HomeMy WebLinkAbout2000-11-02 Council MinutesL"I 0 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT November 2, 2000 The Executive Committee of Otto Hoff, James Hanger and Marylea Lowen met on Thursday, November 2 2000 at the Kneehill County office, commencing at 9 00 A.M Lonnie D McCook Public Works Superintendent and Jennifer Deak, Administrator, were also present The following items were discussed 1 Kneehill Ambulance Service (KAS) No report as Mr Onos is attending a conference and is not available for the Executive Committee meeting 2. Kneehill Ambulance Special Meeting The special meeting of the Kneehill Ambulance has been scheduled for Tuesday November 7, 2000 at the Kneehill County office commencing at 7 00 P M The meeting is to address the following issues Volunteer Review, New Review Staffing Levels, and Training with the first order of business to hold an Organizational Meeting to appoint a Chair and Vice Chair It was reported Kneehill ambulance board members had been advised of this meeting date Executive Committee recommends to accept and file 3 Thank You — Three Hills Chamber of Commerce A thank you has been received from the Three Hills Chamber of Commerce for the County's donation towards the flower pots used to beautify the Main Street of Three Hills Executive Committee recommends to accept and file 4 Linden Radio Tower Purchase A letter of understanding and a cheque for the down payment amount of 20% of the° cMP� total purchase price of $26 000 00 plus GST, is being sent to Mr & Mrs Huckaby Mrs Deak has requested a legal firm draw up the necessary purchase agreement Executive Committee recommends the law firm of Jim Mcllhargey of Three Hills be engaged to transact this purchase 5 Trochu Fire Report The Trochu Fire Department Report covering the period of October 4, 2000 to October 31, 2000 has been received 6 Executive Committee recommends this report be referred to Randy Tiller, Regional Fire/Disaster Coordinator E Mail from Hugo and Faye Engler re Jeep Burial Event An e mail was received on November 1 2000 from Hugo and Faye Engler reporting the Jeep Burial Event held in protest of the Trans Canada Trail, had been a great success Executive Committee recommends to accept and file Wild Rose Economic Development Corporation Mrs Vetter has reported Ron Cox of Wild Rose Economic Development Corporation has requested Kneehill County reconsider its motion to withdraw its one share in this corporation and keep its share for one more year after which time, the County can re assess its membership in this organization. Executive Committee recommends the original Council motion to withdraw this iNUTE/EC20001102 N • is KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT November 2, 2000 share be upheld. 8 Oct 20/00 Letter from City of Red Deer Emergency Services Gordon Stewart, Fire Chief /Manager of City of Red Deer Emergency Services has advised that effective November 5, 2000 the Telus system charge will be reduced, bringing the overall charge to $0.60 per telephone line per month for 911 service, instead of the $0 93 per line monthly charge Mr Stewart further reported the fire departments within Kneehill County will be provided with dispatching service in the near future As December 1, 2000 is the conclusion date of the contract for providing dispatch services to Kneehill Ambulance and the Kneehill Fire Departments, it was requested Deputy Chief Ted Hickey be contacted to complete necessary contracts Executive Committee recommends to wait until after the November 22100 Kneehill Ambulance meeting before negotiating the full dispatch service agreement with the city of Red Deer 9 Oct. 25/00 Letter from Trochu re: FCSS Representative Notification has been received that Kathy Smith has been appointed as representative to the FCSS Board for the 2000 2001 year, with Frank Vanderkley as her alternate Councillor Smith would appreciate meetings not being held on Mondays or Tuesdays due to other commitments Executive Committee recommends to accept and file 10 Oct 25/00 Letter from Trochu re. Kneehill Ambulance Society Representative Notification has been received that Ken King has been appointed to the KAS Board for the 2000 2001 term with Loretta Ling as his alternate Executive Committee recommends to accept and file 11 Oct. /00 Letter from Trochu re. Joint Services Meetin An invitation has been received for two Council members and staff to attend a meeting with the other communities in the municipality to discuss sharing of equipment purchases, education and ideas Confirmation of one of the following dates of November 13t ", 14" 21St and 23`d, 2000 was requested Executive Committee recommends the County send each jurisdiction a copy of its revisedjoint services position and further, the County not attend this meeting. 12 Oct.26 /00 Letter from Troval Parent Council Playground Committee This committee has been formed by parents and teachers in an attempt to raise money to obtain new playground equipment for the Trochu Valley School and has requested the County supply a letter of support to accompany their grant request The equipment will include a playground structure and an area for outdoor basketball with an approximate cost of $30 000 00 Executive Committee recommends approval for a letter of support for this project. 13 Red Deer College Community Breakfast An invitation has been received for Reeve Hoff to attend the second annual Community Breakfast to be held on Tuesday, November 14, 2000, at the Red Deer College Cafeteria, from 7 30 to 8 50 A.M It was noted this date falls within the AAMD &C Fall Convention Executive Committee recommends the college be advised Reeve Hoff will be unable to attend Economic Initiative Strateizies for Hiiihway 21 The village of Delbume will be hosting a session to explore the economic opportunities and constraints faced by the municipalities located along the Highway 21 corridor from Beiseker to Bashaw This meeting is scheduled for 10 00 A.M on November 22, 2000 at the Drop In Center Executive Committee recommends to accept and file 15 Request for Cancellation of Tax Penalty A cheque, for the payment of tax roll numbers 4476000 and 4477000, postmarked August 31 2000, was in error posted as paid on September 6, 2000 thus the late penalty in the amount of $45 60 was applied A request has been received to have this amount cancelled Executive Committee recommends approval of this tax penalty cancellation request. 16 Kneehill Communitv Resource Program (KCRP) Zone Committees Notification has been received from Shelley Jackson, Director of Kneehill Regional FCSS, of the zones, and the areas covered by the Family Resource Workers East Zone — Mamie Green Trochu /Torrmgton/Huxley /Wimborne Central Zone — Erin Permann — Three Hills & Carbon West Zone — Darcy Harsch — Acme /Lmden/Sunnyslope /Swalwell Executive Committee recommends to accept and file 17 Reynolds Mirth Richards & Farmer and Capital City Savings Letter re AAMD &C Reception An invitation has been received for all senior administration and council to attend the annual AAMD &C reception being held on Tuesday November 14, 2000 at the Coast Terrace Inn from 4 00 P M until 7 30 P M ( RSVP by November 7th, 2000) Executive Committee recommends to accept and file 18 Meet the Minister Open House An invitation has been received to an open house at the AAMD &C Fall Convention to meet the Honorable Walter Paszkowski Minister of Municipal Affairs The Open House is scheduled for Monday, November 13, 2000 at the Edmond Room of the Coast Terrace Inn from 4 30 — 6 00 P M Executive Committee recommends to accept and file 19 Revised Registration Form for the Partners' Program at the AAMD &C Fall Convention A revised registration form and program for the Partners' Program at the upcoming Fall 2000 AAMD &C Convention was received on October 27/00 A copy was faxed to Councillor Wagstaff for Mrs Wagstaff s information and in turn, has been returned to the office and forwarded to the AAMD &C Executive Committee recommends to accept and file 20 October 31/00 Copy of Letter from Wheatland County to M D of Rocky View re Rosebud River Service Berry Creek Water Quality Proiect A copy of this letter has been received thanking Rocky View for the contributions made toward this project and requesting they reconsider its position towards funding this project for year 2001 Mrs Deak then reviewed the minutes from the Oct 30/00 Rosebud River and Service Berry Creek Water Quality Meeting (Wheatland, Rocky MINUTE/EC20001102 11 N KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT November 2, 2000 View, Mountain View and Kneehill) attended by Mr Bruce Sommerville This group is requesting a $1 500 00 contribution from Kneehill, which comprises of $1 000 00 towards the sharing of the water quality project cost (total 2001 cost is $37,500 00) and a one time contribution of $500 00 towards an additional land systems project cost, which is in cooperation with AB Agriculture (total $17 500 00) This amount represents approximately 2% of total project costs which reflects the same area of the project that lies within Kneehill County Executive Committee recommends the County commit to this project for one more year (2001) and approve $1,500 00 in the 2001 budget year for Kneehill's share of this project. 21 Fire Loss Summary for the period of January 1, 2000 — June 30, 2000 A copy of the Fire Loss Summary report for Kneehill County has been received, from Alberta Municipal Affairs, requesting the County verify that this information is correct and accurate There were 35 fires in Kneehill County in 1999 for a total loss of $348,520 00 and for the period January to June 2000 there have been 14 fires for a total loss of $47,317 00 Executive Committee recommends this information be referred for confirmation to Randy Tiller, the County's Regional Fire/Disaster Coordinator 22. Workers' Compensation Board — Partners in Iniury Reduction Executive PIR Summary Report A summary of the Partners in Injury Reduction program has been received, advising the projected 2000 PIR discount to date would be 20 0% Executive Committee recommends to accept and file. 23 Aug 31100 Letter from the University of Calgary re Copyright A request has been received by the Kneehill Historical Museum, from the Information Resources Department of the University of Calgary, seeking copyright permission for Gore, Lily Grace (Graham) M.D of Kneehill, 1904 1967 The request is to reprint the M.D of Kneehill s 1968 Council photograph that appears on page 328 of this book This photograph will be printed in its entirety in the University of Calgary digital library of local histories Executive Committee recommends approval for this request 24 Oct.31 /00 Letter from AB Infrastructure re. Secondary Highway 806 Proiect A letter has been received from Lyle Newman, stressing the need for the Secondary Highway 806 grade widening, to be tendered by March 2001 and requiring assurance from Kneehill County that this project will be delivered in 2001 Mr Newman also advises his department has received concerns from the villages of Acme and Linden regarding this road project and requests Kneehill to deal with them Mr Newman further advised if Kneehill County cannot assure the tendering of the grade widening by March 2001, then Alberta Infrastructure will assume responsibility for construction in 2001 Executive Committee noted at the last Council meeting a motion was approved to send AB Infrastructure a letter requesting the County remain the agent for this project and advising as soon as all the land agreements are signed the project will be put forward for tendering It was also noted the County has not received any letters from either Acme or Linden re their concerns on this road project Executive Committee recommends a letter be written to Acme and Linden requesting information regarding their concerns and inquiring why the County, as agent of the project, was not provided with this information MINUTE /EC20001102 4 6 t �1 It KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT November 2, 2000 25 Nov 1 /00 Ed Stelmach, Minister of Transportation Appearance in Kneehill County On the afternoon of November 1 /00, at approximately 3 00 P M., Mrs Nash inquired whether Mrs Deak knew where the meeting of the Kneehill Regional Water Committee was taking place, noting a MLA was here for the meeting When Mrs Deak noted she knew nothing about such a meeting Mrs Nash disclosed her spouse had been advised two days prior of this meeting and of the pre meeting at the Coffee Break restaurant immediately prior to this meeting Given such short notice, Mr Nash was unable to make this meeting Mrs Deak advised Mrs Nash to telephone Joanne Weller, the secretary of this committee to find out the meeting location Mrs Nash went to make this call and Mrs Deak went out into the office where there was a gentleman using a cellular telephone, and the Hon Ed Stelmach, Minister of Transportation, sitting in the County foyer At this time, Mr Richard Marz, MLA, entered the office and Mrs Deak opened the door to the foyer to speak with Mr Marz Mrs Deak addressed Mr Marz and advised him the County knew nothing of this meeting, the County was not involved on this Committee, and it was unlikely the meeting would be at the town office as they were also not involved on the Committee Mrs Deak then started to list the jurisdictions involved on the Committee Mr Marz noted he knew this Mrs Deak then advised Mr Marz that Mr John Van Doesburg was at the Coffee Break and that perhaps the meeting was being held there Mr Marz indicated the meeting was being held in Three Hills as the Minister was flying out of the Three Hills Airport The entourage then left for the Coffee Break restaurant After they left, Messrs John Van Doesburg, Bert Jackson, Annon Hovde and Bob Boake entered the office Mrs Deak asked these gentlemen who had arranged this meeting and indicated the County knew nothing about it. Mr Hovde inquired where Richard Marz constituency office was and he was told Olds Mr Jackson noted Joanne Weller, Acme's CAO and secretary to this committee was on holidays and was probably the person who had organized this meeting Mrs Deak then offered the Committee the use of the County's Council chambers should they not have a place for their meeting Mr Van Doesburg left to return to the Coffee Break to get Mr Marz et al The office staff then put on coffee in the Council Room and this Committee met with the MLA and Minister This group left the County office at approximately 4 00 —415PM The Executive Committee discussed their disappointment with their MLA in not notifying the County of the Minister s visit to Kneehill noting, had the County been made aware of this, the Reeve or Deputy Reeve could have been at the County office to greet the Minister and to discuss County concerns with him specifically SH806 Executive Committee recommends a letter be sent to the Hon Ed Stelmach, noting the County's disappointment in not knowing of his visit to Kneehill and the lost opportunity to discuss issues with him with this letter to be presented at the November 8100 Council meeting for approval Further, Reeve Hoff sign this letter with a copy to Richard Marz, MLA 26. 2000 Christmas Donation to the Salvation Armv Further to the May 4, 2000 Executive Committee recommendation that a charitable donation be made in lieu of a Christmas Party an amount needs to be decided upon In 1998, in lieu of a Christmas Party, a $1000 00 donation was made to STARS In 1999 donations were made of $1,000.00 each to the Salvation Army and STARS Executive Committee recommends a $1,500 00 donation be made to the Salvation Army in lieu of the 2000 County Christmas Party 27 Alberta Municipal Affairs — Underground Petroleum Storage Tank Site Remediation Program An application kit for Environmental Site Assessments was received on October 23 2000 advising the objective of the program is to provide financial assistance to clean up contamination related to fuel storage This program will provide up to a maximum of $10,000.00 per facility for professionally accredited environmental site MINUTE /EC20001102 6� GM1o. a. GM �o, /, • El KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT November 2, 2000 assessments and up to a maximum of $10 000 00 per facility for remediation of all eligible facilities The first phase of this program includes municipalities that have inherited hydrocarbon contaminated sites through tax default, and will end on March 31 2002 Executive Committee recommends the Public Works Superintendent further investigate this matter to determine whether it is applicable to any situations within the County and further, this information be referred to the Airport Commission 28 Oct. 10 /00 Letter from AB Children's Services re. Your Choice Your Voice Regional Youth Forums Notification has been received from Iris Evans Minister of AB Children's Services of regional youth forums planned across Alberta for November 2000 along with providing the locations and dates for these forums Executive Committee recommends this information be referred to the FCSS department 29 AAMD &C Letter re Education Property Tax A meeting was held on October 18, 2000 between the MLA Committee on Education Property Tax and the AAMD &C Board of Directors Mr Hayden, President of the AAMD &C advised it was evident at this meeting that a great deal of work must be done to convince the Government of Alberta to eliminate the education property tax, and recommends all Councils to campaign to gain support of their local MLA Executive Committee recommends to accept and file 30 AAMD &C Letter re. Termination of Joint Governance Agreement with the Alberta School Boards Association regarding Jubilee Insurance Agencies Ltd A letter has been received from Jack Hayden President of the AAMD &C, providing information on the AAMD &C Board of Directors decision in August 2000, to terminate the joint governance agreement with the Alberta School Boards Association, regarding Jubilee Insurance Agencies Ltd Despite the best efforts of both the AAMD &C and the ASBA representatives on the Jubilee Board, they have been unable to satisfy the ASBA Executive and Staff Therefore, in the interests of refocusing the Jubilee Board on true client interests the AAMD &C have served the ASBA with six months notice of intent to terminate the point governance agreement It was noted AAMD &C President Jack Hayden discussed this issue at the recent CAAMD &C Zone Meeting in Delia. Executive Committee recommends to accept and file 31 Oct 20/00 Municipal Advisory re Federal Election 2000 Federation of Canadian Municipalities (FCM ) Ten Point Action Plan for Susta><nable Communities A letter has been received from the FCM, providing information and urging all municipalities to adopt their Ten Point Action Plan in the coming election The object of this plan is for all federal parties to recognize the key role of municipal governments in building the economic, social and environmental infrastructure needed for a better quality of life for Canadians Executive Committee recommends to accept and file 32. Executive Committee recommends to accept and file Copy of Oct. 30/00 Letter from AB Infrastructure to Stan Milan re Dustv Condition on Secondary Highway 836 north of Highway 27 In response to a letter from Mr Stan Milan voicing his concern on the dusty condition of SH836 Brian Reid, Infrastructure Manager advised that AB Infrastructure allows dust control on the secondary highways if requested by the residents, and the cost to undertake this work is the responsibility of the rural municipality and/or the resident Executive Committee recommends to accept and file 37 Oct.4 /00 Letter from AB Human Resources and Employment re: "Working Alone" A guide for employees and employers regarding the new General Safety Regulation — Working Alone, has been received Executive Committee recommends to accept and file 38 Oct 19/00 Letter from AB Economic Development re Celebrating the Successes of Small Business A letter has been received advising Small Business Week in Canada will run from October 22 28, 2000 and supplying some statistical information on small business operations Executive Committee recommends to accept and file 39 Oct. 24/00 Package from Bill Simpson of the Municipal Safety Codes Inspection Agency (MSCIA) MINUTE /EC20001102 N r� KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT November 2, 2000 A package was received containing copies of the Sept 27th and October 17th letters from the Chairman of the Municipal Safety Code Inspection Commission, and copies of the Oct 10th and Oct 24th letters from Mr Simpson of the MSCIA The rest of the towns and villages who were members of the Commission have served notice of withdrawal from this board, effective Dec 31/2000 Executive Committee recommends to accept and file 40. Oct.20 /00 Letter from Doug Bates re Regional Water Line Mr Hoff submitted a letter he had received from Doug Bates on behalf of the Linden and Carbon Agricultural Society, requesting the attached water questionnaire be filled out to show the County there is rural support for this project This Ag Society letter indicates the County does not support the proposed water line Executive Committee recommends a letter be sent to the Acme, Carbon and Linden Ag Societies clarifying the misinformation contained in their letter regarding the County's position regarding the proposed waterline (Kneehill Regional Water Committee) 41 Survey on Road Maintenance Contracts from M D of Clear Hills A copy of the results from the Road Maintenance Survey that was sent out by the M.D of Clear Hills has been received Executive Committee recommends to accept and file 42 Oct.16 /00_Reguest from AB Infrastructure for 2000/01/02 Bridge List Stu Becker, Bridge Manager for AB Infrastructure, has written providing Kneehill County with a final opportunity to revise their previously submitted three year bridge request Mr McCook reported there are no changes to be made to the list submitted by Mr Henry Wiens Executive Committee recommends s to accept and file 43 Oct.16 /00 Letter from Alberta Municipal Affairs re Municipal Debenture Interest Rebate Program ( MDIRP) The MDIRP schedule for the year 2001 has been received showing the reduction in subsidy affected May 1 1993, including all eligible debentures for the period and the payment that will be received during each corresponding month Mrs Deak noted there is one more payment of $14,747 53 remaining on this Torrington debenture and the interest subsidy is $120 13 Executive Committee recommends to accept and file 44. Brian Sowerby Retirement Brian Sowerby has notified the County of his intent to retire on April 28 2006 and the Memorandum of Agreement needs to be signed, permitting this employee to go on a salary during his last five years of employment with the municipality It was noted effective January 1/2001, this option will no longer be available to hourly employees Executive Committee recommends approval 1 45 AAMD &C Fall Convention Resolutions i The Resolutions for the Fall Convention have 1 Executive Committee recommends copies of t MINUTE /EC20001102 C A 0 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT November 2, 2000 Councillors 46 Murray Regehr Telephone Call to Reeve Hoff Mr Hoff reported Mr Regehr had telephoned him wanting to know why the SH806 road project was not finished. Apparently a meeting had been held Mr Hoff advised Mr Regehr of the situation with Trail Net Executive Committee recommends to accept and file 47 Council Minutes The Executive Committee proceeded to edit the October 24 2000 council minutes Executive Committee recommends approval of the edited minutes for publication in the newspaper The Executive Committee adjourned — time 11 10 A.M ArNUTE/EC20001102 Municipal Administrator J PP,- _-N A Transportation and Utilities Report November 8,2000 1 We are in the process of fixing the pumps at the Torrington well site They seem to be taking to much power, then kicking out. Lousana Wells is looking into the problem 2 In working with the Trochu fire departments concern with how the radio systems and 911 dispatch would work, we found that there was problems with equipment. There radios are 10 years old with limited channels and the programming was out to lunch I've ordered four new hand helds, similar to the ambulance, which will do the fob The other concerns I have is the two channel base station and antenna used in the old hall I recommend we purchase new base equipment for the hall and also base equipment for the County office and have the Communication group install this 3 The work on the Naylor road that washed out the culvert is done 4 All the divisional graders are back in the shops The boys have started to put the wings on the machines 5 The gravel trucks will be spreading on the road a little longer until things freeze up 6 We had to go to hydraulic pumps on the other water tankers also because of the type of transmissions the trucks have We couldn't get the right ratios mechanically to run The pumps These trucks already have the wet kits on them, so this is the least trouble 7 The road crew is finishing off what they have open now and will be moving into the one mile of Ken Wohls along with trying to get the Moran hill cut done 8 I'm still waiting for the registration number to operate the new waste facility and also the approval to operate the water systems I hope to have them this week. 9 We need to have a fire /capital meeting to discuss fire bylaws and look at equipment. Sep ^Hf'^3 10 Had a request from Dave Tetz, town of Trochu requesting our trucks do some plowing and sanding in town. I told him we have no salt or sand for sale as per our policy, and maybe he could make arrangements with Ledcor 11 For council information Mr Dan Frere is not happy with the road in front of his driveway I believe he has contacted dust about every councilor to express his concern. 12 Lawrie Ross informed me that Vic Moran will not sign the land agreement to do the hill cut. He stated to Lawrie that he wanted the brushing done as part of the deal I recommend we put up danger signs and keep right signs at this location until things change �wi - r✓1 � L°ooK
