HomeMy WebLinkAbout2000-10-05 Council MinutesKNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT October 5, 2000 The Executive Committee of Otto Hoff Richard M Vickery and M Glen Wagstaff met on Thursday October 5 2000, at the Kneehill County office, commencing at 8 30 A.M Lonnie D McCook, Public Works Superintendent and Jennifer Deak, Administrator, were also present The following items were discussed I Meehan /St. Anne Cemeteries Fence Estimate Further to the previous motion to cost share this fence, Mr McCook reported the �,-0 materials and labour estimate for this fence and posts is $3,989 50 plus GST This /D'm� price includes having the existing gates sandblasted and painted, not replaced The P R�TY`34 County will cost share with St. Anne's on a 50150 basis 01D- Executive Committee recommends to proceed with this fence replacement. 2 Agricore Water Hook UP Reauest Agricore has proposed to hook onto the Equity water line at a cost of $14,000 00 plus p- v, actual connection costs and have this $14 000 00 placed as a local improvement qll l,.e�t charge on their taxes over a five year period Agricore would like to connect onto this �p \a`p f9 water line this year, if possible Mr McCook reported the water would be for W,' L4 personal, not commercial consumption 1' Executive Committee recommends approval for Agricore to connect onto this water line and further a bylaw be prepared for this local improvement charge, with this bylaw to reflect the same terms (including interest rate) as the current Equity local improvement bylaw 3. Linden Fire Budget The village of Linden had advised in order for it to do its long term planning for mayor capital purchases, it needs to know when the County will be budgeting for the replacement of fire trucks in both Linden and Acme and for replacement of cutters y and spreaders for the Rescue Unit in Linden Executive Committee recommends the village of Linden be provided with the same information as was provided to the village of Acme when it inquired about a new fire truck. That being, the County's Regional Fire/Disaster Coordinator is assessing the County's fire departments and Council will be reviewing this information when it is compiled and at that time making decisions regarding the future direction of fire suppression services 4 Fire prevention News Article Mr Randy Tiller has prepared a news article, for publication in the Oct 11 /00 issue of the Three Hills Capital, in recognition of Fire Prevention Week The article focus is it on the Fire prevention Week theme "Fire Drills The Great Escape' Executive Committee recommends approval of this article for publication S Trail Net /SH 806 Road Project Linda Strang Watson Executive Director, AB TrailNet requested a meeting with Mr McCook to discuss the above road project Mr McCook has spoken with both the 4th l Trail Net lawyer and Ms Strang Watson and advised them of Council s position - the f ��' �tp County s agreement must be signed there is no negotiating on this issue Therefore �Cn 1� there is no point in meeting unless Trail Net is willing to sign this agreement d Executive Committee recommends to accept and file as information MINUTE/EC20001005 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT October 5, 2000 6 Snowplowina/Sandine/Maintenance Notice A notice has been prepared for publication in the local newspaper advising County residents that effective May 1/2000 AB Infrastructure assumed the responsibility for all Secondary Highway maintenance in the County Contact telephone numbers are also provided Executive Committee recommends this notice be placed in the local newspaper on a regular basis throughout the winter months 7 Flood Risk Management Strategy for Alberta — Draft Discussion Further to the Sept 21/00 Executive Committee recommendation that this draft discussion paper be referred to Mr McCook for comments, Mr McCook has reviewed this document and advises cost sharing of flooding between the levels of ^, government is discussed Also discussed is the ineligibility of flood cost relief where h R there are inappropriate developments in floodplain areas The draft recommends in�y' such cases, some instruments (caveat, etc ) should be placed on the land title , #1100 Executive Committee recommends this document be referred to the planning department for further comment and recommendation for new Land Use Bylaw 8 AAMD &C Survey on rural Transportation Grants & Bridge Funding This survey was partially completed by the Executive Committee The Executive Committee directed Mr McCook to complete the balance of the survey Executive Committee recommends this survey, as completed, be returned to the AAMD& C fW 'r C6ur yak .1 �Q�') f-'O 9 Sept 19/00 Agra Torchinsky Ltd Letter re Rehabilitation of Bridge Structures (BF #6594 —1NW 19 30 25 W4 & BF #1083 — SSE 04 32 26 W4) Tenders for this project closed Sept 14/00 There was only one tender for the project, which came in at approximately $200 000 00 higher than estimated cost for the �?> project Due to the higher than anticipated cost, it has been proposed this tender be rejected, there be no contract award and the contract documents be revised and re tendered in January 2001 Executive Committee recommends the tender results along with a letter requesting re- tendering in January 2001 be sent to AB Infrastructure 10 Trochu Highway Maintenance Yard — Environmental Assessment AB Infrastructure has advised the Phase III Environmental Assessment on this P property will commence next week Electro magnetic equipment will be used to check soil conductivity and some soil drilling and sampling may be required The 10 province is aware of a salt problem in the corner of this property Executive Committee recommends to accept and file pending further details 11 Oct 4/00 Letter to Atco Gas re. Requests for Pipeline Locations The County seems unable to get Atco Gas to daylight their lines This is posing problems on the Medmg project Letters and telephone conversations have been held 0` with Atco Gas officials but to date there has been no action. The County has now sent Atco Gas a letter advising it will be holding all Atco Gas installation requests Q� Q until this matter is resolved This includes a Sept 28/00 Atco Gas letter requesting a pp roval of a as main installation alread y installed m Swalwell �Q d i' Executive Committee recommends approval of the County's Oct 4100 letter to Atco Gas MINUTE/EC20001005 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT October 5, 2000 Mr McCook left the meeting and Mr Rinus Onos, Kneehill Ambulance operations Director entered the meeting — time 9 30 A.M 12 Kneehill Ambulance Service (KAS) a) Operation Christmas Child Mr Onos requested the KAS participate in the 2000 Operation Christmas Child, a project of the Samaritan's Purse, and will be delivering all Christmas shoeboxes from this area to Calgary on November 17/00 All participating ambulance services south of Red Deer will be delivering these shoeboxes to Calgary on this date Executive Committee recommends approval for the KAS to participate in this project b) 911 Phone Numbers and Elimination of the 3777 Phone Numbers Mr Onos discussed the history of the 3777 fire telephone numbers along with the need to have non emergency phone numbers for the fire departments AK C) Executive Committee recommends the previous approved recommendation to advertise the 911 telephone number for the fire departments be placed on hold until the County's Fire and Capital Committee has addressed this issue with the Fire Chiefs c) Sept 18/00 Letter from Red Deer County Cliff Fuller Acting Fire Chief of Red Deer County has sent the KAS a letter thanking them for responding and assisting during the recent Pine Lake Tornado The letter g�D notes the emergency services people in the surrounding areas responded quickly to D lend assistance during this disaster Executive Committee recommends a copy of this letter be sent to all the local fire and ambulance halls in the County d) Sept 27/00 Letter from AB Municipal Affairs re. 2000 Pine Lake Tornado Ambulance Service Costs This letter advises since the province has approved a Disaster recovery Program to assist the victims of the Pine Lake tornado AB Treasury will issue a second cheque in the amount of $1234 48 to the KAS for a total payment of $5 592 18 j bd Executive Committee recommends to accept and file e) Bell Express Vu Cheque It was reported the KAS had received a donation of a satellite dish for the Three Hills hall The staff at this facility was paying the monthly costs for this satellite service through a payroll deduction The Executive Committee discussed the perception of having the KAS paying this bill and offsetting the costs through payroll deductions J Rol Executive Committee recommends this matter be handled entirely by the staff with the KAS not being involved in either the payment or any employee deduction for the cost of this service f) AB Agriculture Fatality Inquiry Mr Onos reported he had received a call from AB Agriculture regarding the fatality at the Sunterra facility west of Acme Executive Committee recommends to accept and file as information VD g) 911 Users Meeting — Red Deer Mr Onos advised he would be attending a 911 users meeting in Red Deer later to MINUTE/EC20001005 1 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT October 5, 2000 day Mr Onos noted the city of Red Deer was bringing Red Deer County a town of Drumheller onto full dispatch service Executive Committee recommends Mr Onos further report on this meethj next Executive Committee Mr Onos left the meeting — time 10 10 A.M 13. Sept 28/00 Letter from AB Resource Development re Electrical Restructuring Mike Cardinal, Minister of Resource Development has responded to the County's letter regarding the rising costs of electricity, advising the provincial government has implemented assistance programs for consumers to help deal with the rising energy costs The Alberta Energy tax Refund will refund $150 00 this fall and another $150 00 next spring to all Alberta taxpayers 16 years of age or older In addition the program will rebate AB residential consumer s electricity bills by $20 00 per month for one year beginning January 1, 2001 Industrial, farm business and commercial electricity consumers will also receive rebates to be announced later Executive Committee recommends to accept and file 14 Sept 26/00 Memo from Richard Marz re County letter to the Hon. Mike Cardinal re Energy Prices In response to the County's letter to the Hon Mike Cardinal re energy prices, Richard Marz MLA has forwarded a News Release detailing the province's energy tax refund (see above for refund details) Executive Committee recommends to accept and file 1 X10 15 Sept 20/00 AAMD &C Letter re. Deregulation of Electrical Power The AAMD &C has advised it currently has no plans to attempt to aggregate member electric power needs in any sort of `group purchasing" entity This issue was examined and determined that AAMD &C members would receive no meaningful benefit to aggregate member power demand, rural municipalities account for an extremely small fraction of AB's overall demand for electric power Executive Committee recommends to accept and file 16 Sept 20/00 Letter from Wild Rose Economic Development Corporation WREDC WREDC has sent a letter thanking the County for allowing them to set up their display and utilize the County facilities during Community Futures Awareness Week Executive Committee recommends to accept and file 17 Sept 20/00 Letter from Laura Cavanaugh re. Roll #604010 Plan 9312627 (Pt NW 29 & SW32 — 28 24 W4) This letter requests the County to cancel 1999 and 2000 taxes on a second farm residence Apparently this residence was destroyed by fire Dec 17/98 The Cavanaugh's overlooked advising the County of this loss and have continued to pay taxes for this second residence The Executive Committee discussed the responsibility of landowners in checking their assessment and tax notices Executive Committee recommends the 2000 taxes on the second residence on Roll #604010, in the amount of $214.27, be cancelled MINUTE/EC20001005 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT October 5, 2000 18 Sept 28/00 Letter from AB Children's Services re 2001 Grant Funding for Family and Community Support Services (FCSS) The AB Children s services has informed the estimated grant to the Kneehill regional FCSS for the year 2001 will remain unchanged Total FCSS funding will be $231,192.50 of which the provincial grant will be $184,954 00 (80 %) with minimum municipal matching share of $46,238 50 (20 %) The municipal share is on a per capita basis Ms Shelley Jackson FCSS Director has been provided with a copy of this information Executive Committee recommends to accept and file 19 Sept 25/00 Letter from AB_ Agriculture Food and Rural Development (AAFRD re. Rurban Risk Management Seminar Jubilee Insurance and Aon Reed Stenhouse are hosting a municipal management risk seminar on October 26/00 in Calgary Topics covered include construction projects, 'j�� f� sewer claims reservation of rights letters, wrongful dismissal, administrative errors and omissions, policies — Council vs administrative Cost for this seminar is $25 00 per registrant 0 ly � A Executive Committee recommends Mrs Deak, Mr McCook and Mrs Nash attend �a a, this seminar. 21 Sept 26/00 Letter from Municipal Safety Codes Inspection Commission MSCIC MSCIC advises the Municipal Safety Codes Inspection Agency is now operating as Advanced Permit Systems Ltd The MSCIC members are winding up the Commission as a result of dwindling membership The issues relating to GST are between the Agency and the Commission as the parry that contracted the service on behalf of the members If a GST liability does exist, MSCIC urges all members to work through the Commission to settle these issues Should Mr Simpson and the Agency choose to proceed with a statement of claim, the Commission recommends all D�(le members past and present, support a cohesive defense in defending the interests of the Commission Executive Committee recommends the County write a letter to the Commission requesting to be informed and involved in all future proceedings (See also Executive Committee #30) 22 Sept 26/00 Letter from the Organization of Military Museums of Canada Inc (OMMCI re. National Inventory of Canadian Military Memorials The OMMC is requesting assistance in the identification, photography and n registration of any military memorials (monuments, cairns, plaques, Honour Rolls etc ) This information will be posted on a websrte J Executive Committee recommends this request be forwarded to the Royal Canadian Legions within the County 23 Sept /00 Western Producer news article re Hog Operation Appealed Residents of Flagstaff County have launched an appeal against the approval of an 80,000 hog operation (Taiwan Sugar) This development will freeze 40 quarters of MINUTE /EC20001005 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT October 5, 2000 surrounding land from future development. The appeal date for the development is Oct 6/00 in Hardisty Executive Committee recommends a copy of this article be provided to all Councillors 24 Trail Net Letter A form letter regarding the Trail Net and its impact has been received from Jacob and Doris Prohl, Three Hills Executive Committee recommends the standard response letter be sent to Mr and Mrs Prohl. Gpp�BS ;a�doJ 7 GOa-' /ao ,FILET) -,1. 25 Red Deer River Basin Advisory Committee (BAC) The next BAC meeting has been scheduled for Nov 8/00 at the provincial building in Drumheller, commencing at 10 00 A.M Mr Wagstaff, the County s representative, has been provided with a copy of this information. Mr Wagstaff also discussed reimbursement of BAC member expenses, noting those BAC members not affiliated with a municipality or organization, will be reimbursed by the province for attending g op these meetings Mr Wagstaff further noted municipalities and other members have, v the option of the province paying their expenses Executive Committee recommends the County continue to reimburse it representative on this Committee for costs, at policy rates. 26. County Audit Tender/Proposal It is recommended this be a proposal, rather than a tender as there is more flexibility 5 in accepting a proposal Also, the proposal be for a three year audit with the option to r extend up to two additional years, if mutually agreed i Executive Committee recommends approval of the audit proposal and term of engagement with the deadline for proposals to be November 15, 2000 27 Municipal Government Board (MGB) Appeals To date, Fay Engler and Alan Becker have appealed their 2000 tax assessments to the MGB However, before processing Mr Becker's appeal the MGB requires him to 1 complete the proper appeal forms The County s assessor, Mr Steve Nedoshytko (l rt: will attend this appeal on behalf of the County Executive Committee recommends to accept and file 28. AAMD &C Fall Convention Workshop Reeistration Six workshops are being offered at the Fall Convention Municipal Accounting/ Issues, Internet Training Oilfield Wastes and Landfills, Municipal Investment Practices Regional Cooperation, and Attracting Industry The Executive Committee proceeded to complete this registration Executive Committee recommends a copy of this workshop registration be provided to all Councillors for approval. 29 Early Retirement Incentive Policy 7 17 Mrs Deak reported Myrna Bauman came into the office to advise Brian was contemplating re entering the workforce and taking a position with Ledcor Industries and inquired how this would affect his Local Authorities Pension (LAPP) A follow up was made to this inquiry and a letter sent to Brian advising of the above noted policy Myrna has now advised Brian will only be working part time and will not MINUTE/EC20001005 COP /ES G•�r! All KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT October 5, 2000 exceed the 84 day annual limit The continuation of group health benefits for retired employees re entering the workforce and the policing required to ensure the 84 day limit was met was also discussed Mr McCook re entered the meeting Mrs Marjorie Vetter entered the meeting Mrs Deak also brought to the Executive Committee's attention the need to place a minimum age on this retirement entitlement Current policy reads "five or more years before the age of sixty five" It was agreed the intent of this policy was for the employee to be receiving LAPP benefits Mr Jim Hanger entered the meeting Executive Committee recommends this policy be amended immediately to reflect a minimum age of 55 years and further, the group health portion of this policy be reviewed and discussed at the Organizational Meeting 30 Telephone Call from AB Municipal Affairs re Municipal Safety Codes Inspection Agency (MSCIA) (see also Executive Committee #211 On Sept 22/00 Alex Morrison from AB Municipal Affairs called to discuss the status of MSCIA noting his department is working with MSCIA in its wind down As of Sept 1/00, the County has 125 open files with MSCIA First preference is for MSCIA to complete these files but should they not do so the municipality would have some responsibility in seeing these files completed The County's contact at Municipal ,-b ow�,,g Affairs regarding this issue is Chris Contenti Executive Committee recommends to accept and file with this information to be provided to the Planning Department Mr Hanger left the meeting 31 Sept 25/00 Letter from Three Hills Amateur Radio Club This club is requesting a $5 000 00 grant from the Red Deer & District Community Foundation to upgrade their repeater equipment To this extent they require a letter of 5� � L support from the County Executive Committee recommends the County provide a letter of support to this organization for this grant request. 32 Request to Hay Torrington Dump Site Mrs Vetter has received a request from Jim Klug to cut the hay at this site Mr V) McCook has recommended this request be denied as there could be potential liability issues should permission be given Mrs Vetter has been advised of this recommendation Executive Committee recommends to concur with Mr McCook's recommendation. 33 December Council Meeting Dates Q�V Executive Committee recommends the Council meeting dates for December be / rescheduled for December Sth and 19th, due to Christmas closure 34 Council Minutes The Executive Committee proceeded to edit the September 12th (recessed to Sept MINUTE /EC20001005 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT October 5, 2000 20th) and the September 26th minutes for publication in the newspaper It was noted a correction to the September 12th minutes, page 8, dealing with the Buffalo Jump Road was required Mr Wagstaff requested that anyone writing to the Municipal Planning Commission regarding a development application receive a response It was agreed anyone writing a letter to the MPC receive the decision of the MPC with regard to the development permit Mrs Deak noted she would ensure this was implemented in the MPC guidelines currently being developed Executive Committee recommends approval of the edited minutes for publication in the newspaper The Executive Committee adjourned — time 12.40 P M Jennifer De c, M4icipal Administrator MINUTEIEC20001005
