EXECUTIVE COMMITTEE REPORT
January 18, 2001
The Executive Committee of Otto Hoff, James Hanger and Richard Vickery met on
Thursday January 18, 2001, at the Kneehill County office, commencing at 8 30 A.M
Lonnie D McCook Public Works Superintendent and Jennifer Deak, Administrator,
were also present along with Mr Rinus Onos, Kneehill Ambulance Operations Director

a Salary Recommendation — Scott & Allan Fri e. p W
Mr Onos recommended a 3 5% salary increase for the successful completion of /� 140
one year's service by Scott Wright and Allan McLeay
The following items were discussed
Executive Committee recommends these salaries be increased $1,000.00 per
year (from $27,000.00 to $28,0000.00) retroactive January 1, 2001
b Ambulance Service Annual Inspection
A summary report of the inspection of the Kneehill Ambulance Service was
received from Marty Scott Ambulance Services Consultant for Alberta Health
and Wellness on January 4, 2001, complimenting Mr Onos on his commitment J Dy
to maintaining the standards set out in the Ambulance Services Act The few R L)
deficiencies noted (some gowns and some tools missing from one unit) were
remedied and confirmation of same needs to be sent to Mr Scott within 30 days
of the date of the letter so that the Registrar can proceed with his
recommendation that the ambulance license be approved for the coming year
Executive Committee recommends Mr Onos follow up with a letter to Mr Scott
indicating these noted deficiencies have been remedied.
c Alberta Ambulance Operators Association (AAOA)
A letter was received on January 4, 2000 from the A.A.O.A providing oe
information on the advantages of membership in this organization and enclosing a ' i� �4
Declaration of Service for both Active and Affiliate membership as well as an
invoice for 2001 membership dues in the amount of $900 00 It was noted the (�
individual jurisdictions within Kneehill County were not required to subscribe a
membership to this organization as they are all members through the Kneehill
Ambulance Service
Executive Committee recommends Kneehill Ambulance pay this invoice
d Independent Medical Review of KAS
Dr Andy Anton has advised the review of the ambulance service is completed
and a date of February 1St, 2001 commencing at 1 00 P M has been set to go over
the review with the Board members All the Kneehill Ambulance Board members
have been notified of this meeting time Ken King has contacted Dr David
Webb, who has agreed to remain as Medical Director until February 28, 2001 A
letter has been sent to Dr Webb confirming this arrangement

e Village of Linden letter re EMR training course
Further to previous reporting, Mr Onos advised the Acme fire chief had contacted
him and told him an Acme fireman was taking this course and inquired whether
the fireman had to participate on the ambulance Mr Onos noted the course is
being provided by the fire department According to the December 18/00 Linden
letter from Tammie Dick the participants of this course were fully aware it was
not connected to the ambulance Ms Dick had also stated she was not of the
opinion this course was being provided by the fire department Mr Onos
questioned why the County, as 75% fenders of the fire department was not
notified of this

Executive Committee recommends the fire agreement be checked to determine
if there is a breach in this agreement and further, a letter be sent to the fire
department advising they should notify Mr Randy Tiller, the County's
Fire✓Disaster Coordinator, if this factltty is being utilized for training and/or
other activities
E Call Volume Report
Total calls responded to in 2001 totalled 735 calls, 554 from the Three Hills
station and 181 from the Linden station Of this total, 3 were EMR responses, 2
alternative transport 622 BLS responses, and 107 ALS responses

Mr Onos left the meeting — time 9.20 A.M
2 Kneehill Recycling Grant
Terry Nash has requested permission to write off the balance of the 1999
Recycling Grant in the amount of $4,554.56 as per the March 2, 2000 Executive
Committee recommendation and requesting clanfication regarding the distribution
of the remainder of the 2000 Recycling Grant in the amount of $4,170 71
Executive Committee recommends the 2000 balance to this account be written
off and further, this grant continue for the year 2001 with the total eligible
recycling grant remaining at $5,064 00.

3. Cosway Adjacent Landowners Association (CALA)- Request for Resolution
As reported at the January 9, 2001 Council meeting a request has been received
from CALA, for Kneehill County to present a resolution at the Spring Zone
meeting of the CAAMD &C being held in Exshaw on February 16, 2001
Clarification is needed as to whether Council wishes to present this resolution? M°
Executive Committee recommends the County wait until after the Exshaw
presentation and then evaluate this issue
4 2001 Divisional Meetings
Agenda items for presentation at the 2001 Divisional Meetings need to be
discussed and decided upon as well as confirmation of the location of the Division

Executive Committee recommends to defer this agenda until after the ASB
Conference
5 Kneehill County Scholarship Program
Drafts of two possible Kneehill County Scholarships have been completed for
input from Council Direction is needed regarding the amount to be disbursed and
whether Council wishes to award the scholarship based on achievement or
financial need
Executive Committee recommends an annual $1,000.00 award, based on
scholastic achievement, be awarded to a student residing in Kneehill County
towards a course of studies related in some way to community interests and/or
agriculture Further, this scholarship be advertised through the Golden Hills
Regional Division and in the June issues of the local newspaper.

6 Assessment Review Board Workshop
Clarification is needed regarding which Councillors will be attending the
Assessment Review Board Workshop being held in Airdrie on March 13 2001 in
order that registrations may be sent in
Executive Committee recommends Councillors advise, at the Council meeting,
of their attendance at this workshop
7 Dec 28/00 Invoice Brownlee Fryett re Edward Dunav
An invoice in the amount of $3,224.54 has been received from Glen Scott,
Brownlee Fryett, for legal costs Incurred in dealing with Mr Ed Dunay's Human
Rights Complaint

8 Jan 15/00 Letter from Brownlee Fryett re. Edward Dunav
A letter has been received from J M Klauer, Brownlee Fryett updating the
County on the research being done on the Issue of whether or not the County's
Early Retirement Policy will be protected under Section 7(2) of the Human
Rights, Citizenship and Multiculturalism Act In order to determine if a
retirement or a pension policy constitutes a "bona fide retirement or pension plan'
within the scope of human rights legislation the following factors have to be
considered
a) Was the policy imposed-honestly, in good faith and not for the ulterior or 1� h
extraneous reasons aimed at objectives which could defeat the purposes of the 0 `
Code?
b) Was the policy consistent with sound and accepted pension industry practice?
c) Was there a practical alternative to the policy that would not discriminate?
In order to fully respond to the Mr Dunay's complaint, the County is requested to
provide back -up source documents that factored into the County's decision to pass
the Early Retirement Policy in 1998 as well as a description of the reasons
motivating the age distinction under the Policy"
Executive Committee recommends this information be forwarded to Brownlee
Fryett and further, it be noted Council was not aware of the ages of the County
employees at the time this policy was discussed and approved
9 Brownlee Fryett Seminar: Emerging Trends in Municipal Law
The above seminar being held in Calgary on Thursday, February 22, 2001 at the 3
Sheraton Cavalier, offers sessions in Risk Management, Telecommunications c) Ct`R
Access Agreements Municipal & Employee Liability Concerns, and Proactive
Employment Management Registration, accompanied by the $30.00 fee, must be
submitted by February 2, 2001 Mr Hanger Mr McCook and Mrs Deak all
indicated they would be attending this seminar
Executive Committee recommends Councillors advise, at the Council meeting,
of their interest in attending this seminar
10 Jan 15/01 Letter re: Norman and Sandra Labrecque (NW 5 30 25 W4)
McCarthy Tetrault, Barristers and Solicitors, representing Norman and Sandra
Labrecque, have advised Kneehill County that no further steps are to be taken
with respect to the alteration of Secondary Highway 806 adjacent to the above
noted property without prior specific written notice being provided to both the
Labrecques and the legal firm Further, a demand was made for a meeting
between the Labrecques, the legal firm representatives of the County and a
representative of AGRA Torchmsky Engineering and all other concerned parties

12 Jan 10 /00 AB Infrastructure Discussion Paper re: Commercial Vehicle
General Equipment and Safety Regulations
Discussion papers intended for use in gathering input for drafting the regulations
to support the Traffic Safety Act which received Royal Assent during the Spring
1999 Session of the Alberta Legislature have been received
Executive committee recommends Mr McCook complete the comments in this
discussion paper
13 Jan 10 /01 Letter from Safety Codes Council re. Advanced Permit Systems
Ltd.
The Safety Codes Council has advised the agency accreditation for Advanced
Permit Systems, formerly Municipal Safety Codes Inspection Agency, has been
suspended by the Administrator of Accreditation effective January 11 2001
Effective that date Advanced Permit Systems Ltd is no longer able to provide
services under the Safety Codes Act to its accredited clients or Alberta Municipal
Affairs

A request has been received from Dennis Crawford a grade 11 student at the'1"
Three Hills School, requesting the County assistance to help with the tuition costs, f
in the amount of $690.00, to attend this forum in Ottawa jt pl'o Vill

Executive Committee recommends the same amount as given previous students
attending this event ($50.00) be given to Mr Crawford.
15 Jan 9/01 Letter from Village of Linden /Acme re. Secondary Highway 806
Concerns
The Village of Linden has written expressing dismay for the late reply
(Dec.22 /00) to their November 16, 2000 request for a joint meeting in early
January, to discuss the above concerns The letter further states that as the County
does not appear to acknowledge previous concerns expressed regarding this road
rebuild project, and point meeting requests the villages of Linden and Acme will
not be providing the County with the requested duplicate documentation of their
concerns nor any longer wish for anoint meeting Due to the delays in the
County's responses to their requests and the fast approaching March 2001
deadline for tendering this project it was felt to be more productive to meet with
Alberta Infrastructure regarding their concerns

Notification has been received of a public meeting to be held on January 25, 2001
at 7 00 P M at the Acme Community Hall to provide information on the Kneehill

17 Jan 8/01 Letter from Alberta Municipal Affairs re. Remittance of
Supplementary Education Property Taxes
This letter provided notification that the 2000 supplementary education property �a�� �atitia`t �ol
taxes are due on February 28, 2001 and requested the County complete they (��=
attached form and return it to Alberta Municipal Affairs
Executive Committee recommends this form be returned indicating there are no
supplementary property taxes in the County
18 Jan 11 /01 Letter from Kneehill Watershed Advisory Committee
A request has been received from the Kneehill Watershed Advisory Committee to
use the County Council Chambers for their meetings, which are to be held on the
first Wednesday of each month Appreciation was also expressed for the use of
the County Chambers for their meetings in the previous year It was noted the
County policy permits meetings in the building as long as there are County
representatives at these meetings
Executive Committee recommends KWAC be allowed to use the County
facilities for their meetings to February and March with Council to review this
request and their policy for further meetings
19 Jan 9/01 Letter from Village of Acme re. Fire Department Executive
Information has been received, from the village of Acme advising the following
people will be serving on the executive of the Acme Fire Department for the year

20 Early Retirement Incentive Policy — Group Health Portion
A review is needed of the portion of the above noted policy regarding the
continuation of the group health benefits for retired employees, re entering the
workforce and the policing required to ensure the 84 day limit This matter was to
be discussed at the Oct/00 Organizational meeting
Executive Committee recommends this policy be referred to the Policy
Committee
21 Jan 4/01 Letter from Disaster Services Officer
Notification was received from Herb Presley Disaster Services Officer, Alberta
Municipal Affairs, of his new mailing address

22 Jan 10 /01 Letter from AAMD &C re Voice Mail System
To better serve AAMD &C members and clients of Jubilee Insurance Agencies
Ltd. the AAMD &C has implemented an office voice mail system A list of the
telephone number extensions for staff that is available after working hours was
also included

23 Jan 10 /01 Letter from AAMD &C re Possible Group Credit Card and /or
Debit Card Program
The AAMD &C has been approached to investigate the merits of developing some
form of group program relating to municipal credit card and/or debit card usage
A survey form, to determine if there is sufficient interest in the above program for
the AAMD &C to proceed with negotiations with any financial institutions, has
been received

24 Jan 10 /01 Letter from AAMD &C re: Convention Hotel Arrangements
A brief survey questionnaire has been received requesting feedback on the system
used for the allocation of hotel rooms to Convention delegates The Executive
Committee proceeded to complete this questionnaire

25 Jan 10 /01 Letter from AAMD &C re. Personal Watercraft Safety
A questionnaire has been received requesting comments on Senator Spivak s
proposed private members bill which would allow municipalities to recommend
restrictions or even outright prohibitions on the use of personal watercraft on lakes
and rivers within their boundaries The Executive Committee proceeded to
complete this questionnaire
Executive Committee recommends this questionnaire, as completed, be
returned.
