HomeMy WebLinkAbout2001-09-06 Council Minutesn • 0 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT September 6, 2001 The Executive Committee of Otto Hoff James Hanger and Marylea Lowen met on Thursday, September 6, 2001, at the Kneehill County office, commencing at 8 30 A.M Jennifer Deak, Administrator, and Lonnie McCook, Assistant Administrator were also present The following items were discussed 1 Kneehill Ambulance Service (KAS) A letter, dated August 29/01 has been received from the KAS noting it has come to their attention that there may be information the County would like to have access to and advising the County make any requests, in writing, to the KAS for information rather than seeking information from outside sources Upon receiving this correspondence, Mrs Deak telephoned Joanne Thompson, KAS office administrator, for clarification and was advised Kevin Kolke, Ablett Kolke Chartered Accountants, had attended a KAS Board meeting discussed and the County's letter requesting the KAS financial statements Mrs Deak clarified the December 31/00 financial statements were requested in order to completed the audit statement the KASv requested the County to complete for the Dec 31 /00 audit Also, at the Mar /00 KAS meeting a motion had been approved to undertake an audit as at April 14/01, the date the administration changed from the County to the KAS The County the administrative body of the KAS at that time had written to Ablett Kolke requesting this interim audit. A follow up letter was sent on August 23/01 Mrs Deak further advised Mrs Thompson that the County had been a member of the KAS until June 1/01 and was entitled to this information Mrs Deak also requested Mrs Thompson sign future letters as it gives more credibility to her correspondence Mrs Deak also telephoned Kevin Kolke who advised he had met with the KAS and would be doing a special procedures audit (bank reconciliation only) Mr Kolke indicated the County was not being very cooperative with the KAS and also that he did not like the tone of the County s Aug 23/01 letter Executive Committee recommends a letter be sent to the KAS clarifying the County's request for the financial statements and other matters (record delivery and cooperativeness) 2 Garry Alford, AB Health Mr Alford has telephoned to advise he has received the County s information re the Kneehill Ambulance Service (KAS) and will be undertaking an audit of the KAS which will comprise of a review of the Patient Care Reports Mr Alford further advises a letter could be written to the College of Paramedics to investigate the County's patient care concerns and to this end has provided the name of the Registrar of the College Mr Alford has also requested some direction regarding his offer to r come and meet with both parties (KAS and County) to further discuss this matter Executive Committee recommends Mr Alford be advised the County would like to defer his offer to meet with the KAS and the County until a later date (when the contract is presented) Further, a letter be sent to the College of Paramedics requesting they investigate the patient care incidences reported by the County in their August newspaper press release. 3 John Jeffery On August 31/01, Mr Jeffery contacted Mrs Deak to convey a telephone message he received from Lyle Hannah regarding the Trochu cemetery (Mr Hannah thought Mr Jeffery was still the CAO) Mrs Deak has followed up on this Mr Jeffery further commented that the County's newspaper press release was good but it should have noted the County ran the ambulance operations requisition free for a number of years Mrs Deak advised Mr Jeffery that the County considered this but declined, as it did not want the argument that it should have requisitioned to pay for the new ambulance Mr Jeffery has requested a copy of the Anton report Mr Jeffery has also reported C m I� Local Authorities Pension Plan (LAPP) contacted him to advise the gender neutral provisions for the LAPP did not come into effect until September 2000 (not Jan 1 /00 as originally anticipated) Therefore, Mr Jeffery was given the option of re- retiring , j�it1P A0 Sept/00 and receiving approximately an additional $350 00 per month pension To do "- MINUTE/EC20010906 • KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT September 6, 2001 this Mr Jeffery had to repay $15 000 00 in pension benefits Mr Jeffery, in consultation with Kevin Kolke, opted for re retire effective Sept 1 /00 Mr Jeffery, in jest, would now like to discuss the possibility of receiving salary to Sept/00 Executive Committee recommends Mr. Jeffery be invited to meet with Council on Sept 25101 to further discuss this matter Further, Mr. Jeffery be provided with a copy of the Anton report. 4. Rezional Health Authority (RHA) Election Boundaries The RHA 5 and David Thompson election boundaries are not co terminus with the quarter section boundaries in the County Also, upon receiving the actual Ministerial Order for the boundaries it has been discovered these do not agree with the boundary maps provided by the RHA Election Office The County is following up with the RHA Election office to clarify this issue as soon as possible as the election is October 15, 2001 Executive Committee recommends to follow up on this issue to obtain clarification of the RIL4 election boundaries in the County. �er�QQF Vin Tom" fy)u 5. Rick Vickery Call re. Sent 5101 newspaper article, County Renews on Joint Fire Agreement Mr Vickery telephoned the Executive Committee to discuss this newspaper article and the County's response to same After the call, the Executive Committee pp discussed this issue along with response options that included a rebuttal in the 0 newspaper or Councillors meeting their ratepayers on a one to one basis to clarify this ��R matter Executive Committee recommends this matter be discussed as an agenda item. 6. Au! 23/01 Annual Review Kneehill Community Resource Program (KCRP) The 2000 /2001 Annual Review for the KCRP has been received A summary was provided on the main issues of Support Counselling, Preventative Education, Information/Referral and the Administrative Aspects of the program f)d Executive Committee recommends to accept and file. 7 Alberta Municipal Affairs Ouestionnaire re Review of the Subdivision and Development ReLyulation and Subdivision and Development Forms Regrulation The regulations contained in this document set specific requirements for subdivision r} and development authorities when processing and deciding on subdivision and development proposals as well as provide a degree of procedural consistency throughout the province As per the August 91" 2001 Executive Commlttee� recommendation, this questionnaire has been reviewed and completed by Mrs Deak. Executive Committee recommends this questionnaire be returned, as completed 8 Aue 21/012002 Letter re. Alberta South Vacation Guide The Canadian Badlands has provided information and an application form for communities interested in advertising in the 2002 Alberta South Vacation Guide Advertising rates are $75 plus GST, per column inch with no affiliation or �X� membership fees to pay, nor any minimum dollar participation limits A sample page illustrating this advertising was also included Executive Committee recommends to accept and file MINUTE/EC20010906 2 n U Iq [A KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT September 6, 2001 9. Kneehill County Policy 16 -1 Reserves Policy 16 1 a five -year policy to be implemented and reviewed annually states "Reserves plus accumulated surplus should not exceed one year's budget, excluding held over secondary highway projects Should reserves plus accumulated surplus exceed one year's budget Council will review the mill rate and long term expenditures " Due to the current financial situation, Council needs to address this Qyr"p policy P �\ Executive Committee recommends this matter be referred to the Budget and Finance Committee. 10 E -mail from AB Agriculture re Media Workshop Notification has been received from Annette Svederus Conservation Coordinator, of a Media Workshop being held in Lacombe on November 1St, 2001 Mr Sommerville reported he had taken a Media Course during his ASB training and found it very informative ^ A a Executive Committee recommends this matter be referred to Council to further discuss its media policy. 11 Concerns re. Condition of Paving Stones and Benches Located in Front of the Kneehill County Office a Paviniz Stones — Mrs Wildeman has reported her concern regarding the danger of someone tripping on the caved in paving stones in front of the County office b Wood Benches — Mrs Vetter has reported the benches located in front of the County Office are badly in need of repair as the wooden seats are badly chipped and splintered Executive Committee recommends these matters be addressed as soon as possible. 12 Christmas Party 2001 The Executive Committee of August 23, 2001 recommended discussion of this matter be deferred until the September 6, 2001 meeting Executive Committee recommends an interest be obtained with regard to hosting a dinner theatre in lieu of a Christmas party 13 Aug 28/01 Request for Speed Limit Signs on Nacmine Road Mrs Lowen has received a request from Mary Jane Gardner to have speed limit signs placed on the Nacmme Road It was noted the standard speed on this type of road is 80 kph and that the County has no control over the speed people drive their vehicles Executive Committee recommends this matter be referred to the Road Committee. 14. Aug 22/01 Letter from AB Environment re Dickson Dam — Five Year Review David Lloyd, Director of the Parkland Region, as part of AB Environment's commitment to the safe and reliable operation of its major water resource project, has provided the following information regarding the review of the condition and safety of the Dickson Dam This review has focused on the upgrading of existing instrumentation and the flood handling requirements for the dam - Enhanced Monitoring and Instrumentation of the Dam — a program to update the existing monitoring and instrumentation equipment within the dam core has been initiated Probable Maximum Flood — New modeling techniques have increased the AB Environments prediction of the maximum amount of flow that the Dickson Dam may be required to safely pass through the structure The department is currently MINUTE /EC20010906 3 m �3 Q P • �q a • KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT September 6, 2001 finalizing a report on their finding It was further noted that the Dickson Dam has successfully met the needs of central Albertans for over 20 years and will continue to be a mayor contributor to a secure water supply and improved water quality in the Red Deer River Basin. Executive Committee recommends to accept and file 15 Aug7 22/01 Letter from AB Infrastructure re: Province of Alberta Electronic Tendering= System Project The Supply Management Branch, Alberta Infrastructure, has advised this department is responsible for the administration and implementation of the procurement provisions of the Agreement on Internal Trade (AIT) While Alberta's current employment of MERX to disseminate tendering opportunities meets this requirement, the existing contract between the Province of Alberta and Cebra, the MERX service provider is coming to a close The Supply Management Branch is undertaking an initiative to recommend an electronic tendering system strategy and this system is planned to be in use as soon as May 2002 This project is dedicated to the Province of Alberta's vision of providing vendors with a single point of access to all public sector procurement opportunities within the province To this end, a questionnaire has been forwarded, should input be desired, for completion no later than August 31, 2001 Executive Committee recommends to accept and file. 16. Aug? 28/01 Summary of Municipal Safety Codes Inspection Commission's (MSCIC) Financial Liabilities In response to Kneehill County's August 24`h, 2001 request for further information, a summary has been received outlining the financial liabilities of the Municipal Safety Code Inspection Commission A total amount of $102 729 41 was subtracted from the Alberta Municipal Affairs grant of $225,000 00 leaving a balance of $122,270.59, to be proportionately shared between the municipalities based on the total number of open permit files Executive Committee recommends the County refuse this offer and not sign the waiver to not pursue this matter further Also, the County write a letter expressing its concerns regarding the allocation of the $102,729 41 with a copy of this letter to the Minister of Municipal Affairs l VRI� 17 Aug? 28/01 Fire Notice Following a directive from Council a "County Wide Fire Notice" was implemented on August 28`h, 2001 4�:ell 1S �,v. Status of Resolutions Forwarded to FCM The following six member resolutions were submitted by the AAMD &C for the review of FCM delegates at the 2001 FCM Annual Conference Municipal Automobile Taxable Benefits — to allow the use of municipal automobiles by municipal employees that are on call without this use being considered a taxable benefit Definition of Navigable Waters — to amend the Navigable Waters Protection Act and to incorporate the new definition of "navigable water" which was developed by the AAMD &C and based on the recommendations contained in the AGRA report and the work of the AAMD &C Advisory Committee - Land Added to First Nations Reserves — to implement a public hearing process similar to the annexation process for municipalities to be used in cases where Crown land is to be added to First Nations reserves - Maintenance /Abandonment of Railway Rights of Way — ensure that appropriate legislation is in place to ensure appropriate maintenance standards on railway rights - of way, particularly in the case of their sale or abandonment Ground Squirrel Damage Program — FCM Standing Committee is undertaking further research on the portion of the resolution dealing with the concentration of strychnine in ready to use baits Agricultural Support — to ensure that the agriculture Industry receives the attention it deserves The AAMD &C Board has communicated directly with FCM on the need for Improvements to the FCM resolution process and the FCM has advised they are moving ahead with the necessary changes Executive Committee recommends to accept and file 22. Aue 27/01 Alberta Municipal Affairs Final Report on the Equalized Assessment Panel Guy Boutilier, Minister of AB Municipal Affairs, has forwarded a copy of the approved final report of the Equalized Assessment Panel This municipal provincial panel was appointed in 1999 to examine and evaluate the equalized assessment process in Alberta. The panel consisted of one representative each from the AAMD &C, Alberta Urban Municipalities Association, the City of Calgary, the City of Edmonton, Alberta Treasury, Alberta Learning and Alberta Municipal Affairs The following issues were discussed and recommendations were set out Disclosure, Openness and Transparency of Assessment Information Concerns About the Absence of Detailed Guidelines Respecting Valuation of Property, the Application of Regulated Rates Quality Control and Audit Procedures Values for the Assessment of Regulated Properties are Stale and Outdated The Equalized Assessment Always Lags the Live Assessment by One Year Reporting Assessment of New Construction Separate From Market Value Changes MINUTE /EC20010906 5 • Iq El. N KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT September 6, 2001 Electronic Data Sharing Audit Function and Frequency - Joint Provincial /Municipal Technical Committee Executive Committee recommends to accept and file. 23 Au! 23/01 Letter from Village of Acme to Residents re Water Supply The Village of Acme has written to all its residents requesting they conduct a letter writing campaign to Richard Marz, MLA in an attempt to urge the Provincial (}� Government to take notice of their less than acceptable water situation Attached was (� a sample letter which could be signed and mailed to Mr Marz Executive Committee recommends to accept and file Further, the County's representation on this regional water committee (Bob Boake) be further discussed by Council. 24 Auz29 /01 Letter from Mayor of Drumheller re Movie Production Phil Bryant, Mayor of Drumheller has written advising Universal Studios are attempting to film a movie in and around Drumheller commencing September 5th through to the first part of October A request, made by Universal Studios, to temporary close Secondary Highways 570 and 838 as well as for intermittent traffic control on Highways 570 10, 838, and 569 has been made to Alberta Transportation Enclosed was a table listing dates times and durations Dr Bryant noted that any assistance offered to allow this production to proceed would be greatly appreciated. Executive Committee recommends to accept and file. 25 Auz 2001 Alberta Municipal Infrastructure Management System News 0- An information sheet has been received providing facts on the costs and benefits of vp tt"D5 MIMS, a secure computerized infrastructure management system to help Sb 4 P� municipalities better manage their infrastructure �4 Executive committee recommends this matter be referred to Mr McCook for further comments g 26 Summer 2001 Wild Rose Economic Development Corporation - Informer Newsletter According to an article in the Informer Newsletter one of the projects that Wild Rose EDC staff have taken on is the Highway 21 Initiative The article reported the committee has been meeting on a regular basis for funding and to structure the vision for the Highway and is currently looking at the historical background of the highway and surrounding areas to find a commonality from which the highway can be named Executive Committee recommends to accept and file 27. H T E CitySoft User GrouD An Email has been received advising that AUMA has been unsuccessful in reaching an agreement on the financial terms on the purchase of a license for the H T E CitySoft application AUMA has advised it will continue to work on behalf of the user group to ensure customers are looked after and will focus on developing a financial package as part of their shared services to provide an effective alternative in ' the future Terry Nash advises that support will be out of Florida until AUMA is successful Executive Committee recommends to accept and file 29. Sept 4/01 Letter from H T E- Bellamy re: CitvSoft Canada Ron Goodrow, Executive Vice President of H T E Bellamy, has advised that discussions for the sale of CitySoft Canada have ceased In order to continue to provide quality service and product upgrades, the coming year's maintenance feesQ� will reflect an increase of between 75 100% beginning January 1, 2002 Executive Committee recommends Mrs Nash continue to investigate computer options 30. Aug 27/01 Letter from AB Agriculture re Province's Intensive Livestock Operations (ILOs) Announcement Shirley McClellan, Minister of Agriculture Food and Rural Development, has written in response to the County's August 8th, 2001 letter Minister McClellan advised the Alberta government will proceed with provincial legislation to establish science based, technical standards and procedures to approve monitor, enforce and site all new and expanding ILO's through amendments to the Agricultural Operation Practices Act The Natural Resources Conservation Board (NRCB) mandate will be expanded to include the administration of this act with regard to ILO s She further noted the provincial government encourages and supports municipalities in developing long term agricultural land use plans which include specific agricultural zones where ILOs are felt not to be compatible with existing and/or future land uses Minister McClellan further assured municipal development plans and zoning would be strongly considered in the decisions made by the NRCB The government plans to introduce legislation this fall, with the intent that the NRCB will assume its expanded role January 1, 2002 Executive Committee recommends to accept and file 31. Aug 23/01 Letter from AB Children's Services re 2002 FCSS Grant Funding Notification has been received from Alberta Children s Services that the total 2002 funding for Kneehill FCSS will be $235,487 50 of which $188,390 00 will be provincial funding with the remaining $47,097 50 being contributed, on a per capita basis, by the participating municipalities Executive Committee recommends to accept and file 32 Sept 2/01 Letter from Sharon Wolchina re Dust Control in Hesketh A letter has been received from Sharon Wolchina expressing her concern regarding the County's dust control policy and the manner in which this concern had been handled Ms Wolchina reported she should have been given the chance to "plead her case ", and not simply be advised that the policy in place must be adhered to �1 Executive Committee recommends a letter be sent to Ms Wolchina explaining the procedure followed and that her concerns were referred to Council, Further, the MINUTE /EC20010906 7 W*] 10 N KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT September 6, 2001 Road Committee check out the signs in the hamlet of Hesketh 33 Road Crossing Agreement for Low Pressure Water Distribution Pipelines Mr Henry Wiens and Mr Lonnie McCook have reviewed this agreement and requested the following changes be made Page 1, Item 2 — Delete the last sentence, "In the event the Parties fail to agree upon a location for the Crossing Area, the Operator may apply to the appropriate regulatory authority for a determination of the location for the proposed Crossing Area ", Page 2, Item 4 — Delete last sentence, " If for any reason the parties cannot agree upon the plans and the details with respect to the Crossing, either Party may apply to the appropriate regulatory authority for a determination of terms and conditions on which the Operator may use the Roads including mteralia detailed plans ", Page 2, Item 6(i) Reword to state, "construct and lay the pipelines at a ninety degree (90 degree) angle to the Roads ", Page 3, Item 6(q) Reword to state, "- - that the costs for such exposures are borne by the Operator " Delete the balance of the sentences in that paragraph until the sentence beginning "The Operator agrees upon the request Executive Committee recommends approval of the revisions to this agreement. 34 Angus Park Request for Approach On August 29"', 2001 Mr Angus Park approached Mr Hoff and Mrs Deak at the Coffee Break restaurant and requested an approach be installed onto the Linden East Road while the contractor is working on the road Mr Park was asked to submit his request in writing To date nothing has been received Mr McCook noted the contractor has completed this project Mr Hoff advised Mr Park had also telephoned him and he had advised him to send the County a letter Executive Committee recommends to refer this request to the Road Committee 35 BDO Dunwoody LLP Response re. Claiming Input Tax Credit Further to the County's request for Mr Martinot to clarify the letter the County had received from Douglas Wilde of BDO Dunwoody, regarding excise tax and GST issues, information has since been received from Kim Endinga, AB Transportation, advising that funding provided under the Rural Transportation Grant to eligible rural municipalities is not eligible for an input tax credit for GST Request this matter be closed and filed Executive Committee recommends to accept and file 36 Auz 28/01 Letter from AB Transportation re: Alberta Transportations 2001 -01 Business Plan A copy of Alberta Transportation's 2001 -01 Business Plan has been received This new Ministry of Transportation (formed in March 2001) has responsibility for road, driver and vehicle safety, provincial highway and major water management infrastructure, municipal transportation and water /wastewater grant programs This new business plan reflects the following changes and key initiatives - implementation of the Traffic Safety Act, Rules of the Road, and Graduated Licensing the continued development of a one window permitting system - to complete the transfer of the secondary highways - the continued four -laning of the North -South Trade Corridor funding for municipal transportation and water /wastewater infrastructure - working to ensure that funded transportation is accessible to seniors and persons with disabilities MINUTE /EC20010906 8 I i i a �q H KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT September 6, 2001 Executive Committee recommends to accept and file 37. Water Well Rehabilitation Workshop A certificate has been received confirming Ian Martens has successfully completed the Water Well Rehabilitation Workshop conducted by the Municipal Branch of Alberta Environmental Protection ff Executive Committee recommends to accept and file 38 Aug 27/01 Letter from the Alberta School Boards Association (ASBA) re 2001 Public Consultation A copy of the final report, describing the results and recommendations that emerged through the ASBA's consultation regarding citizenship has been received The ASBA adopted the following seven recommendations in the report and directed the association staff to develop an action plan to support each recommendation School Boards undertake initiatives in their jurisdictions to identify further strategies to deal with bullying and aggressive behavior School Boards survey their communities to identity the citizenship activities which would garner the most local support and ensure they become a mandatory part of the school program the ASBA enter into discussions with its members and Alberta Learning to identify strategies to respond to this call for mandatory citizenship activities at a provincial level - the ASBA initiate discussions with the AB Teachers Association to identify strategies to raise awareness of the importance of staff members providing effective role models for students - School Boards undertake to inform their communities of the many positive things being accomplished in schools School Boards to challenge their school councils to identify local issues, community expectations and standards and possible solutions the ASBA support the exploration of choice and alternative educational programs by its member boards Executive Committee recommends to accept and file. 39 Sept 5101 Letters from Town of Trochu and Village of Acme re 2001 Kneehill County Recreation Grant Letters have been received from both the town of Trochu and village of Acme advising of their support of the current funding formula for the Kneelull Recreation C Grant for this year and all future years until the year 2003 when Kneehill Countyl�, reviews the grant amount Executive Committee recommends accept and file until responses are received from all participating stakeholders. 40 Committee Reports a. Kneehill Regional FCSS Minutes of August 30/01 Meeting_ Budget increase for 2001 in the amount of $3221 50 resulting in a total revised 2001 budget of $234 414 00 A new clinical supervisor of the KCRP has been appointed without consultation or discussion with the FCSS (Appointment by Hearthstone Child & Family Services in consultation with Golden Hills School Division) The FCSS Director to further report on this matter, clarifying the role responsibilities and job description of the clinical supervisor position with the KCRP Glenn Berg has been hired as resource worker for the east zone Funding approval was granted to the Trochu Neighbourhood Place Budgeting Basics #2 $150.00, Acme School Student Personal Development Day $200 00, and St Mary's Volunteer Training $100 00 MINUTE/EC20010906 0 0 Ln • KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT September 6, 2001 Three Board Members and the FCSS Director to attend the 2001 FCSSAA Conference in Jasper from November 15`h — 17`h b_ Red Deer River Basin Advisory Committee Meeting= minutes of the July 4 2001 meeting c.
