EXECUTIVE COMMITTEE REPORT
March 20, 2001
The Executive Committee of Otto Hoff James Hanger and Marione Vetter met on
Tuesday March 20, 2001, at the Kneehill County office, commencing at 8 30 A.M
Jennifer Deak, Administrator was also present The following items were discussed
I Kneehill Ambulance Society
a. Draft Copies of Kneehill Ambulance Service Financial Reports
Unaudited reports for the year 2000 were reviewed Included were a Balance
Sheet as of December 31, 2000, P &L Previous Year Comparison, Budget vs
Actual, and Reconciliation Reports for both the Donation and Chequmg accounts L
as of Dec 31 /00 Jan. 31 /00 and Feb 28/00
Executive Committee recommends the unaudited financial reports be forwarded
to all Board members
b Kneehill County Proposal re Kneehill Ambulance Service
A letter dated March 12, 2001, from Kenneth King, Kneehill Ambulance Society
Chairman, has been received to inform the Kneehill County Council that the next
Kneehill Ambulance Society Board meeting will be held on Tuesday, March 13,
2001, at 7 00 P M at the County office They will be willing to meet with the
Kneehill County Council s representatives from 7 30 — 8 00 P M It was noted
this meeting had taken place and the County had presented it proposal to the
Board requesting the Board members discuss this proposal with their respective 0 ,
jurisdictions and advise, prior to April 10, 2001 of their decision in this matter �'✓-(

c. Applications for Director of Operations
1) Application for Director of Operations was received on March 15
2001 from Gordon Settle EMT P from Strathmore This
application was addressed to the Selection Committee Mr Settle
has requested, should a short list be created, he would like to assist
in the selection process by obtaining information (questions
attached to resume) so that he may evaluate whether he meets the
requirements
11) On March 16 2001 Mrs Una Edwards phoned Mrs Deak, on the
referral of Mr Harold Leo, and requested she speak with Mr Dave
Nelson Mr Nelson met with Mrs Deak the same day and
advised he was seeking employment in Three Hills and had
spoken with the THHCC and had an employment opportunity, as a
RN, with them but was also interested in working with the
ambulance Mr Nelson advised he had spoken with Mr Ken /- W,
King, Chair of the ambulance about the position of OperationsL
Director and left his resume for consideration. Mrs Deak advised
Mr Nelson of the current status of the ambulance service

2 Mar 1 /01 Letter from Alberta Seniors Advisory Council
Seniors Advisory Council for Alberta is requesting the Kneehill County proclaim
June 3 to 9, 2001, as Senior Citizens Week The theme for 2001 is `Recognizing
Alberta's Seniors — Contributing to the Future" A copy of Kneehill County's
proclamation should be received by April 30, so it may be included in the Senior
Citizens Week Calendar of Events Booklet. A sample proclamation and Planning
Events Booklet have also been provided

3 Mar 5101 Partnerships Certificate of Recognition for Kneehill County
Letter and certificate from Alberta Municipal Health & Safety Association
congratulating the County and leadership shown by Miles Maerz for renewal of the dR rPf��s
certificate The certificate is valid for 3 years, however an internal audit must be done
in the next 2 years and another external audit within the next 3 years. I' L t-�

4 Mar 13/01 Letter from Workers' Compensation Board re: Day of Mourning
The Workers' Compensation Board requests Kneehill County proclaim April 28,
2001 as Day of Mourning to remember those who have been killed or seriously
injured in work related accidents A sample proclamation, poster, and
news /information release has been provided.1

6 Mt. Vernon Water Co -Op Association Ltd. 2001 Annual Meeting
The 2001 Annual Meeting will be held at 7 30 P M on March 19, 2001, at the Three
Hills Community Centre The agenda is attached. The County has faxed a letter to
Mr Vern Crawford and Mr Paul Van Doren advising the County is unable to attend
this meeting and requesting copies of the meeting minutes and the financial
statements

7. Mar 9/01 Letter from Alberta Municipal Affairs re. 2001 Census
A letter has been received reminding the County that if they wish to conduct an
official census this year, it must be done from April 1 to June 30, 2001 A population
affidavit is attached and must be completed and returned to Alberta Municipal Affairs
before September 1, 2001 If it is not received, the Kneehill County's 2000 m a
population figure of 5,064 will be used L
Executive Committee recommends no census be undertaken and the County's VJ o
population figure of 5,064 be used as the official population figure for 2001 3/a
8 Trochu Fire Report � iIV (A �
The Trochu Fire Department Report covering the period of February 7, 2001 to d
February 21 2001 has been received. (►C APR 3 ��
Executive Committee recommends this report be referred to Mr Randy Tiller, the
County's Fire/Disaster Coordinator
9. Mar 14/01 Eltrohills DATS Society
Ms Deak spoke with Faith Henkel on March 14, 2001, regarding the Eltrohills DATS
Society She wanted to know who the Kneehill County s representative was? Ms
Deak informed her that a representative has not been appointed yet The Eltrohills

DATS Society s annual meeting will be held on March 28, 2001 at St Mary's
Hospital Board Room from 11 30 A.M to 12 30 P M The meeting will review
funding Due to the date conflicting with the AAMD &C Convention, the minutes
from the meeting will be sent The Kneehill County has given the following grants to
the Eltrohills DATS Society
1999 December 31, 1999 $1,00000
1998 August 25, 1998 $2 000 00

10. Mar 07/01 Notice of Decision from Alberta Municipal Government Board Re
2000 Linear Assessment Complaints
A letter was received regarding Talisman Energy's linear assessment complaint.
Recommendations were made on February 8, 2001 Kneehill County s assessment as
of December 31, 2000, was $1 11,700.00, and the recommendation was for the same
amount The Municipal Government Board s file in this matter is now closed.

11. Mar 2/01 Copies of Letters between Mr. Lorne G. Mann, Mayor of Town of
Peace River and Walter Paszkowsk, Minister of Municipal Affairs Re
Dissolution Study
On March 2, 2001, a letter was sent from Mr Mann in response to Mr Paszkowski's
letter to the Town of Peace River dated February 22, 2001 Mr Mann feels the
Minister has done nothing to promote any of the other parties in becoming involved
with collaborating the Town of Peace River with the Municipal District. Mr
Paszkowski has instructed his department to gather financial information on the
finances of the Town of Peace River Once this information is prepared, it will help
determine the most appropriate course of action to follow Mr Mann felt the MD of
East Peace's financial information should also be reviewed Mr Mann also reminded
Mr Paszkowski that he has not fulfilled his commitment to meet face to face with the
Town of Peace River Council

12 Mar 06/01 Fax from Clearwater Countv Re Mavor/Reeve Meeting on March
14, 2001
The Mayor /Reeve Meeting will be held on Wednesday, March 14, 2001, at 6 00 P M
at the Red Deer Legion The 2001 memberships are also due and should be made
payable to the Town of Rocky Mountain House An agenda is attached It was noted L�
no one from Kneehill attended this meeting

13 Mar 02/01 — PackaLye from Alberta Environment Re. Alberta Environment
Camp NE 14 -33 -22 Red Deer River (Tolman Bridge Recreation Area)
Alberta Environment has received an application for a license to divert up to 555 m3
of water per year from the Red Deer River for camping purposes The applicant is , o
also proposing to construct an infiltration gallery Background information on the �
project has been provided and any comments regarding this project should be
forwarded to Alberta Environment by April 2, 2001
Executive Committee recommends a letter be sent to Alberta Environment`
suggesting a storage tank be used for water, noting given the short time period this
site is used the expense for a water infiltration system is notjustified.

14 Mar 15/01 Government of Alberta News Release
An e mail was received from the Government of Alberta announcing that 6 new
portfolios had been created a new Deputy Premier was appointed to represent rural
Alberta (Shirley McClellan, MLA for Drumheller Chinook), and two associate
minister positions were eliminated.

15 Mar 08/01 Western Producer Article re: Alberta Hog Opponents Granted
Appeal Hearing
A central Alberta group opposed to the construction of an 80,000 head hog facility
proposed by the Taiwan Sugar Corporation has been granted a hearing in the Alberta
Court of Appeal The Flagstaff County Development Appeal Board had previously
approved the hog operation The group has been granted the hearing based on 3 of its
5 arguments In the ruling the justice agreed there was no true measure of the water t
table, the manure management plan did not comply with the Code of Practice and
there was another outstanding appeal by the group before the Appeal Court of
Alberta.

16 Feb 24/01 E mail from SchoolWorks! re. Recommendation for Structural
Chanizes in School System
An e mail has been received from SchoolWorks! with their recommendations and
rationale for structural changes within the school system They are recommending
that school boards be eliminated by the year 2004 and school councils be responsible
for the operations of the schools By doing this it would make MLA's directly
accountable for the performance of Alberta schools

Debbie Bobocel Administrator Village of Delburne has designed a letterhead that
can be used with all "official" correspondence regarding Highway 21 Any new
municipalities, including Counties, can be added to the distribution list as they come��
on board

18 Feb. 26/01 Fax from Prairie Farm Rehabilitation Administration re: 2000 Tax
Deferral
Kneehill County has been designated as an area eligible for tax deferral on income
from the drought induced sales of breeding livestock in 2000 Producers who were
forced to sell breeding stock due to the drought conditions may defer a portion of sale
income from 2000 to the 2001 tax year A copy of the news release and list of areas
eligible has been provided

19 Feb 20/01 Letter from Alberta Community Development re. Trans Canada
Trail
A letter has been received from Donald Ford, Deputy Minister, regarding Kneehill
County's comments on the study titled "An Economic Impact Study of the Proposed
Routing of the Trans Canada Trail in East Central Alberta" Additional data is being
collected from other studies done elsewhere that will look at the social and
environmental impact the trail may have These studies will be made available to the

An e mail was received from the above encouraging comments be made to the
Consumers for Action Congress regarding the following issues Paddle River Dam
Project privatization hospitalization, CFB Calgary, Electrical Deregulation, and the Y 1>>

21 Asset Allocation for the Trochu Fire Hall
The land (5 15 acres) and buildings was estimated at $236,500 00 The auditor needs
to allocate this cost between the land and buildings The 2000 Property Assessment
and Tax Notice is allocation is land 20% and buildings 80% of the total assessment. j}
Based on this allocation the value has been allocated as follows
Land $46,90400
Buildings $187,615.22
$234,519.22
Executive Committee recommends approval of this allocation
22 Price of Gravel Purchased from Linden Contractors
Arising from the 2000 audit the price of gravel purchased from the Linden
Contractors was questioned The land and gravel was purchased for $225,000 00

This included a gravel estimate of 154,000.00 yards In the first offer this gravel was r �l
priced at $100 per yard. The land and/or gravel needs to be re priced to reflect the
actual cost paid Recommend the gravel cost be increased to $133 per cubic yard for
the 154 000 yards

Executive Committee recommends approval of this recommendation to increase the
gravel cost to $133 per cubic yards based on 154,000 cubic yards of gravel.
Countv of Stettler Subdivision and Development Anneal Board (SDAB) Hearing
on April 6, 2001
Dave Dittrick, Chief Administrator Officer for the County of Stettler, has requested 3
SDAB members from Kneehill to sit on an appeal hearing on April 6, 2001 Mr
Hanger, Mrs Vetter, Mr Cole and Mr Hinkley have all indicated they are available
for this appeal 4�'

24 The Capital's Request for Articles for the Agricultural Issue
Tim Shearlaw Three Hills Capital has asked if Kneehill County would be interested
in an article for the upcoming agricultural issue on April 4 2001 Bruce Sommervill
and Barb Reimer have provided possible articles An inquiry was made as to who
asked Barb Reimer to do this article
Executive Committee recommends only Bruce Sommerville's article be published
in the newspaper

25 KCRP Central Zone Committee Meeting
Memo from Erin Permann, Family Resource Worker, regarding the upcoming
meeting being held on March 21, 2001, at 7 00 P M in the County Office Basement

27 Horseshoe Canyon Viewpoint
Keith Russell from Drumheller contacted Mrs Deak on March 16, 2001, and reported
that a steamer unit has cleaned up the viewpoint area broken glass and litter has been���
picked up and toilet supplies replenished Mr Russell apologized for the neglect, a
noting the matter had been addressed with the contractor J00 M en

28 Mar 16/01 Fax from Torrington and District Aimicultural Societv re Arena
Water Bill
Allan Weimer has requested to attend a Council Meeting to discuss the possibility of��
waiving the water bill for the Torrington Arena.,
Executive Committee recommends a letter be sent to the Torrington & District Ag
Society advising this water ball will not be waived, all other community centres and
facilities in the County are charged for their water consumption, the County must
be fair and equitable to all; an annual grant is given to the Torrington Ag Society
and can go towards these costs
29 Mar 15/01 Letter from Alberta Environment re Training to Become an
Authorized Assistant Trainer
The Environmental Code of Practice for Pesticides has been amended to include
provisions for Authorized Assistants They will be permitted to apply pesticides that
formerly required direct (onsrte) supervision, and without the certified applicator �Vfi
being present at the site To become a "recognized trainer' besides other
qualifications one must complete the "Train the Trainer Course" Courses will be
held on April 3 d in Calgary and April 4t" in Edmonton. The cost is $150.00 Mr
Bruce Sommerville has requested to attend the "Train the Trainer Course"

30 Mar 16/01 Letter from Scott Curran re. Dinosaur Derby — May 18 -20, 2001
The Drumheller Stampede Grounds is hosting a World Professional Chuckwagon
Association event in May 2001 They are requesting the assistance of Kneehill
County in undertaking the completion of the earthmovmg necessary to accommodate a
the wagon driver parking area and track extension Mr Hoff further reported the
request is to move 30,000 yards of dirt.

31. Mar 12/01 AAMD &C Letter re. Task Force Report on Municipal Reserves
The Alberta Rural Municipal Administrators Association has completed an
information paper and recommendations relating to municipal financial reserves (as
requested by the AAMD &C) The report is provided and will be discussed at the
Spring 2001 Convention.

32 Mar 12/01 AAMD &C Letter re: AB Environment Deputy Minister's (Doug
Radke) Response to the AAMD &C's Feb 12/01 Presentation
The AAMD &C had preciously met with Mr Radke to discuss various priority issues
of concern to rural municipalities A brief summary of Mr Radke's response to this
meeting was provided Summaries of the eight issues including gravel extraction
from river beds intensive livestock operations, fire bans, definition of navigable
waters, regulation of pesticides, tire recycling, integrated resource management, and
species at risk have been provided for further information

33. Mar 14/01 AAMD &C Letter re Update on Internal Trade Agreement
Highlights of the discussions at a stakeholders meeting held last fall to discuss
various concerns regarding the Agreement on Internal Trade was provided by Shirley
McClellan, International & Intergovernmental Relations Minister This feedback will
be forwarded to an interprovincial meeting in April 2001

Premier Ralph Klein announced six new portfolios have been created (Seniors,
Aboriginal Affairs & Northern Development, Revenue, Solicitor General,
Transportation, and Sustainable Resource Development) Two previous positions
have been eliminated (Health and Aboriginal Affairs) The new Deputy Premier and
Minister of Agriculture, Food & Rural Development is MLA Shirley McClellan A
complete listing of new departments, Ministers, and Deputy Ministers has been
provided

35 Land Use Bylaw Open House
Executive Committee discussed the recent ratepayer meeting requests with individual
Councillors to discuss the County's proposed new Land Use Bylaw
Executive Committee recommends an Open House be scheduled forApril 11, 2001 ^SNP
at the Three Hills Community Centre commencing at] 00 P M Further, this
Open House be of a more structured format with Mr. Rusling, Mrs Reamer and
Mrs. Deak in attendance Also recommended the tentative first reading of the
proposed new Land Use bylaw, scheduled for April 10, 2001, be postponed until
after this Open House
