Addition Proposal Trochu Fire Station
Background
Chief Lawrence Hogg was requested to prepare for Council a short report on the
proposed fire station expansion and addition of a training area for use as a regional
training facility
Discussion
I have reviewed his proposal and have held two meetings with him and his Deputy They
are proposing a 50 foot addition to the east end of the existing building which would
allow for a suitable training and meeting area, a sink and coffee counter office space, an
additional washroom space for SCBA filling and storage and additional space for the
mechanical room The proposed changes will provide sufficient space for their immediate
needs and the needs of Trochu and Kneehill County well into the future
I concur with their thoughts that the classroom space needs to be large enough to
accommodate large class sizes The space would also serve as an excellent alternate
Emergency Operations Centre if the basement of the County office were unable to be
used
Although Chief Hogg's requests are very valid, his cost estimates for construction are
clearly more than anticipated by Council and reflect an over expenditure which exceeds
$51000 00 I do not foresee that we would be able to proceed with construction under
this plan until more funding is in place, perhaps with equal contributions from the Town
of Trochu and the County We could also explore the possibility of Grants from Alberta
Municipal Affairs
Recommendation
1) That Council receive this report as information
2) That the Fire Management Committee explore further options for financing the
additigAal costs of the project

Renewal of the Contract for E 911 Call Answer Services
Background
On May 23, 2003 this office received copies of the E 911 service delivery contracts
It should be noted that the contract between the City of Red Deer and Kneehill County
expires on August 9, 2003
Discussion
In reviewing the new contract and comparing it to the old version I found three areas
where slight changes have been made
Article IV The county agrees to place a policy of comprehensive public
liability insurance covering the obligations of each party in the agreement in an
amount of $2,000,000.00 per occurrence, and a copy of the certificate of
insurance must be deposited with the City of Red Deer This should have a zero
impact to the cost of insurance coverage which the County already must carry
Article V Freedom of Information and Protection of Privacy Act
Compliance This is a new section and reflects an Act which has been legislated
since the last contract renewal It will mean incorporating some procedural
changes which will have to be discussed with Red Deer Emergency Services to
ensure that we are in compliance to the Act
Appendix "A " and "B " These two sections define services that were not
Clearly outlined in the old agreement
Recommendation
1) 1) That Council approve the new three year E 911 Call Answer Service
Agreement with the City of Red Deer
2) That the CAO and Reeve add their authorizing signatures to the written
