10) What about financing arrangements — will they have to be up front9
• There will be a payment plan
11) Will it be Co op or user group based?
• That will depend on the users — no sure at this point but open to your ideas
12) What about tie ins? How will servicing/maintenance be conducted?
• These are questions to be discussed by Council
• Need to know areas of interest by ratepayers — cost will be determined by
users, demand, elevation tie ins
• Highly unlikely that one system will serve all people
• Will check with banks to borrow through municipal finances
• Three costs — installation costs, operating costs and cost of water
• Installation costs will be paid off in time and the others will remain
• The Commission will collect infrastructure costs through the sale of water
13) Will water be made available to all County residents?
• Not decided yet but most likely water will not be available to all residents
14) Will installation cost be distributed throughout the County?
• It is likely that each distribution system will be independent and be
responsible for their own costs but this is yet to be decided
15) Will money be available for the trunk line?
• Cost will likely be $30,000 $40,000/mile
• Contact Richard Marz for extra Provincial funding for the project
16) What about advocates or champions?
• Need people to form Co ops or user groups to ensure representation

17) Who determines the cost of water) Will there be a regulatory body?
• Province has an onus
• The owner will determine the cost of water and tap offs are a separate cost
• KC Council will be involved and water will be delivered as a non profit
group
18) What assurance is there that we will have access to water after the line is built?
• ABE is the licensing body
• The Red Deer River has lots of water — we're sitting pretty good
• It was very important for ICAP to approve the project but if the RD River
goes dry we're in trouble
• Drumheller is running at 39% capacity and the KRWS will improve their
efficiency level
• Currently paying $30/month riser fee and $5/1000 for the water
• Preliminary info is that the trunk line may be higher than the above costs
and may be $7/1000 but it is unconfirmed
19) Will there be discounts for more than 1 hook up9
• No
20) What is a location? What about 2 houses on the same property?
• This will be part of the user group discussions and decisions
21) Will there be a differential rate ie household and barn?
• This has to be determined and we will need your input to develop a policy
22) Can we put a distribution line across the street?
• Yes
23) Where will the line be located?
• We don t know There are many issues and we are still early in the process
• Stantec is doing preliminary work and may have a recommendation at the
Sept 0' Commission meeting
24) What about taps?
• This is to be determined and will depend on the #"s and where the people
are located
• It is important to get users/groups together and give the info to the County
for line routing
25) Where should we start with funding?
• In Mt Vernon each member paid $14 000 and the TD bank gave bridge
funding
• There is no guaranteed funding but we fully expect that some funding will
be available

• Construction may be two years away
• The funding application process should start now
• It has not been decided that Co ops will be used and we need your input to
see if there are other alternatives
26) How much did the property assessment increase in other systems9 Did taxes rise?
• Dixon Dam project — the increase ranged from $60,000 $80 000 and was
mainly driven by the influx of new urban residents moving to the area
27) What about areas where there are few people and the cost is prohibitive?
• PFRA will be available and they may provide funds and determine
boundaries
• There may be other options such as privately owned lines and cisterns
28) What is the cost of taps?
• Don't know at this point it is too early to give an answer and that may be
a good question to ask Stantec
