Enhancement of the new Kneehill County Fire Truck for the Acme Fire Department
Background
County administration met with the Acme Fire Chief and the D/C with respect to the purchase
of a fire truck as part of the Muni 2002 Grant The Fire Department is currently scoping out the
requirements and specifications for a new vehicle The County has been requested to consider
allowing the Acme Fire Department to enhance the new County fire truck that will be placed in
service for the Department The County has sufficient funds to purchase a 2 Door truck and the
Department is requesting that they be allowed to upgrade the truck from a 2 Door to a crew cab
at their expense The additional funds would be raised by the Acme Department
Discussion
The County has engaged Pommen & Associates to conduct an Emergency Services
Review and that report is expected by March 2003 The report will contain
recommendations with respect to County levels of service and vehicles standards
Provided that the Fire Department meets County standards for a fire vehicle I urge
Council to approve the request with conditions such as
1) The fire truck is 100% owned by the County
2) Any additional costs associated with the purchase and maintenance of an enhanced
vehicle including insurance is the responsibility of the Acme Fire Department,
3) The full amount of the trade in value of the new fire truck is the property of the County
Allowing Fire Departments to exhibit autonomy and latitude with appropriate conditions will
continue to foster a cooperative working relationship In this respect Kneehill County and the
ratepayers will be satisfied that County standards are met and the Fire Departments will have
pride in the new purchase
Recommendation
That Council approve the Acme Fire Department request subject to the following
conditions
1) The fire truck is 100% owned by the County
2) Any additional costs associated with the purchase and maintenance of the fire
truck is the responsibility of the Acme Fire Department
3) The total value of the truck (ie trade in or insurance) belongs to the County
