HomeMy WebLinkAbout2003-09-01 Council Minutesr1 U • • 0 Council Agenda Item # 6(a) To Reeve Hoppms Members of Council From Mac deBeaudrap, ESMC Date Sept 1, 2003 Issue Municipal Disaster & Emergency Reserve Background Clearwater County Councillors have approved a Municipal Disaster Reserve Policy calling for the County to set aside $100 000 00 per year with a cap of $2 million to respond to local disaster situations within the County Councillor Vern Crawford made mention of this item at the August 19th meeting of Council and I responded by informing Council that I was aware of this policy and would request further information from Clearwater and report back at the September 9th meeting Discussion Attached to this report you will find a copy of the Clearwater County policy statement The reserve established is separate from any equipment reserve or operational budget It is accessed by Council in the event of an emergency being declared and their EOC has been activated It is intended to offset the immediate costs of an emergency situation and meet the financial obligations of the County associated with provincial or federal funds and programs (e.g Municipal Wildfire Assistance Program) Considering the probability of some form of disaster in our County (Fire, Winter Storms, Flooding, Tornado Industrial Accident or Release Pandemic Flu, BSE, Grasshopper or other infestations etc ) it would be prudent to establish a reserve fund to offset costs incurred without burdening the Rate Payers with sudden high costs Further to the above, I will be preparing a Draft County Disaster and Emergency Reserve Policy for Council review, at a future Council meeting Recommendation That Council receive this report as information ;Z 0 0 is Chmmaw,Cgunty POLICY EFFECTIVE DATE, April 2001 POLICY TITLE Municipal Dimter Rasarve SECTION- AdminiabiMan POLICY STATEMENT - 1 A monetary reserve shall be established for the purpose of providing funds to respond to unbudgeted expenses incurred as a result of local emergencies or disasters, The Municipal Disaster Reserve funds are primarily intended for a) providing funding necessary to meet financial obligations of the County during a state of local emergency b) meeting Municipal obligations associated with Provincial government disaster or ernergency programs (e.g, Municipal Wildfire Assistance Program) The reserve balance shall not exceed two (2) million dollars PROCEDURE. 1 The Director of Disaster Services shall ensure that an amount of $100,000 is contributed annually to the Municipal Disaster Reserve 2 The Director of Disaster Services shall ensure that the Municipal Disaster Reserve does not exceed $2 million dollars. 3 The Director of Disaster Services or his designate, is authorized to utilize funds from the Municipal Disaster Reserve during a state of local emergency to meet unbudgeted expenses 4 Fund- from the Municipal Disaster Reserve may be used to meet unbudgeted expenses for local emergencies or disasters which did not require a state of local emergency only upon Council approva 5. Council shall be advised as soon as practical as to the amount of funds used and general areas of expenditure (e.g wages contracted services materials, etc.) whenever funds are drawn from this reserve .Parr Z"f n is • 0 Council Agenda Item # 6(b) To Reeve Hoppms Members of Council From Mac deBeaudrap, ESMC Date September 1 2003 Issue Bylaw # 1482 Appendix B Penalties Background As determined by Council at the August 19th Council meeting, Appendix B, would be delayed on implementation until January 1, 2004, and that clarification would be sought as to whether the offences would be per annum or offence Discussion The penalties for offences under this Bylaw will not be implemented until January 2004 which will allow sufficient time to provide education through the "Did You Know' section of the Capital Newspaper and information brochures available at the County office I suggest that having the penalties apply per offence will act as more of a deterrent than on a yearly basis One way to have landowners accept the fact we now require permits and conditions on fires is to have no fee to obtain a permit but a serious financial implication to burning without a permit and for re offences under the Bylaw Recommendation 1) That Council receive this report as information 61 Mac deBe dr p, EMSC M
