TO- Gene Kiviaho Council Agenda #6c Reeve Hoppins Members of Council FROM Rob Mayhew DATE June 17, 2003 Issue Billing of Equity Water Line Repairs Background 1 Equity water line lowered in 2002 for construction of the Fisher Davis Road Project No further lowering was required in 2003 on this project 2 Equity water line break in 2002 — due to Trochu testing a booster station not paid by Trochu Discussion 1 Equity water line lowering for the Fisher Davis Road Construction Project total cost was $20,016.09 2 Equity waterline break — Trochu incident —repair bill of $2,233 75 sent to Town of Trochu. Unresolved to date Financial Implications 1 The County expenditure of $10,388 09 on the lowering of the water line includes the equipment, materials, labour and extras supplied by the contractor hired by Kneehill County Not included in this amount are the costs for the County's participation Equity users are billed on the previous three year average costs (2000, 2001, 2002) When the $10,388.09 portion is included their monthly billing would increase from $0 60/1000 gals to $107/1 000gals 2 Equity water line break — Trochu incident, the total was $2,233 75 with the County involvement being $526.03 of the total bill This leaves $1707 72 for out of pocket expenses on this incident Recommendation 1 That Council approve that the cost of $10,388 09 for lowering the Equity water line for the Fisher Davis Road Construction Project be included in the Equity users billing based on the previous three year average costs (2000 2001, 2002), with these costs to be recovered over a three year period (2003 2005) 2 That Council exclude the Equity water line break — Trochu incident from the Equity users billing as it is an isolated problem that relates to the Trochu system tie in and needs further assessment �Ll Qc,) � Rob ayh w Gee iviaho Page 43 Council Agenda #6i TO Gene Kiviaho Reeve Hoppins Members of Council FROM Rob Mayhew DATE- June 17, 2003 Issue Background To amend Dust Control Policy 13 4 Dust Control Policy 2003 Discussion Following additions to be made to the Dust Control Policy 11 After the dust control deadline applications will be accepted but no rebate will be offered and no guarantee of time frame for dust control application. The late applications that are submitted will be processed while the work is in progress along with the applications submitted prior to the deadline Once the initial dust control program applications have been completed, the supplier will have left the County Beyond this, further late applications will be compiled and when a full tank load of product is achieved, they could be done — there is no guarantee Following change to ADVERTISEMENT An advertisement requiring applications for dust control will be placed in the Capital during the months of April and May and applications for dust control must be submitted prior to the deadline NOTE There will be no guarantee for eligibility of dust control on agreements submitted after the deadline Deadline dates will be set after the budget has been approved. Financial Implications None Recommendation 1 That Council receive the amended Dust Control Policy 13 4 for review prior to it being presented for approval Refer to the attached amended Policy Note attached amended Policy changes in bold.
