July 5, 2000
A special meeting of Council was held in the Kneehill County office 232 Main Street,
Three Hills, Alberta on Wednesday July 5 2000, commencing at 1 00 P M
The following were present for the meeting

Marylea Lowen
Jane Allan
Marjorie D Vetter
James Hanger
Division Two

Division Five
Jennifer Deak, Municipal Administrator, and Lonnie McCook, Assistant Administrator,
were also present along with Barb Long who recorded the minutes
Councillors' Wagstaff and Vickery were not present for the meeting
The meeting was called to order at 1 03 P M
PRESENT
CALL TO ORDER
Mrs Deak reviewed Kneehill County's May 1, 2000 motion to withdraw from the Kneehill COUNTY
Ambulance Service Board effective June 1, 2001 with Kneehill County establishing its own AMBULANCE
ambulance system and the County's vision for the provision of this ambulance service as
agreed upon at the May 23, 2000 Council meeting,
Lengthy discussion ensued regarding level of service and response time number of
ambulances to provide this service, manpower, and ambulance station and location A
consensus of opinion was reached by the Councillors present on the following items
committed to a blended system of ambulance and fire departments felt there was
merit in utilizing current volunteers and upgrading their training to a level that is
recognized
a need for three ambulances one available for transfers, one for first call and one
for backup
necessary for only one building to be built in a central location, close to hospital, to
station all ambulances
Mr Hanger moved the direction of Kneehill County, with regard to ambulance service,
is to a blended system of ambulance and fire, utilizing volunteer fireman as first
responders, as well as a centralized ambulance station in Three Hills Further Mr
McCook be authorized to investigate the options of purchasing land within close
proximity(no further than one half mile distance) of the Three Hills Health Care Centre
CARRIED UNANIMOUSLY
Mr McCook left the meeting at 2 18 P M
Mrs Deak presented a draft of the letter she had prepared to send to the Kneehill Regional
Water Committee regarding the County s position as well as a partial accounting of costs
for the Three Hills Water system Council approved the draft copy of the letter as
presented Mrs Deak advised she would supply a complete breakdown of the amount of
money Kneehill County had invested in the Three Hills Water System prior to the July 17
2000 Kneehill Regional Water Committee meeting
Mr McCook reentered the meeting at 2 21 P M
To give an idea of the dollars necessary for the urban centers to implement a regional water
system, Mrs Deak reported an estimated cost of $3500.00 per capita, calculated by using
the total estimated cost of 45 million dollars divided by the urban populations

Mr Hoff reported a site visit by Ms Reimer, Development Officer for Kneehill County,
and himself to the Britestone Hutterian Colony in response to a request from the colony due
to a high nitrate level (17 6) appearing in tests taken on one of their monitoring wells in
February 2000 Ms Reimer requested they submit results from the new water tests taken
and strongly recommended they not drink the water until this reading had been fully
investigated
Mr Hanger moved the meeting adjourn
