HomeMy WebLinkAbout2003-06-05 Council MinutesN 1*1 E* :q 0 To Reeve Hoppins Members of Council From Barb Long Date June 5, 2003 Issue Third Reading of Animal Control Bylaw #1467 Background Bylaw #1467 was originally presented to Council and given First Reading at the February 11 2003 regular Council Meeting Administration was directed to expand the Bylaw and it was subsequently presented to Council for review at the April 8, 2003 regular Council meeting and given Second Reading at the April 22, 2003 regular Council meeting Discussion Bylaw #1467 has been reviewed by Administration and Tamala Peters, Bylaw Enforcement Officer, since the April 22, 2003 meeting and Draft 3 was prepared for the May 13th Council meeting but was withdrawn from the agenda as Ms Peters wished to make further changes based on a seminar she had attended Draft 4 has been prepared and submitted to Council for review Recommendation That Council receive Draft 4 of Animal Control Bylaw 41467 in order that 3rd reading may be given at the June 24, 2003 Council meeting A ", Barb Long Executive A sistant Page 14 EO N1 To Reeve Hoppins Members of Council From Gene Kiviaho Date- June 5, 2003 Issue Community Grants to Non Profit Organizations Policy Background Draft 1 of the Community Grants to Non Profit Organizations and Individuals policy was presented to Council on February 25, 2003 The Community Grants Committee comprised of Council members Ken Hoppins, Murray Woods Vern Crawford and Members at Large Bill Cunningham and Karen Weigum, reviewed and forwarded their proposals and Committee Guidelines to Council At the April 22, 2003 regular Council meeting, Council moved that a Community Grants Committee be established comprised of all of Council, and that the draft Community Grants Policy and guidelines be reviewed by this Committee of the Whole at 8 30 A.M on May 13, 2003 Draft 2 was a result of this meeting and was received by Council at the May 27, 2003 meeting Recommendation That Council approve Draft 2 of the Community Grants to Non Profit Organizations policy _ � ewa Barb Long Page 36 EW N 11 is "tc�r i IL Title Community Grants to non profit Policy No. Organizations Category Community, Recreation, Arts and Culture Purpose To encourage, promote and support creative groups organizations and individuals that bring a broad range of enjoyment benefit and participation to Kneehill County Policy Statement Council recognizes that community organizations and individuals should be supported in principle and with resources Funding under this Policy is a one time interim measure and is not to be relied on as a continuing source of revenue Council fully expects community organizations and individuals to be self sustaining and to develop working relationships with other contributing partners The amount and availability of grants will be determined by Council at the annual budget deliberations and shall be accounted for through General Ledger Account #272772 Policy Guidelines 1) The Community Grants Committee (CGC) will consist of all members of Council 2) Grants will be limited to non-profit organizations, societies, arenas, pools and community halls situated within Kneehill County for project -based initiatives 3) The CGC reserves the right to establish a cap on the allocation of funds 4) Funds under this Policy will be allocated for project based initiatives and not operational expenditures 5) Pools, arenas and community halls are eligible to apply for funds for project based initiatives 6) The CGC will establish an appropriate point system to evaluate the funding requests Page 37 I E. 0 DRAFT 2 7) here will be two (2) application and distribution dates a) The first application deadline is February lst of each year with funds to be distributed by April 1st. b) The second application deadline is September 1St of each year with funds to be distributed by November 1St Note September 1, 2003 will be the initial application deadline for implementation of this Policy 8) Funding requests received after the application deadline will be held by the Chief Administrative Officer and will only be considered after the other requests have been dealt with and if funding is still available 9) The CGC may request presentations from those requesting funds 10) Kneehill County Council will determine the total amount of money available for grants during the annual budget deliberations 11) Funding applications are to contain the following information, where applicable • Financial statements for the last two years • Proposed budget for the current year • Personal financial contributions or resources • Level of sponsorship received from other partners • Benefit to Kneehill County • Unique or innovative techniques to achieve success • Options if the County funding is not obtained Confirmation of the expenditure of funds E�] N 1� 0 TO. Gene Kiviaho Reeve Hoppins Members of Council FROM Bruce Sommerville DATE June 5, 2003 SUBJECT Grasshopper Update Issue - Grasshopper infestation Background. On Thursday May 29, 2003 representation from council and the local MLA met with concerned producers to inspect the grasshopper infestation that is occurring on county road allowances in the eastern portion of the county On Saturday May 31, 2003 Council held an emergency meeting to strictly deal with the escalating infestation of grasshoppers on Kneehill County road allowances Discussion Council directed the ASB staff to assist county producers in their control of this infestation on county road allowances Progress report to date includes the purchase of two bran bait blowers mounted on county trucks and 84 bags of Eco Bran bait This form of control was selected for its residual capacity and environmental safety One additional person has been hired to assist in the operation of this equipment to date Due to weather conditions we have only covered 60 one sided miles Financial Implications Cost of control was set by Council at $40,000 Set up and start cost to date is approximately $9,417 00 Recommendation.
