KNEEHILL COUNTY
EXECUTIVE COMMITTEE REPORT
February 8, 2001
The Executive Committee of Otto Hoff James Hanger and Marjorie Vetter met on
Thursday February 8 2001 at the Kneehill County office commencing at 8 30 A.M
Lonnie D McCook Assistant Administrator was also present along with Mr Rmus Onos,
Kneehill Ambulance Operations Director
The following items were discussed
Kneehill Ambulance Service (KAS
a invoices for Consultation Services. Kneehill Ambulance Service Audit
invoices were received from EMS Consultants Group for the services of Mr Steve
Yahn ($6235 00) and Dr Andy Anton ($15 627 00) for a total amount of
$21 86200
Executive Committee recommends Kneehill Ambulance pay this invoice, as per
Me previous KA,V motion
b. Ambulance Practicum Site Request
A letter has been received from Portage College advising their EMT students will
be available for practicum placement for two months starting April 1 2001 and
requesting KAS to consider providing this experience

A copy of the press release prepared by Ken King Chairman of the KAS Board
was received on February 2 2001 for comments and input This press release was Alh)

A letter of understanding between the Kneehill Ambulance Society and Rmus
Onos has been prepared by Kneehill County This Letter of Understanding AV
specifies the terms and conditions of Mr Onos temporary employment with the 0
KAS and needs to be approved and signed by both parties

2 Kneehill Regional Water Proiect
An inquiry has been received from Mr Ron Watson requesting more information
than that provided in the January 31 2001 newspaper article Mr Watson advised
he had phoned the Regional Water Committee last year but had been told he was
not in the area (he lives 1 5 miles south of Three Hills on RR 24 5) The proposed
water line from Drumheller was explained as well as the County's concerns and he

3 Complaint re. County Not Providing Interac Service
A complaint has been received from Mr Milton Miller regarding the County not
providing Interac Banking for the payment of taxes and utilities as well as the
wrong address being used on his tax forms The correct address on his tax form _
was confirmed and he was advised the concern regarding Interac Banking would
be referred to Council JJ �
Executive Committee recommends a letter he sent to Mr Miller advising
Kneehill County will not provide Interac Ranking services and the methods for
payment of invoices remains as is

Notification has been received of a meeting being held on Thursday, February 8
2001 at the Acme Community Hall commencing at 7 00 P M

this meeting
5 Citizen Traffic Complaint
A letter was received from the Royal Canadian Mounted Police in Beiseker
advising a vehicle registered to Kneehill County was the subject of a citizen
complaint on January Is, 2001, concerning an infraction for transporting loose
material without preventing blowing off /falling off load Enclosed was an Offense l
Notice indicating a court date of February 13 2001 and a voluntary payment '
option of $28 00 This matter was referred to Glen Scott of Brownlee Fryett on M14, (1
February 5 2001 and he will contact Mr McCook
Executive Committee recommends this matter he deferred until legal advice is

6 Alberta Economic Development — Community Economic Development
Accreditation Process (CEDAP)
A request has been received from Alberta Economic Development to complete a
survey to provide an accurate understanding of local economic development needs
and concerns in order to implement the CEDAP The purpose of the CEDAP will ✓
be to assist participating community economic development organizations in
evaluating and improving the efficiency and effectiveness of their economic
development efforts as well as recognizing their achievements

A letter has been received from Mery Rieger Walbern Agri Systems expressing
his disappointment with the SDAB decision to deny Sunterra Farms the J ��

County become involved and help to promote sustainable agriculture in Alberta
rather than discouraging it The letter further noted the reasons for refusal of this

development were emotional and for that reason suggested the government
become involved and offer a neutral unbiased decision based on fact rather than
emotions

A letter has been received from Telus requesting a marked map or a list of
proposed road construction for 2001, prior to the end of March 2001 It was noted a letter had been sent on Monday February 5 2001 giving them a list of the P-eu"-'
2001 Road Projects including the legal descriptions of those areas affected by the
road construction

9 Alberta Human Resources re. Year 2001 Summer Temporary Employment
Program (STEP)
A letter has been received advising the time frame for the STEP program will be
April 30 2001 to September 7 2001 and enclosing a brochure for further tp Jo(

Kneehill County for the creation of temporary summer employment The deadline
for participation in this program is February 28 2001

Difficult Issues Workshops
Pamphlets have been received giving further information on these two day
workshops designed to provide participants with techniques and tools that can be
used to address contentious and complex issues The workshops run during the
months of March and April 2001 and are being held in Lethbridge Vegreville,
Airdrie Grande Prairie and Edmonton

12. Village of Delburne. Highway 21 Initiatives Report
A copy of the Community Economic Development Opportunity (CEDO) Initiative
Draft Work Plan for the village of Delburne and the Highway 21 Initiatives group
has been received reporting on the opportunities and constraints discussed by the
municipalities located outside of the Highway 2 corridor This plan was drafted by P61
the Village of Delburne to obtain funding from Community Futures which would
allow the group to pull together the facility resource and land inventories and
promote the groups goals through a logo contest in the first year The second year
the money would be used to hire a graphic artist to design a logo and promote and
advertise more vigorously through the publication of brochures regional maps,

The Municipal District of Clear Hills No 21 has forwarded a copy of the Gravel
Road Maintenance policy developed as a result of the survey information received C/
from participating counties and fitting the road maintenance issues facing their
municipality

14 Jan 18/01 Letter from Municipal Safety Code Inspection Commission
(MSCIC) re. Open Files
Notification has been received that on January 8 2001 Alberta Municipal Affairs
assisted the MSCIC executive in taking possession of all open inspection permit
files and are currently reviewing and creating an inventory of files for each
municipality When completed the files will be shipped to each municipality for
completion and closure As each municipality is responsible for the inspection
permits sold in the local Jurisdiction a decision needs to be made on the
appropriate course of action to close these files in accordance with the Quality
Management Plan and the Safety Codes Act it was also noted that invoices will
be sent to the past members of the MSCIC for outstanding obligations legitimately
incurred on behalf of the MSCIC which will include past legal audit, board and
other miscellaneous expenses These statements will be finalized based on the
inspection permits sold in each municipality and have nothing to do with any
potential responsibility for GST

15 Drumheller & District Solid Waste Management 2001 Requisition
The Drumheller & District Solid Waste Management Association has wntten VD
advising the 2001 budget has been adopted with a requisition rate of $19 44 per � I
capita with the capita being based on the 2000 Official Population List The r,N
amount requisitioned from the County is $98 444 00 which may be paid in full or

with an interim advance of $49 222 00 with the balance being remitted prior to
June 1 2001
Executive Committee recommends the interim portion of this requisition, in the

17 Feb 01/01 Letter from Alberta Municipal Affairs re Natural Gas Rebates
Alberta Municipal Affairs has advised of the municipality's eligibility for a natural PIP
gas rebate this winter On January 30 2001 the Government of Alberta
announced a new gas rebate program available to businesses municipal buildings -was
or facilities schools, hospitals non profit agencies and community facilities in th
amount of $6 00 per gigaJoule, up to a maximum of $30,000 per month for the
period January i to April 30 2001

Review
The TRMA 1s undertaking a regulatory review process of the Regulation (AR
206/96) which has an expiry date of Oct 15 2001 This regulation provides the
mandate for the TRMA which helps fund both proven and new tire recycling
initiatives in Alberta Copies may be obtained if desired

The CRTC ruling has failed to recognize municipal authority over rights of way
and has specifically rejected the argument that municipalities have the authority to

A survey report containing the results of the cost/benefit analysis and provides a
summary of the recommendations that came forward as part of the analysis
process The AAMD &C Board currently intends to take no further action on this
matter unless directed to do so by a majority of the AAMD &C membership as only
33 of 67 members responded to the initial survey The average annual costs to
collect education property taxes were $75 458 00 the average annual benefits of
collecting was $74 538 76 and the average annual net cost to collect was ��
