Due to Council members being away on the 2000 ASB Provincial Tour, no Executive
Committee was held prior to the July 18, 2000 Council meeting
Jennifer Deak, Administrator, and Lonnie McCook, Assistant Administrator, met on
July 13, 2000 at 8 50 A.M. to review and make recommendations on the following
correspondence.
1. Brost — September 1999 Request re Having Grainger Corral Area
A motion was passed September 28, 1999 that upon confirmation of County T,
ownership of this land and dissolution of the local roping club Mr Brost be allowed ,�J"
to hay under the conditions that Mr Brost clean the site and any lease arrangements, ►- 3�
for haying be for a three year term(to be reviewed after 3 years) Mr McCook has
reported nothing further has happened regarding this request

2. Request for Survey (Re pinning) of Torrington
September 23 1999 motion for Mr McCook and Mrs Deak to confer with Robin
Arthurs, surveyor, to determine exact pin locations and survey for Torrington 1=
Reported Mr Arthurs has completed the survey of this hamlet

3. Aug/99 Letter from AB Municipal_ _Affairs re. Prioritv Access for Dialing (PAD)
Replacing Line Load Control
Telus has implemented this system which increases the possibility of essential users
or agencies placing local calls during times of emergency by giving protected lines Q
priority in accessing dial tone and requesting information on the person responsible ].W
for maintaining the Line Load Control Listings

4 June 20, 00 Letter from Hon. Ed Stelmach re Transportation Association
of Canada's Annual Conference and Exhibition
An invitation was received for Kneehill County to attend this conference to be held at
the Shaw Conference Centre in Edmonton AB from October 1 4, 2000 The �$
conference theme is Transportation, Trade, Tourism and Technology

5 June 27/00 Letter from TransAlta re Choosing Electricity Supplier
Consumers have two options due to the deregulating of the electrical industry to wait
and see how prices are impacted through deregulation before choosing a retail
supplier of electricity or remain with TransAlta receiving a three year regulated rate
This decision needs to be made by November 2000, as the selected retailer will begin
to provide service effective January 1, 2001

July 6/00 Press Release re Sale of Alberta Distribution and Retail Business to
UtiliCorp Canada Corp
A copy of the press release advising that approval had been received from the Alberta
Energy and Utilities Board for the sale of TransAlta's Alberta distribution and retail
business to UtiliCorp Canada Corp TransAlta is in the process of negotiating final v�
details of the agreement with UtiliCorp

Power Distribution Assets
Mr Tienkamp advised Mpower will not be initiating regulatory action with the intent'
of capturing a share of customer related premiums for municipalities (June 30/00 ,
deadline) but hopes to work with municipalities in the future to help them reduce
costs to their constituents by taking ownership of power distribution assets

8. Invitation to Grand Opening Wheatland County Administration Building
An invitation has been received for the July 28, 2000 grand opening of the Wheatland
County Administration Building commencing at 1 30 P M
Recommend Council, Jennifer Deak and Lonnie McCook attend the grand opening
of the Wheatland County Administration Building and a plaque in recognition of
this event be presented to Wheatland
9 Invitation to a Stampede Night hosted by Brownlee Fryett
An invitation was received on June 27, 2000 from Brownlee Fryett to attend a ��-eop^
Stampede Night to be held on Monday July 10, 2000 at Celli's Irish Pub &
Restaurant

10. MGA 305(1) Assessment Change Requests
Mr Dunay, the County's assessor, has recommended the following assessment
changes as provided for under MGA 305(1) which allows the assessor, in cases of
assessment roll error, to correct the assessment for the current year only and send an m
amending assessment notice to the assessed party

The taxes should be cancelled $146,010 x 0.017553 = $2,562 91 �L
Recommend to concur with the Assessor's recommendations for the above noted
assessment reductions
11. Acme Community Hall Financial Statement November 1/98 to Oct 31/99
The above financial statement has been submitted along with a notation stating this , a rD
facility is used for a variety of functions (banquets, dances meeting rooms used for
smaller meetings etc) Total receipts for the reporting period are $27,982.43 with �v
expenses $23,739 30 bank balance is $4,243 13

14 June 28/00 Letter from AAMD &C re Survey on Grazins Lease Issues
The AAMD &C has forwarded a survey form to be completed by the municipality
prior to July 21, 2000 regarding Grazing Reserve Leases The responses will be
compiled and a summary forwarded to MLA Dave Broda, who is heading the
provincial consultations on implementation of Bill 31, the Agricultural Dispositions
Statutes Amendment Act Mr McCook and Mrs Deak proceeded to complete this
survey

Notification has been received advising the next Kneehill Regional Water Committee
meeting will be held at Kneehill County office on July 17 2000 commencing at 7 00

16 June 28/00 Letter from AAMD &C re Survey on Resource Roads Program
The AAMD &C has requested input from the municipalities regarding any key
changes they would like to see incorporated into the Resource Road program Mr
McCook noted Kneehill County has yet to meet the funding criteria for this program

21 June 23/00 Letter from Village of Carbon re Kneehill County Recychm Grant
A request has been received from the Village of Carbon to obtain funding from the
County s Recycling Grant for 2000, in the amount of $38183, to be used to help
offset costs of wood chipping, paper and cardboard recycling to the Drumheller
Landfill and the annual toxic waste roundup

22 Wetlands 2000 Conference `
Notification has been received of a Wetlands 2000 Conference to be held at the Red Pte°
Deer Lodge on September 20, 21 and 22, 2000 This Conference will discuss issues op,
relating to the management, development and preservation of wetlands in Central
Alberta.

A request has been received from the Big Country Tourist Association for a sign

An invoice was received from the City of Red Deer, in the amount of $6,883 90 for asp
ambulance dispatch for the months of January 1, 2000 to July 31, 2000 based on
$100 per capita for the entire County, including both rural and urban jurisdictions
(population of 11 029)
Recommend approval of this invoice for payment

(CALA) re. Negotiations
Scott Richardson, President of Alberta TrailNet has advised TrailNet remains open to
negotiating balanced agreements which recognize the mutual rights and
responsibilities of adjoining land owners despite CALA unilaterally withdrawing Vim"
from negotiations on June 15, 2000 He also reports TrailNet is proceeding towards rt
finalizing its management agreement with the TransCanada Trail Foundation to
enable Alberta TrailNet to hire the resources necessary to install signs, remove litter,
deal with weeds and process the disposition of unneeded land

A copy of the 1999 Annual Report of the Kneehill Regional FCSS was received
Items of note include Revenues from provincial funding $178,489 60 and local ��
governments $44 622.40 of which $20 490 60 was contributed by the County, for
total revenues of $223,112.00 Expenditures were administration costs $47 098 11 -T3 �
and grants to organizations $176,013 89 of which the KCRP received $80 810 16 and
Seniors Outreach $68,800 00 NP

34 June 26/00 Letter from Legislative Assembly of Alberta re Unified Family
Court Task Force — Public Consultation
A copy of a Consultation Paper put together by the Unified Family Court Task Force
along with a request to complete the enclosed questionnaire in order to help identify %�--
the best possible solutions for the family law system in Alberta, was received ��

35. Ed Dunay Comments re. Municipal Government Board 1999 Linear
Assessment Appeals
A May 12/00 a letter received from the Alberta Municipal Government Board along
with a copy of Board Order MGB 069/00 with respect to the 1999 linear assessment �
complaints, was referred to Mr Dunay for his comments Mr Dunay recommends ,� g
Council can send a letter of intervention under MGB Section 508 for year 2000 and v
2001, which would provide the County with a copy of the proceedings

36. Summary of Provincial Aviation Strategy Subcommittee Meeting $ L
As requested at the June 22/00 Executive Committee meeting a summary of the q�
above meeting dealing with the sustainability and viability of small airports airport
grants, Emergency Response Services and other issues has been obtained
Recommend this summary be referred to the Airport Committee representatives
37 July 5100 Letter from AAMD &C re: Compensation Under Species At Risk Act
(SARA)
A copy was received of the submission forwarded by the AAMD &C to Dr Pearse, Q ej
who has been appointed by Federal Environment Minister David Anderson, to v`'�
examine the compensation of individuals suffering loss as a result of various
prohibitions which could be implemented under SARA

38. Municipal Planning Commission (MPC)
After attending a MPC meeting and given the complexity and impact of the issues
being handled, Mrs Deak has recommended all of Council be on this board with all
members at large making up the Subdivision and Development Appeal Board This
would ensure all of Council is apprised of planning and development issues as they
arise, not after they have been approved
Recommend all Councillors serve as representatives on the Municipal Planning
Commission with the Subdivision and Development Appeal Board comprising

This is a slow month, like July, and business could be addressed by one Executive kP My,�

40. County of Stettler 1999 Annual Report
The 1999 Annual Report for the County of Stettler was received It was noted the
taxation rate for the 2000 taxation year has been reduced from 13 8 mills to 11 7
mills, a 15 percent reduction Also of note is a set of procedural guidelines for
intensive livestock operations Councillor salary disclosures range from a low of
$10 535 00 to a high of $17 45100 for 1999

41. Municipal Safety Codes Inspection Agency (MSCIA)
A copy of the June 27/00 letter from Bill Simpson of the MSCIC to the Executive P
Director of the MSCIA was received. Mr Simpson advised he will be sending a c h
detailed explanation of the GST issue breaking down the services, for each fiscal year, Id,
that were provided to the Commission The GST invoice to the Commission will be
for those members still active in the Commission, all former members will be billed
directly He further advised due to financial problems and money owed for 1998,
neither the auditor nor the accountant are willing to begin work on the 1999 financial P `�
statements Mr Simpson clarified that the Agency has every intent to perform the
services as required by the contract with the Commission, however due to the
Commission not forwarding any monies the deadlines will not be met due to cash
flow

Notification was received that Alberta Municipal Affairs has moved the closed permit C 1
files from the MSCIA offices in Fort Saskatchewan to Red Deer where they will be
sorted into boxes by municipality

43. July 4/00 Letter from MSCIC re GST on Past Safety Codes Permits
Ken Hodgms, Chairman of the Municipal Safety Codes Inspection Commission
advised municipalities that the invoice from the MSCIA for GST on past safety codes
permits is not endorsed by the MSCIC and advises all members to disregard the J
invoice The Commission is working with a legal firm, Alberta Municipal Affairs, C C
Alberta Treasury and Canada Customs and Revenue to resolve the GST issue

originally determined the following regarding GST that the sale of permits on behalf
of a municipality would not require the collection of GST, a municipality would be
required to pay GST on all supplies or services obtained from GST registrants and
anoint municipal initiative (Commission) would qualify for status under tax rules, as
a municipal entity and as such be eligible for the municipal rebate of 57 14% He
further stated in 1996 he had recommended the contractor should include GST in the
services but the Executive Committee of the Commission determined that GST would
not be included, as it was believed that GST was not an issue for the contractor selling j4l
the permits

45 Ledcor Industries Ltd. Lease
Ledcor has paid the rent to Alberta Infrastructure and Kneehill County has been
credited, up to April 30, 2000, for the AT &U Trochu Yard purchased by Kneehill "
County Ledcor remained at this location until the first of July when they moved into
the Weich shop The terms of the lease agreement signed between Kneehill County
and Ledcor for rental of the Weich shop at the Kneehill County yard stipulates
$1 000 00 per month and a $1000 00 deposit
Recommend Ledcor be invoiced $1,939 58 per month for possession of the Trochu
site for the months of May and June 2000 and further they be invoiced for the
$1,000.00 deposit and the $1,000 00 monthly rental as per the lease agreement for
the Weich shop

Luijkx suggested, in an effort to provide fresh ideas and insight with no preconceived
biases, the old KAS board members be replaced with new members Kneehill County
endorses this suggestion and has appointed Councillor Glen Wagstaff as the County's
representative to the KAS with Councillor Marylea Lowen as alternate
