HomeMy WebLinkAbout2000-09-21 Council MinutesKNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT September 21, 2000 The Executive Committee of Otto Hoff, Richard M Vickery and Marjorie Vetter met on Thursday, September 21, 2000, at the Kneehill County office commencing at 8 30 A.M Lonnie D McCook, Public Works Superintendent and Jennifer Deak, Administrator, were also present along with Mr Rmus Onos, Kneehill Ambulance Operations Director The following items were discussed 1 Kneehill Ambulance Service (KAS) a) Sept 8/00 Letter from Town of Trochu The town of Trochu has sent a letter of apology regarding their Sept 7/00 letter inquiring about their August request for an agenda item The original Trochu letter ®R�` was not sent to the County office hence the item was not put on the agenda. In their Sept 8/00 letter Trochu apologizes for sending this information to the wrong address mQ ,,Z � Executive Committee recommends to accept and file with this agenda item request be placed on the next KAS meeting agenda b) September 19/00 KAS Policy Meeting Mrs Deak reported on this meeting as follows Policies the KAS board completed their review of KAS policies RHA Transfer Agreement — Mr Ron Wilson reported this agreement had expired and that Mr Otto Hoff, Reeve of Kneehill County, signed the previous agreement Mr Wilson made a motion that the new agreement be signed by the KAS Chairperson. Mrs Deak reported at this meeting that she had received a call about this agreement that would be reported at the next Executive Committee meeting and had requested a copy of the old agreement from Mr Wilson Mr Wilson provided a copy of this agreement after the KAS meeting Upon review of this agreement, it was noted the agreement is between the Health Authority and the Kneehill Ambulance Service, not the County, and further, the signature on the agreement is of the Ambulance Service — Rick Vickery who at the time was the KAS Vice Chair signed this agreement Executive Committee recommends the KAS be informed the RHA agreement with the KAS for the transfer calls for the period April 1198 to March 31100 was not signed by the Reeve of the County it was signed by the Vice Chair of the KAS, Mr Rick Vickery c) RHA Transfer Agreement Mrs Deak reported she had received a call regarding the transfer agreement with the Regional Health Authority and had discussed the County's position regarding its �; qw withdrawal from the KAS L g Executive Committee recommends a letter be sent to the Regional Health Authority stating the County's direction regarding the KAS d) Interface Conference — November 1 5/00 Mr Onos requested permission to attend the above noted pre hospital conference in Saskatoon Executive Committee recommends Mr Onos attend this conference e) KAS Work Schedules Mr Onos reported effective Oct /00, the full time employee work schedules would be adjusted so that there would always be a full time person on the first and second daytime shifts This rescheduling was an acceptable standard throughout the province�� Executive Committee recommends to accept and file f) KAS Full Time Employee MINUTE/EC20000921 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT September 21, 2000 Further to the Aug 10 /00 Executive Committee recommendation that Mr Onos ensure staffing levels are adequate to meet the needs of the ambulance service with the second call crew being maintained (days only) and approval be given to hire another full time ambulance staff member, Mr Onos reported Mr Eddy Guenette had been hired as a full time member of the KAS 1 Executive Committee recommends to accept and file Mr Onos left the meting — time 9 30 A.M 2 Aug 30/00 City of Red Deer Emergency Services E911 Report The city of Red Deer Emergency Services department reports the following E911 ' calls to the municipality for 1999 ; Acme (55), Fire Area (16) Three Hills (722), Fire Area (27) Carbon (46), Fire Area (17) Trochu (93) Fire Area (35) Linden (43), Fire Area (57) at 6,/0 Executive Committee recommends to accept and file with copies of this information provided to Mr Rinus Onos, KAS Operations Director, and Mr Randy Tiller, Regional Fire/Disaster Coordinator 3 Sept 19/00 Letter from Ryan Cox, Kneehill Watershed Advisory Council (KWAC) Mr Cox has advised of the "Living and Working in Watersheds" conference November 1 -2/00 in Red Deer Volunteers of KWAC will have their conference registration paid through AESA funds Mrs Vetter has inquired whether the County will pay for their committee members (M Vetter and J Hanger) registration L" Executive Committee recommends the County pay the registration for this a-,t, l (&/ &a conference for the County's representatives on the Kneehill Watershed Advisory vr,�5 Council (KWAQ 4 Letter from Ken Leonhardt re Dust Control Mr Leonhardt has sent a letter to the County inquiring about a dust control program. He lives on NE 21 28 20 W4 and notes the road past his residence, onto Highway 9, has become very busy with traffic Mr Leonhardt has placed water on the road by his cry 1. /oO residence as a dust control method but would like some assistance with this problem Lkdk- Executive Committee recommends Mr Leonhardt be sent a letter outlining the County's dust control policy. S Torrington Fire Dep't Request Mrs Vetter reported Mike Bauer, Torrington Fire Department, had requested permission to put weight lifting equipment in the upper level of the old Torrington , office building for use of the firemen Mr Bauer was unsure whether the County had R i made other arrangements for this space i Executive Committee recommends this request be referred to Mr Randy Tiller, the r Regional Fire/Disaster Coordinator 6 Sept 9/00 Letter from Kneehill Adult Learnmg Society (KALS) Bonnie Le May, Chairperson of KALS has sent a letter thanking the County for the two office spaces it provided this organization over the past five years, noting KALS greatly appreciated the financial help and support this represented Executive Committee recommends to accept and file MINUTE /EC20000921 2 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT September 21, 2000 7 Policy re. Planting of Trees in Hamlet Boulevards Further to an Aug 10 /00 Executive Committee recommendation that due to future sewer and overhead problems, no trees be planted in County boulevards in any hamlet, a recommendation has been put forth this become a policy D to I$ v Executive Committee recommends a policy be adopted whereby no trees are planted in County right of way in any hamlet. 8. Park Attendants' 2000 Report Allan and Shirley Mills have provided a report on the County's parks (Braconmer Keiver s, Swalwell and Torrington) for the 2000 season listing recommendations and comments on the usage of these areas Executive Committee recommends this report be referred to the Public Works �� L Superintendent for further follow up and also a letter be sent to Allan and Shirley Mills thanking them for their report and advising the County is interested in having���� them as the park attendants for the 2001 season Aald 9 Sept 12/00 Letter from Walter Paszkowski, Minister of Municipal Affairs Mr Paszkowski has advised from July 6 — August 4/00 he toured the province holding meetings with municipalities Issues that were frequently raised during this tour were Growth — the need for provincial funding to offset the pressures of growth — water and sewer systems, technological infrastructure and seniors housing Taxation — the issue of reducing the education property tax Regional Partnerships — the need for provincial advice and support throughout this process / Municipal 2000 Sponsorship Program — the continued long term need for this program Educational sessions regarding partnership opportunities will be available at both the AUMA and the AAMD &C conventions Executive Committee recommends to accept and file 10 Municipal 2000 Sponsorship Program The signed conditional grant agreement has been received for this program Kneehill has been approved for a basic grant of $12 660 00 for a work order and inventory computer system for the Public Works Department U) S Executive Committee recommends to accept and file 11 Northwest Corridor Development Corporation Conference and Annual General Meeting Reeve Hoff has been invited to attend this conference scheduled for Oct 4 6/00 in �,�' Grande Prairie � \V Executive Committee recommends to accept and file 12 Aug 18 /00 Letter from AAMD &C to Hon. David Collenette re Aircraft Emergency Intervention Services Rmulation A copy of the AAMD &C's letter to the Minister has been received The AAMD &C's position is that any additional costs incurred by small airports and municipalities in meeting the new safety requirements be borne by the federal government Executive Committee recommends a copy of this letter be provided to the County's i representatives on the Airport Commission (Councillors Hanger and Wagstaffi MINUTE /EC20000921 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT September 21, 2000 13 Sent 8 /00 AB News Release re Funding for Family Literacv Encourages Parents and Children to Read and Learn Together , The above news release advises the province has approved $180,000.00 in funding for op 31 family literacy training and awareness projects including Parent Child Mother )" 70b Gooses Books for Babies and Homespun 1� °tP Executive Committee recommends to accept and file /P 14 Copy of E Mail from Brenda Schmike to Dave Hancock, MLA A copy of this correspondence commenting on the Education Property Tax Committee and requesting the province to collect this tax has been received F`>^ Executive Committee recommends to accept and file 15 Sept 14/00 AAMD &C Letter re: Reduction of Education Property Tax The AAMD &C has advised Provincial Treasurer Steve West has announced the government will reduce their total education property tax requisition next year by $135 million, to about $12 billion annually Further the total education requisition in future years will be frozen at this same amount The MLA Review Committee on Education Property Tax will be reviewing the details regarding the implementation of this reduction While the AAMD &C commends the provincial government on this reduction but will continue to advocate the elimination of education tax on residential and agricultural properties Executive Committee recommends to accept and file 16. AUMA Conference The Minister has extended an invitation to attend a reception on Sept 27/00, following the opening ceremonies of the AUMA convention MINUTE/EC20000921 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT September 21, 2000 Executive Committee recommends to accept and file f 20 Kneehill Regional Water Committee Mrs Vetter requested direction whether or not she should attend the Kneehill Water Committee meeting scheduled with AB Infrastructure at the upcoming AUMA convention b%C7t 5 /00 Executive Committee recommends, in light of the motion, approved at the last 5,� Council meeting that the County withdraw its representative from this Committee, Mrs. Vetter not attend this meeting Further, the County finalize its accounting for D t� this organization's funds and forward a cheque for the balance of monies in this group's bank account to Joanne Weller, the secretary of this committee 21 Sept 20/00 AB Mental Health Board — Proclamation of Mental Illness , Awareness Week (October 2 8/00) A request to proclaim the above has been received Executive Committee recommends to accept and file 22. Trail Net Letters The standard letters regarding Trail Net and requesting the County to address, through their planning process landowner concerns have been received from the following R. V�510D Kerns, Huxley, Garry Tetz, Huxley, Garnet Tetz, Huxley, Isabell Tetz, Huxley, G Vim Andrew Tetz Huxley and Barrie Vickery Huxley Executive Committee recommends the standard response letter be sent to these people. 23 Sent 7/00 Letter from AB TrailNet re: Adiacent Landowner Access Across Former CPR Rights of Way on Kneehill County Now Owned by the Trans Canada Trail Foundation In response to an inquiry by the County's assessor, Mr Steve Nedoshytko, AB Trail Net has advised despite the Cosway Adjacent Landowners Association (CALA) decision not to proceed with mediation talks in negotiating the Access Agreement, the AB Trail Net Society remains open to negotiating balanced agreements (access, cross fencing) which recognize the mutual rights and responsibilities of adjoining landowners Executive Committee recommends to accept and file 24 Sent 18/00 Letter from Miller Lehane re. Torrineton The above lawyers represent John Wayne Johnson who as registered owner of the : 40%�1 . above lots has received tax notices which include improvements — trailer owned by , ''�'�� Loretta Wasacase This renter has not made her rental payments for the trailer located Lot 19, the lawyer also notes the trailer on Lot 20 was placed without the L landowner's permission and does not meet County setbacks and therefore requests the County serve notice to the renter to remove this trailer Further, Mr Johnson does not intend to pay property taxes for the trailer located on his property without his permission Executive Committee recommends Miller Lehane be advised the County will not involve itself in landowner /renter disputes 25 WCB Appeal — Jonathon Colyn WCB has advised Mr Colyn and his lawyer are again appealing his claim Mr Colyn MINUTE /EC20000921 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT September 21, 2000 was denied WCB benefits for a claim for neck problems, which he claims, occurred when he worked for the County Aug 21 31/97 The claim was not made until Dec 29/97 The County can send a representative to the WCB hearing, to be scheduled in Nov /00 Executive Committee recommends a letter be sent to WCB reiterating the County's position on this claim. o� 26 Sept 15/00 Flood Risk Management Strategy for Alberta — Draft Discussion with Stakeholders The above draft, intended to serve as a building block for policies in various ` departments that deal with flood issues has been received with a request for comments prior to October 31 /00 Executive Committee recommends this draft be referred to Mr McCook for P comments 27 Aug /00 Canadian Transportation Agency (CTA) Letter re.
