HomeMy WebLinkAbout2000-12-14 Council MinutesC7 L` 3 3 i KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT December 14, 2000 The Executive Committee of Otto Hoff Richard M Vickery and M Glen Wagstaff met on Thursday, December 14, 2000 at the Kneehill County office, commencing at 8 55 A.M Jennifer Deak, Administrator and Lonnie D McCook, Assistant Administrator, were also present Mr Rinus Onos, Kneehill Ambulance Operations Director, entered the meeting The following items were discussed I Kneehill Ambulance Service WAS) a) Community Lottery Board Grant for $10,000.00 A request has been received for submission of a final grant report (deadline Oct 31/2000), for the Community Lottery Board Grant Project Number CLB99/003298, in the amount of $10,000, which had been obtained to assist with an upgrade to the radio system Mr Onos advised Terry Nash was completing this report Executive Committee recommends, upon completion, this completed report be returned to the Community Lottery Board. b) EMR Course Linden Mr Onos requested direction regarding a request from Tammie Dick, administrator for the Village of Linden, asking if it would be possible to rent some equipment from the ambulance as the village would be providing an EMR training session in the Linden Fire Hall Mr Onos advised Mrs Dick a motion had been passed, by the Kneehill Ambulance Board, that all future training be placed on hold pending the completion of the independent medical review of the KAS Mrs Dick reassured Mr Onos that no guarantees were made to either the student or the local sponsors, that the trainees would be part of the Kneehill Ambulance Service and advised the course is being completely funded by a local community group Mr Onos requested this be put in letter form and sent to the ambulance board Mrs Dick also stated to Mr Onos she was aware of the cost of approximately $400 00 for the student to get the exam, registration etc, and that it would be up to the students to maintain their status Mr Onos noted an EMR can only practice in the capacity as an ambulance responder and, if the intent of the village of Linden is to provide for more community coverage, a FMR (Fire Medical Responder) course would be more appropriate as they are able to operate within a fire department under current legislation Mr Onos also noted Mrs Dick was of the opinion this course is being provided under the fire department and since the Linden Fire Department rent the ambulance hall they have a right to keep the course in this facility Mr Onos queried why the County as a partner in the fire department, would not be a participant The Executive Committee discussed this issue, noting Mrs. Dick had discussed training at the KAS meeting and the board had approved a motion to table all training pending the KAS operations review The board was aware of training requirements but had decided to place all training on hold until after the review Mr Wagstaff advised Mrs Flo Robinson the Linden representative on the KAS, had telephoned him and advised of this training and that it had nothing to do with the KAS Mr Wagstaff further noted he was of the opinion all KAS board members had been contacted about this It was noted this training had been scheduled for January 20/01 The perception of having this training at the ambulance /fire hall was discussed and it was agreed it should be clarified this training has nothing to do with the ambulance or fire departments, this was a community project Mr Onos requested direction re the rental of the KAS equipment for this training Executive Committee recommends this matter be addressed at the next regular or special meeting of the KAS, whichever occurs first. c Alberta Blue Cross Ambulance Agreement Group and Individual Plan Rates Notification was received that Alberta Blue Cross will be increasing the Schedule of Ambulance Rates for the Group and Individual Plans, Appendix B" only, by 3 4% effective January 1, 2001 Attached was the new Appendix `B" schedule stating charges shall not exceed the maximum amounts outlined below MINUTE /EC20001214 U [A 11 J C�] 0 i I I KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT December 14, 2000 Emergency Medical Responder $156 00 per trip $2.60 per km Basic Life Support $194.00 per trip $2.60 per km Advance Life Support $234 00 per trip $2.60 per km ` ; �✓ Standby Charges $127 00 per hour maximum 3 hours claim Response Fee (where treatment is provided) $127 00 per trip $2.60 per km Executive Committee recommends approval of these Blue Cross rates effective January 1, 2001 d) KAS Operations Review All parties requesting interviews, with regard to the KAS operations review, were scheduled appointments with Dr Anton and his associate on December 12/00 in Three Hills Dr Anton has indicated he has one more interview remaining and then will be finalizing this review in the beginning of January 2001 Dr Anton will meet with the KAS board, in a special meeting, when the review is complete Executive Committee recommends to accept and file as information. e) Director's Report Mr Onos reported as follows AB Health did a surprise inspection. The ambulance operations received minor remarks about the completion of some PCRs (Patient Care Reports), some tools noted missing from an ambulance and lack of isolation gowns Overall the inspector was satisfied with the ambulance operations Unit 8 received a new set of tires All of the ambulances are booked for mechanical inspections AB Health has changed the rules so that only mechanics registered with AB Health are allowed to inspect ambulances It was noted the County has a registered mechanic to do these inspections The ambulance participated with the RCMP in a check stop and handed out about 500 candy canes Honorarium checks are being issued This $5,000 00 honorarium is shared amongst the volunteers based on amount of registered hours volunteered on an ambulance This works out to $8 04 per hour based on 622 volunteer hours this year On Dec 13/00 the ambulance service exceeded 700 calls (year to date) — this is a record Executive Committee recommends to accept and file the December 14, 2000 Operations Director's Report It 1� f) CPR Courses Mr Onos further reported Helga Price had requested the use of the ambulance's CPR) dolls for a course she is teaching to nursing students and the 4 -H on Jan 5 & 6/00 Its' was noted, in the past a charge of $20 00 per session had been charged for the use of the dolls with no charge for the use of the KAS hall A question was raised as to whether the KAS should be part of allowin g people to make money using KAS equipment and facilities The person teaching the course is making money and only paying a small token for this equipment and facility --2" - vll�Executive Committee recommends the status quo with regard to this issue remain. in place until the KAS board reviews this policy. Nov. 28/00 Letter from AB Municipal Affairs re. 1999 Financial Returns Cindy Wienmeyer, Acting Data Administrator for the Local Government Services Division has advised that validation checks were made on Kneehill County's financial information return, financial statements and statistical information return and only a few minor revisions were made to the statistical information return A copy has been received and a copy has been sent to our auditor Executive Committee recommends to accept and file 6. Alberta Disaster Services Officer Notification has been received announcing the appointment of Ric Henderson, as the Alberta Disaster Services Officer for the Central Alberta District. i Executive Committee recommends to accept and file. 7 Dec.11/00 News Release from Cosway Adiacent Land Owners Association(CALA) Faye Engler secretary of GALA, has forwarded copies of the Dec 7/00 news release regarding public opinion on the trails through agricultural land in Kneehill County, an Alberta Report article of Dec.4 /00, "Trail of Fears" and notification that CN as well as CP are donating abandoned rail lines for Federal Tax Credits s tL.Q Executive Committee recommends to accept and file 8 Electric Power and Telecommunications Assessment for 2001 Tax Year A letter from Alberta Municipal Affairs, the Electric Power and Telecommunications Section of the Linear Property Assessment Unit, has been received requesting the municipality provide them with a copy of the building and/or development permits issued for electric power and telecommunication property since November 1, 1999 This information will be used to verify the request for information returns filed at Alberta Municipal Affairs by electric power and telecommunication companies Executive Committee recommends this matter be referred to Steve Nedoshytko, the County's assessor 9 Nov. 29/00 Letter from AAMD &C re Council Conflict Resolution A copy of the Final Report of the AAMD &C Member Advisory Committee on council Conflict Resolution has been received This resolution was formally endorsed by delegates at the Fall AAMD &C Convention and in accordance with that resolution MINUTE/EC20001214 q 0 t� ,\� tJ l KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT December 14, 2000 all member Councils are being encouraged to implement the Committee's recommendations f)j� Executive Committee recommends a copy of this final report be provided to each Councillor 10. AAMD &C Fall Convention 2000 - Resolutions A package of the resolutions passed at the recent fall convention has been received Also included was a summary document identifying the outcome of each resolution included in the convention package These resolutions have now been forwarded to the provincial government, or if applicable the federal government, for an official response and a copy of the official response will be forwarded to each member municipality once it is received. In addition to forwarding the resolution to government, the AAMD &C will be seeking meetings with various Cabinet Ministers, MLA's and government officials to address the issues and concerns contained in these � jP resolutions II Executive Committee recommends to accept and file and, upon request, provide copies. 11 Telus Calling Cards _ �v Telus has issued new calling cards for Kneehill County In order to maintain control as to the number of cards and who has them, the PIN number has been changed effectively making the old cards useless Direction is requested as to who should receive the new calling cards Available are 2 calling cards for fictional number 454- 179 -4251 and 14 cards on 403 -443 5544 Executive Committee recommends the 403 179 4251 calling card number be cancelled and 403 443 5544 calling cards be given to all Councillors, Mr McCook and Mrs Deak with the PIN number for these calling cards to be changed immediately 12 County Christmas Cards Direction is requested on who the County should send Christmas cards to and whether ® Council would like to sign those cards? Executive Committee recommends Council sign Christmas cards to the towns and villages within the County, Wheatland County and Mountain View County 13 Assessment Services Branch- Audit of 2000 Assessment Roll The annual audit of the County s 2000 assessment roll has been completed based on values from the 1999 assessment year The purpose of this audit is to verify the assessment levels and report on compliance with the regulated quality standards Also enclosed was the annual report indicating the compliance to the audit requirements and a summary of where the municipality's 2000 assessment roll stands relative to the regulated quality standards Mr Steve Nedoshytko has advised he concurs with the 1 reported findings Executive Committee recommends to accept and file. 14 ASB Resolution The provincial ASB Resolutions Committee has requested Kneehill approve two changes to its Resolution on Organic Farming Notification to Local Municipality The first change is the addition, at the end of the third whereas of "and/or Road Authority" The second addition is as follows "Whereas Local municipalities and/or Road Authority may not be willing to approve the use of the road allowance for a MINUTE/EC20001214 4 E 1�0� r� KNEEHILL COUNTY EXECUTIVE COMMITTEE REPC December 14, 2000 buffer' Executive Committee recommends approval of this amended resolution presentation at the upcoming ASB Provincial Conference in January 2001 for 0 15 News Release from Epcor — Important Information About Your Electricity Service Epcor has announced the agreement to acquire Utilicorp s retail electricity business in Alberta. Epcor is an Alberta based company and will providing the "distribution" service through Utilicorp Executive Committee recommends to accept and file. 16. Dec 8/00 Notice of 2001 Equalized Assessment Appeals Notice has been received that the city of Calgary and the city of Edmonton have filed an appeal with respect to their 2001 equalized assessments Executive Committee recommends to accept and file. 17 Dec 7/00 Letter from Kneehill Watershed Advisory Council KWAC Mr Gordon Park, Chairperson of the KWAC, has advised KWAC appreciative that the County is willing to enter into an agreement to provide interim funding, to a maximum of $7,500 00, for the watershed coordinator costs for the period Jan — Mar /01 KWAC is in the process of requesting an advance from AESA and should this not be possible will enter into an agreement with the County ` Executive Committee recommends to accept and file. 18 Dec 7/00 Travel Alberta Letter As a follow up to the Canada's West Marketplace 2000 conference held in Lethbridge Nov 27 — Dec 1 /00, Travel Alberta has forwarded several newspaper articles reporting on the success of this conference and that "there's more to the west than ,lust Banff, Jasper and Vancouver " Executive Committee recommends to accept and file. 19 Dec 13/00 Letter to Wheatland County Kneehill has written a letter thanking Wheatland County for hosting the December 5100 joint meeting, noting the discussions were good and indicated mutual joint issues and concerns and the supper was excellent Kneehill has extended an invitation to Wheatland for a fun day of golf with a date to be confirmed later in the New Year Executive Committee recommends Reeve Hoff sign this letter 20. Council Minutes The Executive Committee proceeded to edit the December 5`h 2000 Council minutes Executive Committee recommends approval of the edited minutes for publication in the newspaper.
