergency Management Services Approved Dates Amendment Dates Replaces PURPOSE To administer a monetary reserve for the purpose of providing funds to respond to unbudgeted expenses incurred as a result of local emergencies or disasters POLICY STATEMENT A financial reserve shall be established for the purpose of providing monetary funds to respond to unbudgeted expenses incurred by the County as a result of a state of local emergency or other disasters The reserve balance shall not exceed two (2) million dollars The County Disaster and Emergency Reserve funds are primarily intended for Providing funding necessary to meet obligations of the County during a state of local emergency and Meeting the County's obligations associated with Provincial and Federal government disaster or emergency programs (eg Municipal Wildfire Assistance program) DEFINITIONS Disaster means an event that has resulted or may result in serious harm to the safety health, or welfare of people or in widespread damage to property Emergency means a present or imminent event that requires prompt coordination of action or special regulation of persons or property to protect the health, safety or welfare of people or to limit damage to property An urgent need for assistance DRAFT Page 24 0 • • POLICY GUIDELINES The Emergency Management Services Coordinator shall $100 000 00 is contributed annually to the County Disast The Emergency Management Services Coordinator shall ensure that the County Disaster and Emergency Reserve does not exceed two (2) million dollars The Director of Disaster Services or the designate is authorized to utilize funds from the County Disaster Reserve during a state of local emergency to meet unbudgeted expenses Funds from the County Disaster Reserve may be used to meet unbudgeted expenses for local emergencies or disasters which did not require a state of local emergency, only upon Council approval Council shall be advised as soon as practical as to the amount of funds used and general areas of expenditure (e.g wages contracted services materials etc ) whenever funds are drawn from this reserve DRAFT Page 25 U • 0 Council Agenda item #7(b) To Reeve Hoppins Members of Council From Mac deBeaudrap, ESMC Date October 1, 2003 Issue Emergency Management Services Coordinator Uniform & Uniform Flashes Background The professional image of the Kneehill County Emergency Management Services Coordinator and the Department will be enhanced by the wearing of uniforms and a clearly defined shoulder flash identifying Kneehill County Discussion In the course of the duties of the Coordinator of Emergency Management Services, there arise occasions that the wearing of a work uniform and/or a dress uniform is appropriate and often required The design of the shoulder flash incorporates the new Kneehill County logo superimposed on a traditional red Maltese Cross The words `Emergency Management Services" identify the department and a small Canadian flag occupies a space below the County logo This space can also be used to identify the different stations should they chose to incorporate the same design in the future on their uniform cresting It is the intent to also have truck decaling made in the same fashion on future truck purchases The flash design was introduced to the Fire Management Committee in September and was received well Recommendation 1) That Council approve the wearing of both a work uniform and a dress uniform for the Emergency Management Services Coordinator 2) That Council approve the design and purchase of uniform flashes for the EM*rap M de a Page 40 1�1 0 0 To- Reeve Hoppms Council Agenda item 47(c) Members of Council From Mac deBeaudrap, ESMC Date. October 1, 2003 Issue Alberta Emergency Services Medal Nominations Background On May 15, 2003, the Province of Alberta held its' inaugural presentation of the Alberta Emergency Services Medal At that time, although Kneehill County had several eligible candidates for the medal, no Kneehill Emergency Services personnel received the award People within our County eligible for the award would be any Firefighter or EMT with at least 12 years of service within Alberta and have been serving on or after January 1, 2000 The eligible candidate must have undertaken all the required training and duties proscribed by their respective municipalities and must be certified by their administrative authority as deserving of the award The medal is intended to be presented to the recipients by the MLA with representation of the local Government and their peers present This is the first medal of this kind in Canada and recognizes the valuable contributions made by our emergency workers to the Citizens of Alberta Discussion I have compiled a list of eligible recipients (see attached) from the Fire Departments within Kneehill County and have completed the required nomination forms For your information the breakdown of numbers is as follows, Torrington — 15 Trochu 17 Three Hills 5 Carbon — 5 Linden — 4 Acme — There are no eligible members at this time I have also prepared a letter of certification for the Reeves signature which would be included with the nomination forms Recommendation 1) That Council approve the submission of the AESM nomination forms 2) That Administration, upon notification of the approval of the awards, make suitable arran nts for esentation of the AESM to the recipients M rap Page 42 L� E 0 Attachment to Alberta Emergency Services Medal Nominations Nominations The following Fire Department Members have been nominated for the Alberta Emergency Services Medal Torrington Garnet Bauer Allan Weimer Alex Benedict Mike Bauer Hugh Hargraves Brian Leishner Danny Martin Donald Albrecht Larry Kientz Larry Weimer Ron Schulz Wayne Albrecht Don Charlton Stan Martin Derek Benedict Trochu Lawrence Hogg Roy Enzie Joe Wohl Marvin Franke Gary Adam Bernie deBeaudrap Charlie Ball Charlie Christie Tony Christiansen Clifford Grieg Gordon Guard Ron Guard Kevin Hoppins Aame Luoma Ivan Strohshein Bill Wohl Ken Wohl Three Hills Art Creasser Lorne Honecker Don Richards Vern September Charlie Rish Carbon Don Appleyard Paul Goldamer Brian Holsworth Terry Reed Bill Wood Linden Dalin Reimer Earl Reimer Sid Toews Lorne Toews Page 43
