Personnel Issue — Lack of patient care Mr Onos has submitted a copy of the February 22/01 letter sent by himself to an ambulance volunteer, advising of the corrective action that needs to be taken in regards to a lack of patient care provided in an emergency situation. Executive Committee recommends to accept and file t b Kneehill County Proposal re. Kneehill Ambulance Service The Draft of the Kneehill County proposal, to be presented at the March 12, 2001 Council meeting was reviewed Executive Committee recommends Mr Glen Wagstaff, the County's representative on the Kneehill Ambulance Society Board, representing the ! Society's interests, not the County's future direction, be excused during this discussion 1 2 Feb 26/01 Letter from Infrastructure Canada - Alberta Program Andrew Cathcart, Director of the Infrastructure Canada Alberta Program has responded to the County's February 14, 2001 letter advising the criteria, application and guidelines for the Rural Municipal Green Projects component of this funding program are under development and will soon be available He jfurther reported this funding would only be available to rural municipalities or towns /villages /summer villages with populations of less than 1,000 and that funding would be considered on a project merit basis (with no entitlement, therefore each protect would be ranked in relation to other eligible projects)' Executive Committee recommends this issue be placed on the agenda to be discussed at the March 12, 2001 Council meeting x 3 Mar 2/01 Notice from Infrastructure Canada - Alberta Program (ICAP) A communication has been received clarifying the project approval process for the Infrastructure Canada Alberta Program Mr Andrew Cathcart, advised all projects must meet Canadian Environmental Assessment requirements prior to proceeding to ensure there are no adverse environmental impacts Project construction must not proceed until formal approval has been received by the ICAP Management Committee To assist municipalities to start their projects during this first construction season, going to tender is possible before project, approval with the prior written consent of the Management Committee He further noted that one of the main purposes of the Program is to provide funding for projects, which could not otherwise proceed, to enable a municipality to enhance the scope of a project or to start a project sooner Executive Committee recommends to accept and file 4 Feb 28/01 Letter from Alberta Agriculture re ASB Expenditures Notification has been received from the Agricultural Service Board Program, that the Schedule `C' — Verification of Total Agricultural Service Board Expenditures" for the 2000 2001 fiscal year, as completed by Kneehill County, MINUTE/EC20010118 1 KM [A �t KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT March 8, 2001 has been reviewed and the full $74,415 00 advance has been verified Executive Committee recommends to accept and file 5 Feb 16/01 Letter from Alberta Agriculture. Re AESA 2001 Funding Notification has been received of approval of funding, in the amount of $24,900, for the Kneehill Watershed Advisory Committee The distribution of funds was $12 400 for AESA grant and $12,500 for AESA manpower, which was for only U half the manpower requested and subsequently only half of the mileage and extension grant. A recommendation was made for the Committee to fund with n other groups to help fund the position, as the work outlined does not justify the funding requested for manpower Executive Committee recommends to accept and file 6. Alberta Resource Council Pesticide Update and Alberta Research Council Program Review An agenda and registration form has been received for the March 20 2001 program review, being held in Vegreville, Albera It is open to AAFRD Specialists and ASB Fieldman and staff at no charge, and only 30 registrants can ooylo be accommodated tZ) )' vy- � Executive Committee recommends Mr McCook review this matter with Mr Sommerville, Agricultural Fieldman 7 Workshop on Agriculture, the Environment & the Media / An invitation has been received to attend the above workshop being held at the a� Capri Centre in Red Deer, Alberta on March 19 &20, 2001 Registration for deadlines is March 1, 2001 Executive Committee recommends to accept and file 8 Feb 28/01 Letter from R.C.M.P re Population Totals A letter has been received from Corporal Bodden, Detachment Commander of the Beiseker Detachment, requesting approximate population figures be provided, for the area within Kneehill County that is policed by their detachment.1`v �v Executive Committee recommends this matter be referred to Mrs Long to provide the requested information. 9 Mar 1 /01 Letter from Telus re. 2001 Plow Season Telus Communications, Buried Drop Facilities, has sent notification that their contracts are in place and they plan to begin plowing approximately May 1, 2001 The type of plowing to be done is not major cable plowing and the contractor for this area will be P Gooch & Sons Executive Committee recommends Mr McCook arrange to meet with Telus to discuss an agreement. MINUTE/EC20010118 [a a n i KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT March 8, 2001 10 Feb 15101 Cony of a Letter from WCB Appeals Commission re Jonathan Colyn A copy of a letter sent to Dr Brian Snider, from the WCB Appeals Commission requesting copies of all clinical notes and reports, has been received Executive Committee recommends to accept and file 11 Feb 23/01 Letter from Stettler Fire Department A letter has been received from Chris Ohara, Lieutenant with the Stettler Fire Department requesting information on telephone numbers and radio frequencies of the Fire Departments and Emergency Medical Services within Kneehill County L` Executive Committee recommends this matter be referred to Mr. Randy Tiller, Regional Fire & Disaster Coordinator 12 Feb 27/01 Letter from Wheatland County re Rehabilitation of Rosebud River Bank Adiacent to Rosebud Seed Cleamne Plant A letter has been received from E Maser, County Manager, advising that Wheatland County is participating with Alberta Environment in reconstructing and contouring this section of the bank of the Rosebud River, to establish a suitable riparian area The estimated cost of the project and the approved funding PLL-" was included along with a request for Kneehill County to provide some funding assistance for the project, with the justification being that a percentage of utilization of the Rosebud Seed Cleaning plant is from Kneehill County residents Executive Committee recommends this matter be referred to the Road Committee 13 Feb 20/01 Packase on the Rural Water Development Program 2001 2002 A package has been received from Agriculture Canada, Prairie Farm A Rehabilitation Administration (PFRA) including the following information Rural �( Water Development Program Priorities PFRA Southern Alberta Region, Rural Water Development Program brochure and an Application for Assistance Form. Executive committee recommends to accept and file. 17 Town of Trochu Invoice An invoice has been received for payment, from the Town of Trochu, for the year 2000 cost sharing for the Trochu Swimming pool, in the amount of $32,863 71 Executive Committee recommends this be investigated to determine whether the County would be able to establish an annual budget. 18 Highway 21 Initiatives Summary A Summary of the February 21, 2001 Highway 21 Initiatives meeting and a Contact List have been received from the Village of Delburne ?d Executive Committee recommends to accept and file 19 Feb 28/01 Letter from the AAMD &C re. Member Visit A request has been received to reschedule the member visit with Council to Tuesday July 24 2001 at 11 00 A.M. as President Hayden has a conflicting engagement on the previously scheduled date of May Stn Executive Committee recommends this matter be referred to the March 12, 2001 Council meeting 20 Request for Donations A request has been received from Sharon Orme, on behalf of the Three Hills Minor Hockey Bantam A Team for a donation to help offset the busing costs to travel to provincials which are being held in Fairview Alberta on March 15,16, & 17, 2001 Executive Committee recommends the Three Hills Minor Hockey Bantam "A" team be provided with County pins, as per policy. 21 Feb 27/01 Letter from the County of Forty Mile No 8 re Reeves Meeting Notification has been received advising the Reeves' Meeting will be held on Monday, March 26th, 2001 at 4 00 P M in the Imperial Ballroom at the Coast Terrace Inn and requesting any Agenda Items to be forwarded prior to March 16, MINUTE/EC20010118 4 11 IM KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT March 8, 2001 2001 Executive Committee recommends to accept and file. 22 Feb 9/01 Invoices from Society of Local Government Managers of Alberta Invoices in the amount of $250 00 each, have been received for payment of th e 2001 Professional Fees for Jennifer Deak and Terry Nash. Executive Committee recommends these invoices, to the Society of Local Government Managers, for the 2001 professional fees for Terry Nash and Jennifer Deak be paid. 23 Mar 2/01 Alberta Municipal Government Board - Notices of Hearing Notification has been received of notices of hearing for Allan Megli (SW 36 30 26 W4), scheduled for 100 P M on Monday March 26 2001 and Allan & Lois �l Becker (SE 21 29 24 W4 and NW 21 29 24 W4) scheduled for 10.00 A.M on Monday, March 26, 2001, appealing the decision of the Kneehill County t` Assessment Review Board.l� t` Executive Committee recommends these Notices of Hearing be referred to Mr Steve Nedoshytko, the County assessor 24 Feb 26/01 Letter from PanCanadian Notification has been received that on February 13, 2001 Canadian Pacific Limited announced its intention to divide itself and its businesses including PanCanadian, into fully independent companies Executive Committee recommends to accept and file 25 Feb 27/01 Letter from AMEC Infrastructure Limited re SH 806 04 Theo Van Evelingen, has written to advise that Alberta Infrastructure has taken over the road widening project of Secondary Highway 806.04, with AMEC continuing to engineer, design and coordinate this undertaking He further advised an AMEC representative would be contacting the County in the near future to discuss any land requirements and/or concerns The project is scheduled s to go to tender in the early spring Executive Committee recommends to accept and file. 26 Feb 27/01 Letter from Alberta Motor Association The Alberta Motor Association has been providing destination guide signage at rural and secondary roadway intersections for many years as a public service and are requesting assistance in identifying locations and destinations for which signs "r are needed. A request was made to supply a list the intersections which the County would like signed prior to April 30 2001 Executive Committee recommends to accept and file 27 Mar 1 /01 Letter from Alberta Motor Association A follow up letter has been received enclosing the "Request for Rural Road MINUTE/EC20010118 K44 IM KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT March 8, 2001 Signage" form that through a clerical error had not been enclosed with the February 27 2001 letter ; Executive Committee recommends to accept and file 28 Mar 5/01 E -mail from United Bank for Africa An Email has been received from a Mr Tony Ozoh eastern district bank manger of the United Bank for Africa, advising an account had been opened in that bank, in 1980 by U Martins Co Ltd., a foreigner who died in 1990 with no beneficiary , j The account balance is 26 million U S dollars and Mr Ozoh is offering a 35% V split of the money to any foreigner who will provide the bank with proper ia1'` information, which he would provide to the willing party Executive Committee recommends this matter be referred to the R.C.M.P, for their information 29. Feb 28/01 Letter from Electrohills Dats Society An application for funding for the calendar year 2001 has been received from the Electrohills Dats Society It was further requested Kneehill County consider an t annual contribution to the Society for upkeep of the vehicles Executive Committee recommends this matter be referred to Mrs Deak. 30 Talisman Energy — Crossing Agreement A crossing agreement has been received from Talisman Energy, for review and signatures %k -!
