46 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT August 10, 2000 The Executive Committee of Otto Hoff Richard M Vickery and James Hanger met on Thursday, August 10, 2000, at the Kneehill County office, commencing at 8 30 A.M Lonnie D McCook, Public Works Superintendent and Jennifer Deak, Administrator, were also present along with Mr Rmus Onos, Kneehill Ambulance Operations Director The following items were discussed I Kneehill Ambulance Service a) Operations Report for July 2000 Mr Onos presented this report, highlighting the problems encountered on several occasions during July in obtaining assistance from the Linden crew to respond to ambulance calls, especially transfers As a result of this situation, Mr Onos called a meeting on August 3, 2000, with the Linden ambulance personnel Barb Long also attended this meeting as recording secretary Of those in attendance at this meeting only two members indicated they were wiling to assist with transfers, the other crew members indicated they were only willing to do 3rd line transfers or emergency responses in the Linden/Acme area. A request was made to have Karen contact the members not in attendance to obtain their opinion on this issue Of the members contacted b only another two indicated they were wiling to assist with transfers, this leaves six ambulance personnel from the Linden station that have indicated they do not want to assist with transfers This situation will impact the ambulance service and staffing levels will have to be adjusted to accommodate Mr Onos' report also informed of the completion of the six month probationary period for both Scott Wright and Allen McLeay A staff barbeque has also been scheduled for August 15/2000 at Braconmer s Park. Garry Cunningham and Alex Onos have both completed their EMT training and are currently working in this capacity on a casual basis The second call crew, which was on call during the day only, worked reasonable well for July and August In response to an inquiry from the Executive Committee, Mr Onos reported a roster is made up, in advance, for a second call crew, costs for this crew is $675 00 per month. Regarding the Linden situation Mr Onos noted, without the transfers, service volume from the Linden station would drop to approximately 70 calls per year It was also noted the KAS was paying for a half time position at the Linden hall Executive Committee recommends as follows The minutes from the August 3, 2000 meeting with the Linden ambulance personnel be forwarded to all KAS board members and discussed at the September -'l; 2000 KAS board meeting Mr. Onos ensure staffing levels are adequate to meet the needs of the ambulance -�S ✓ service, with the second call crew being maintained (days only) and approval be given to hire another full time ambulance staff member. A $1,000.00 per annum salary increase be provided to both Scott Wright and Allen '( McLeay, retroactive to the completion of their six month probationary period.' b) August 9/00 Memo from Mr Onos to the Executive Committee Mr Onos advises of the August 15100 BBQ at Braconmer Park and also that September 4/00 has been scheduled for a meeting to discuss policies and procedures Interested parties have been invited to the County office at 19 30 hours for this meeting A reminder that ACOP continuing education modules are due in September and the in house training continues on the first Tuesday of the month, commencing in October . !1 Executive Committee recommends to accept and file c) Year to Date Income and Expense Report " a. For the period January 1 — July 31/00 total income is $203,007 84 and expenditures 14503501 MINUTE/EC20000316 • U KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT August 10, 2000 Executive Committee recommends to accept and file amount o $527 80 It was noted approval for this expenditure had been received d) Invoice for Legal Opinion "1 !-040 The invoice from Reynolds Mirth Richards & Farmer for the legal opinion regarding member withdrawal from the KAS and distribution of assets has been received in the I from the KAS board , J R Executive Committee recommends to accept and file e) Employment Standard Regulation Affecting the Ambulance Industry The July 1 /00 changes to the Employment Standards Regulation that affect ambulance attendants were reviewed with Mr Onos who indicated the KAS is in compliance with these regulations 0 Executive Committee recommends to accept and file ff) ALS Call Monitoring A request was made at the February 3/00 Executive Committee meeting to monitor the ALS calls and the requests for ALS services from the KAS Mr Onos reported ALS services are only available when he is on call and that to date, this has not been an issue Executive Committee recommends to accept and file Mr Onos left the meeting — time 9 10 A.M 2. Request for Pagers Mr Onos has requested three pagers at $450.00 each to be used by doctors in training that nde along on ambulance calls e ,1 Executive Committee recommends the County's transportation department purchase these pagers, for use by the doctors in training 3 Trochu Fire Hall The July 20/00 report, prepared by Randy Tiller, of the meeting with the Trochu firemen and walk through of their new fire hall facility was reviewed. The report states the firemen consider the building too small to meet their needs and are proposing a 35 ft extension, the firemen are not interested in accepting the building as is nor are they willing to put their efforts into renovating the facility (painting, etc ), the firemen note it may be difficult to maintain membership and provide fire services without an acceptable building After receiving this report, Mrs Deak sent a letter to the town of Trochu enclosing this report and requesting Trochu address this issue and advise whether the Trochu Council supports the firemen's position This 9 matter was discussed at Trochu s August 8/00 council meeting and a letter has been !! received from Trochu indicating this is a joint fire department and Trochu believes they should be working together with the firemen on these issues, the town has agreed to pay 50% of operating expenses but have not even been invited to see the new p�0 facility, it is noted in the report certain renovations are needed, Trochu feels a 4" water line for fast fill is necessary Trochu would like to meet with the County as soon as possible to address this matter and request the County advise of possible dates Mr McCook reported, after receiving Mr Tiller s report, he had changed the locks at this facility A discussion followed on the County's direction in this matter Executive Committee recommends the County provide the town of Trochu with � notice of termination of the Trochu and District Fire Agreement. MINUTE/EC20000316 �q n KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT August 10, 2000 4 August 3100 Letter from Clapp Morisett This legal firm representing Mr Ed Dunay have advised they consider the County s Early Retirement Incentive Policy to directly or indirectly discriminate against Mr Dunay on the basis of his age and requests the County re examine this policy and allow Mr Dunay to obtain early retirement on the basis of 60% of his current salary Failure to do so will result in this firm advising Mr Dunay to commence a complaint under the Human Rights Act The letter requests a response by August 11, 2000 It was noted there was misinformation in this letter as it states Mr Dunay was the only employee over 60 years of age at the time of this policy Mrs Deak reported she had spoken with the Human Rights department and reviewed a response to this letter she had prepared, based on the information obtained from Human Rights Executive Committee recommends this letter of response be sent to Clapp Morisett and further, should Mr Dunay commence a complaint under the Human Rights Act or seek civil remedy and be unsuccessful in has pursuits, the County claim, from Mr Dunay, all legal costs incurred in defending itself in this matter 5 Aug 9/00 Stop Order — Bayes Beef Builders E of 2132 25 W4 A stop order was issued on August 9/00 to Bayes Beef Builders advising a Development Permit for the feedlot expansion must be applied for by August 11,2000 or the operations must cease and the site be reclaimed to the satisfaction of the 4% Development Officer Executive Committee recommends to accept and file 6. Kneehill Regional Water Committee (KRWC) a.Aug 1 /00 Letter from PFRA re. Aug 22/00 Appointment A letter has been received from Gerry Guy of PFRA confirming Bill Franz, District Water Specialist for PFRA will attend the August 22, 2000 Council meeting to discuss the County's concerns with the proposed Kneehill Regional Water System He further recommended Bert Jackson chairperson of the Kneehill Regional Water (� Committee and John Van Doesberg, administrative consultant for this group be�� invited to assist in this discussion. Does Council wish them to attend the Aug 22/00 meeting? Executive Committee recommends only PFRA attend the August 22, 2000 council meeting, as per previous motion of Council. b. July 27/00 Letter to Richard Ruchkall A letter was sent in response to a request from Richard Ruchkall to serve on the Kneehill Regional Water Committee (KRWC)and for the Acme Agricultural Society, to address Kneehill County Council regarding this water system and the interest of the rural residents of the County The letter stated his request to sit on the Committee had tj been forwarded to the secretary of this committee and suggested his group to continue ,p to be involved with the KRWC as they are spearheading this project, not the County Mrs Deak further reported Mr Ruchkall came into the County office August 9th and clarified Council s direction that his group deals with the KRWC Executive Committee recommends Mr. Ruchkall's request for representation by his group on the Kneehill Regional Water Committee be referred to Joanne Weller, secretary for KR WC �7 c Aug 2/00 Three Hills Capital Questionnaire re Regional Water Line A questionnaire regarding the rural resident interest in a regional water line was published by the Acme Agricultural Society requesting replies by August 11, 2000 Mrs Deak noted, during her discussion with Mr Ruchkall on August 9th, he had indicated these survey results would be presented to the Kneehill Regional Water MINUTE/EC20000316 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT August 10, 2000 Committee j Executive Committee recommends to accept and file 7. Multi Media Proiector jThe Department of Agriculture has advised they are not interested in sharing a multi media projector with Kneehill County and suggested a more effective demonstration would be obtained from a company selling this equipment Direction is requested i ! from Council regarding further action on this matter? July 24/00 Letter from Bill Simpson, Manager MSCIA A copy of the letter sent to the Chairman of the Municipal Safety Code Inspection Committee providing his analysis of the GST situation He further reported the current situation was caused by the Committee's conduct over the recent time period and is still open for a resolution and correction of the Committee's errors Executive Committee recommends to accept and file c July 25/00 Letter from Bill Simpson, Manager MSCIA An offer to settle, providing amounts for each member of the MSCIC, has been received, which offers to save harmless from any and all claims with respect to the operations of the MSCIC from its inception to December 31, 2000 any municipality who remits their GST invoice and the amount identified as to the offer to settle The amounts listed in Appendix "A for Kneehill County are $78,500 00 for estimated gross liability and approximately $80 000 00 for GST Executive Committee recommends to accept and file d City of Fort Saskatchewan Withdrawal From The Municipal Safetv Codes MINUTE /EC20000316 n LJ LJ • KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT August 10, 2000 Commission (MSCIC) A copy of the July 26, 2000 letter from the City of Fort Saskatchewan to Bill Simpson Municipal Safety Codes Inspection Agency, was received announcing PJ their discontinuing membership with the MSCIC effective October 31, 2000 Executive Committee recommends to accept and file 34 Planning Reports a Land Use Planning With Respect to Pipelines Barb Reimer, the County's Development Officer has submitted a report on the draft document Land Use Planning With Respect to Pipelines A Guideline for Local Authorities, Developers and Pipeline Operators This report deals with the different types of pipelines well sites and facilities and their related setbacks Ms Reimer advised the following there is an MDS (Minimum Distance Separation) U type issue with some of the pipelines, once a pipeline goes in it allows a certain ���� amount of control over the adjacent land use designation, the Alberta Energy and y Utilities with every subdivision application so the subdivision can meet all setbacks and will not be created with unreasonable restrictions on development and suggested the County should place another question on Development Applications pertaining to high pressure or sour gas lines in the area Executive Committee recommends to further discuss this issue at the next Land Use Bylaw Planning Meeting b. MSCIA Inspections on Errol Schimke Development Vv Ms Reimer reported as of July 26, 2000 Wayne May the contractor for this development has not received any paperwork. Until the County receives the closed files from the MSCIA, it will not be possible to know what has actually been done on this file oe Executive Committee recommends the Development Officer follow up on this matter when all documentation is received regarding this permit. c Report on Draft Red Deer County Land Use Bylaw Ms Reimer reviewed the Red Deer County Land Use Bylaw draft document, as per Council request, and reported on the sections that Kneehill County may wish to consider when creating its new Bylaw She commented that implementing specific guidelines regarding the number of animals that can be maintained on an acreage would be helpful (Section 18) The setbacks from roads differ in that Red Deer County specifies 150 feet from gravel and 75 from paved Section 56, requires more regulations including strict landscaping standards for any Commercial, Industrial and Recreational Districts In their Hamlet Residential District they require all buildings to be of new wood only She noted Red Deer County does not require a Development Permit for the commencement or completion of any activity building or operation that is essential or accessory to the agricultural use of land in excess of 20 acres and which land is assessed for municipal taxation purposes as farm land, and is used for farming Under Section 47 pertaining to the Extraction of Aggregates, they require quite a few guidelines along with a site assessment prior to any extraction Kneehill County has this listed as a discretionary use (natural resource extractive industries) without any guidelines • Executive Committee recommends to refer this information to the next Land Use Bylaw Planning Meeting d. Lacombe County Intensive Operations Bylaw Ms Reimer suggested the County might want to consider some points Lacombe County is making in their new Intensive Operations Bylaw She included a copy MINUTE /EC20000316 W .�J tp r� u spa • • KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT August 10, 2000 of their new Bylaw for Council s information and consideration Also included was an example of a Notice of Development Application for Intensive Livestock Operation, for review and comment Mr Vickery reported he had received information this bylaw was passed (4/3) Executive Committee recommends to further discuss these issues at the next Land Use Bylaw Planning Meeting. Mrs Deak advised she would contact Mr John Rusling to determine when the County's proposed new Land Use Bylaw would be ready 35 Meeting re.
