HomeMy WebLinkAbout2001-10-04 Council Minutesu • L] KNEEMLL COUNTY EXECUTIVE COMMITTEE REPORT October 4, 2001 The Executive Committee of Otto Hoff, James Hanger and Rick Vickery met on Thursday, October 4th 2001, at the Kneehill County office, commencing at 8 30 A.M Jennifer Deak, Administrator, and Lonnie McCook, Assistant Administrator, were also present The following items were discussed 1 Candidates Forum A copy of the "Letter to the Editor" explaining Council's decision to not attend the October 4th, 2001 Candidates Forum, was faxed to all candidates running in the municipal election The letter was also published in the October 3, 2001 edition of the Capital newspaper. Executive Committee recommends to accept and file. 2 Reeve's Meeting —November 19th, 2001 Notification has been received from Leonard Mitzel, Reeve of the County of Forty Mile No 8, that the Reeve's Meeting will be held on Monday, November 19th, 2001 at 4 00 P M in the Imperial Ballroom at the Coast Terrace Inn. Any agenda items to be forwarded by November 9th, 2001 d Executive Committee recommends the issue of Intensive Livestock Operations and td the province's direction from the Klapstein Report be discussed at the upcoming Reeves' Meeting Executive Committee further recommends the County request j Lois Hole, the Lieutenant Governor, initiate a public inquiry into the province'sh direction regarding the take over of the planning, siting and appeal process for the 'gyp Intensive Livestock Operations. 3 2001 White Ribbon Campaign A request has been received from the Federation of Canadian Municipalities reghuestmg all municipalities in Canada proclaim White Ribbon Days, from November 25t to December 6th, in recognition of the anniversary of the shootings at Montreal's L'Ecole Polytechnique This event has become a widely recognized call to end violence against women Executive Committee recommends to accept and file. 4 Response to the Proposed Amendment to the "Matters Relating to Assessment and Taxation Regulation AR 289/99" Steve Nedoshytko, the County's assessor has written a ­ #response to the Matters Relating To Assessment and Taxation Regulation SR 289/99, which was faxed on September 28, 2001 Barb Reimer, the County's Development Officer has previously commented on this amendment and it has also been forwarded Municipal Affairs Executive Committee recommends to accept and file. Sept 21/01 Government of Alberta News Release The Government of Alberta has issued a news release naming Pat Graham as Alberta Fire Commissioner and provided a brief biography Anyone wishing further information was requested to visit the web site at www.gouab.ca/malfco /Pat Graham.cfm MINUTE /EC20011004 • • C KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT October 4, 2001`" Executive Committee recommends to accept and file. 7 Sept 21/01 Letter from Kneehill Ambulance Societv re Financial Information Joanne Thompson, Administrator of the Kneehill Ambulance Society, has advised that upon the completion and receipt of the special procedures audit, for the time period of January 1St to April 14th, 2001, from Kevin Kolke, of Ablett Kolke Chartered Accountants, a copy will be forwarded to the Kneehill County office It was again noted this letter, like several others, had not been signed Executive Committee recommends the letter be returned to the Kneehill Ambulance requesting a signature. 8. Jubilee Insurance Circular re. Terrorism of War Information has been received regarding insurance coverage in the case of terrorist attacks and recommending all unnecessary trips be postponed until this matter has been resolved Prop, Losses an "Insurer" would not be liable for loss or damage caused by war, however terrorism is not excluded under the property insurance policy and generally Canadian insurance companies have honored claims caused by terrorist acts being vandalism losses as Liab' Losses — this policy does not apply to bodily injury, property damage or personal injury due to war Again terrorism is not excluded under the liability Policy and claims caused by terronst acts have been covered up till now Since the September 11, 2001 terrorist attacks on the United States, Canadian insurance companies have been unsettled regarding coverage and there are now companies invoking the "War Exclusion" under their policies Executive Committee recommends to accept and file. 9. Sept 25/01 Letter from Mt Vernon Water Co-op Association Ltd Notification has been received from Paul Van Doren, Vice Chairman of the Mt Vernon Water Co -op of a standard service installation on September 28th, 2001 to the Steven Cullum residence located at the S.E 16 31 23 -W4,. Mr McCook advised the (9 road crossing agreement with the County was signed by the, Co -op Executive Committee recommends to accept and file. 10. Highway 21 Initiatives Meeting An invitation has been received to attend the upcoming meeting being held at the Delburne Community Hall on October 10, 2001, commencing at 5 00 P M F MINUTE /EC20011004 2 L • N r� LJ KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT October 4, 2001 Executive Committee recommends to accept and file. 13 Sent 19/01 Letter from Alberta Trail Net Society re Land Use Bvlaws A request has been received from Linda Strong Watson, Executive Director of Alberta Trial Net, asking that the County inform the Alberta Trail Net Society, as the agent of the Trans Canada Trail Foundation (TCTF) of any changes to the Land Use Bylaws and of any proposed redistricting of TCTF owned abandoned rail corridors R within Kneehill County A copy of this letter has been provided to Barb Reimer, Development Officer d10 Executive Committee recommends Ms Reimer follow up and forward the requested information to the Alberta Trail Net Society. 14 Sent 18/01 Letter, from the Red Deer Basin Advisory Committee An invitation has been received for members of the Red Deer Basin Advisory Committee to attend a ,point meeting of all four Basin Advisory Committees in the South Saskatchewan River Basin to start up the next phase of work to resolve water management issues This meeting is being organized by Alberta Environment and will be held on Wednesday, October 10th 2001, at the Executive Royal Inn Hotel and Conference Center in Calgary commencing at 9.00 A.M A copy of this information has been provided to Councillor Glen Wagstaff, the County's representative on this committee C' Executive Committee recommends the County's representative, Glen Wagstaff, attend this meting. 15. Meridian Dam Preliminary Feasibility Studv Further to a request from the Executive Committee, a copy of the meeting notes of the above study was received on September 21St, 2001 The cover letter noted that Alberta Environment and Sask Water had recently completed a series of public consultation meetings regarding the study but requested any further comments or input identifying issues that need to be addressed in the study should be forwarded prior to the September 30th deadline The areas addressed at the meetings held in Alberta and Saskatchewan were the agricultural and engineering factors that should be considered, environmental issues and operational considerations, and factors that C� should be considered in the cost/benefit analysis `'0 16. 17 Executive Committee recommends to accept and file. Some of the information provided in this document is as follows - Since 1976 there has been an average net loss of less than 0.5% of the total agricultural land base per five year reporting period Conversion of farmland to non- agricultural uses has largely been balanced by "new" land coming into production - However, the new land use has generally been of lower quality than the land being lost to non - agricultural uses Some 244,600 acres of Canadian Land Inventory was taken out of production in Alberta between 1976 and 1995 - The Farming Practices Statutes Amendment Act has amended the Municipal Government Act Planners identified country residential developments as the largest pressure facing agriculture and its land base 60% of municipalities in-- south and central Alberta reported country residential as exerting the most pressure on agricultural land First parcel out subdivisions accounted for 70% of subdivision activity on agricultural land Three municipalities don't permit first parcels out the Municipal Districts of Ranchland, Foothills and Pincher Creek Executive Committee recommends to accept and file. I 20 Sept 25/01 Request — R Vickery A request has been received from Councillor Rick Vickery, that Council consider inviting all incumbent councillors that are defeated in the Mober 15, 2001 municipal election to attend the AAMD &C Fall 2001 Convention. It was noted that whilst this was done in the past, it was never a policy �� U rj; Executive Committee recommends this matter be referred to the October 9, 2001 , hn PS council meeting as an agenda item. 21 Committee Reports Health Authorst�S= Minutes of the August 16, 2001 regular board meeting Doug Carr has been designated as Deputy Returning Officer to assist with the RHA elections Rural RHA CEO's met with the Deputy Minister and stressed the critical state of rural radiology services Service arrangements with` the Radiologist from Peace River seem to be working out (Three Hills and Didsbury are still being served by radiologists from Red Deer) Accepted the HAS's 2001/2002 — 2003/2004 Business Plan. The Drumheller Ambulance service has grown beyond the point where it can be operated as a volunteer- manned service and it is now looking at a full time crew for the first ambulance and a stand by crew for the second ambulance Executive Committee recommends to accept and file MINUTE /EC20011004 4 r • • • 0 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT October 4, 2001 22 Canadian Badlands Marketin O oi'tunities On September 28` , V>rg nia Haahr approached Mrs Deak regarding the possibility of Kneehill County advertising the Horseshoe Canyon with Canadian Badlands Marketing, which includes the 2002 Map Brochure, 2002 Regional Consumer Trade Shows, Craft & Tea Houses Guide, Bed and Breakfast Guide, and 2002 Brochure Rackage Program Ms Haahr noted she would be more than willing to meet with np Council to provide detailed information She advised there is a $25,000.00 provincial grant available for marketing, which has to be matched dollar for dollar and in order to be able to provide matched funds it would be necessary to form partnerships The deadline for advertising in the Alberta South 2002 Vacation Guide is October 15, 2001 and the cost is $75 per column inch (the same rate as 2001) Executive Committee recommends to accept and file. 23. Sent 20/01 CN Re Release of Liability and Permit Form A Release of Liability for Rebuilding Road West of SW 21 29 -24 -W4 at Mile 79 36 Three Hills Subdivision has been received from CN Engineering Services for execution (Grainger Road) Also included was a copy of the `Safety Guidelines for C+ Contractors and Non -CN Personnel" for distribution to the construction crew working on CN ro p p e rty and/or near tracks Executive Committee recommends this form be duly signed. 24 Municipal Futures Issue Mr McCook has referred the summary on Municipal Futures for discussion by the Executive Committee It was noted this issue was an agenda item for the upcoming CAAMD &C Zone Meeting Executive Committee recommends to accept and file. 25 Kneehill County Scholarships Cheques have been prepared for signature prior to presentation to the four successful candidates selected this year Due to the difficulty of getting pictures taken as the recipients are all attending out of town educational institutions, consideration of the following for presentation of the awards is requested Three Hills School Award Ceremony. Friday, October 12t4,2001 commencing at 7 00 M for presentation to Tara Lammle and Jeff Arvidson b`a'selected Councillor Trochu Valley School Award Ceremony Friday, October 12t ", 2001 commencing at 7 30 P M for presentation to Kelly Christie by a selected Councillor Acme School Student — Regan Woods, mail cheque as award ceremonies not until November 2001 A decision is needed as the local schools will be printing the programs within the next few days Executive Committee recommends Councillor Vetter present the scholarship awards, Councillor Glen Wagstaff the Trochu scholarship award and v the Councillor elected for Division Three the Acme scholarship award. 26 2001 A.A.A.F. Inservice Training This training, for the Ag Fieldman, has been scheduled for November 26 -29 2001 in Edmonton Executive Committee recommends Mr Bruce Sommerville, the Ag Fieldman attend this inservice training. MINUTE/EC20011004 r C Dq is • KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT October 4, 2001 27 Oct 3101 Letter from the Village of Carbon re Joint Fire Agreement Laurie Watt, Administrator, Village of Carbon, has written a letter expressing concerns about the removal of the second response unit from the Carbon fire hall, noting this removal is in violation of the current fire agreement The letter also notes the village has not been reimbursed for any 2001 fire expenses which is also a breach of the fire agreement Mr McCook proceeded to read a report from Mr. Randy Tiller Joint Fire /Disaster Coordinator, regarding this matter Mr. McCook noted the fire truck that was lost in recent Carbon area fire was the County s truck and also the County had purchased the other fire truck for the Carbon and area fire department, the village of Carbon has not purchased a fire truck. It was noted no -one had contacted the County regarding the replacement of the lost fire truck The old Torrington fire truck had been sent to Carbon while the tanker was being fixed The tanker is now fixed and the old Torrington fire truck relocated to the Trochu fire hall Executive Committee recommends Laurie Watt be invited to meet with Council on October 9, 2001, to further discuss and resolve this issue. 28 Trochu Fire Hall Mr McCook reported the radio system has now been installed in the new Trochu fire hall and the County's commitment regarding the upgrading of this facility is now fulfilled Mr McCook further reported Mr Tiller had advised him that Trochu fire chief, Lawrence Hogg, had indicated on October 3/01 that the Trochu fire department would not be moving into the new hall until after the municipal election Mr. McCook also reported Mr Tiller and Bruce from the Communications Group had met the previous evening with the Trochu firemen to go over the radio communications No report on this meeting had been received yet. Mr McCook indicated he would be further reporting on this issue under his Transportation and Utilities Report to Council on October 9/01 Executive Committee recommends to accept and file pending Mr McCook's further report on this issue on October 9, 2001. Mr Glen Wagstaff entered the Executive Committee meeting — time 10.30 A.M Mrs Deak and Mr McCook left the meeting — time 10.30 A.M Mrs Deak returned to the meeting — time 11 35 A.M 29 Glen Wagstaff Letter Mr Wagstaff presented the Executive Committee with a letter, dated September 26, 2001, regarding the September 25, 2001 Executive Committee report which had been unanimously approved at the September 25, 2001 council meeting Mr Wagstaff s letter stated he could not support the motion or the policy, felt he did not have adequate time to fully explore the impact of the motion, questioned the legality of the motion and requested his letter be attached to the September 25, 2001 council minutes Executive Committee discussed the motion with ,1V[r Wagstaff and Mr Wagstaff clarified he could not accept the policy and indicated he was unsure about accepting the previous policy Mr Wagstaff then left the meeting Executive Committee recommends the legalities of the motion and policy be investigated and further, Mr Wagstaff s letter not be accepted. September 27, 2001 Letter from City of Fort Saskatchewan re Municipal Safety Codes Inspect'On Commission - Release Form The city of Fort Saskatchewan has acknowledged receipt of the County's letter advising Kneehill would not be executing the Form of Release and thereby not receiving the proportionate amount entitled to the municipality based on the number of open permit files at the conclusion of the Commission Kneehill's share ($5,014.02) will now be returned to AB Municipal Affairs as part of the final accounting for the wind up grant. Health Authority 5 Business Plan 2001 2004 This business plan has been received In addition to two core business plans for all health authorities which are to ensure delivery of quality health services and encourage and promote health living, RHA 5 has identified a third core business to be initiated over the course of its three year business plan This is to clarify the role and responsibilities of this rural health authority Executive Committee recommends to accept and file. 34. Randy Tiller — Extended Probationary Certification The Safety Codes Council has extended, to December 31, 2001, Mr Tiller's Probationary Certificate of Competency as a Fire Safety Codes officer, Inspector Level I and Investigator Level I Mr Tiller is required to successfully complete examinations or equivalents for standard certification by December 31, 2001 Executive Committee recommends to accept and file. 35 Council Minutes The Executive Committee publication in the newspaper edited the September 25, 2001 Council minutes e.
