To amend Dust Control Policy 13 4
Background
The existing Policy was established as a Trial Dust Control Policy for 2002
As the Dust Control Program has been accepted for 2003 it is necessary to review the Policy
with respect to dates and the addition of two Policy requirements that arose out of the 2002
Dust Control Program
Following additions to be made to the Dust Control Policy
1 Dust control will not be applied within 50' of any intersection
2 Due to safety and road maintenance concerns on two or more adjoining dust control requests
(with 200 or less space between), the County requires that the dust control be applied in one
continuous "stretch" The cost of this extra footage of Dust Control to be the County s
responsibility
'Financial Implications
1 The 2003 Dust Control Program will remain the same as 2002 Trial Dust Control Program
2 On April 23, 2003 a letter was sent out to three possible suppliers to revisit the price of spec
crude and reply by May 7, 2003 The results were McAsphalt Industries Ltd — $2 75/lineal foot
Western Road Management $2 45/lineal foot and Ambertec Road Technology Ltd
$2.35/lineal foot The cost is within the 2003 Budget
Recommendation
1 That Council receive the amended Dust Control Policy 13 4 for review prior to it being
presented for approval
2 That Council approve Ambertec Road Technology Ltd to be the supplier of Spec Crude at
$2.35/lineal foot for the 2003 Dust Control Program

bold.

Issue
Membership in the Federation of Canadian Municipalities (FCM)
Background
The FCM is an umbrella organization representing Canadian municipalities and is an effective
lobby group on Federal and Provincial policy and issues The advantages of membership in the
FCM include
1) FCM publications for all members of Council and senior administrators
2) Free bi monthly copies of Forum, Canada's national municipal affairs magazine
3) Frequent updates on evolving municipal issues through Broadcast Fax and FCM's
Web Site
4) Full voting rights at FCM s Annual Conference and Municipal Expo
5) Special rates when participating in FCM events and conferences
6) Eligible to participate in all national programs undertaken by the FCM and in
developing and furthering FCM s lobbying agenda through the National Board of
Directors
Discussion
Given that the 2003 FCM Conference does not specifically contain sessions on Agricultural
issues attendance at the May conference is optional and a Council decision
Financial
The cost of membership for 2003 2004 is $100 00 plus 10 5 cents per capita (5,319 x 10 5 =
$558 50) for a total cost of $658 50
Recommendation
That Council approve membership in the Federation of Canadian Municipalities for the time
period of April 1, 2003 to March 31, 2004

To aid Alberta Transportation in the process of developing its Three Year Provincial Highway
construction and preservation programs — new three year program
Background
This is an annual request The list below follows the Kneehill County priority list for the years
2002 2006 with the only change being the addition of SH806 for Paving,
Request to be submitted to the Red Deer Regional Office of Alberta Transportation, no later
than May 30, 2003
