HomeMy WebLinkAbout2000-06-22 Council Minutes--Gi KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT June 22, 2000 The Executive Committee of Richard M Vickery, James Hanger and Marylea Lowen met on Thursday, June 22, 2000 at the Kneehill County office, commencing at 8 30 A.M Lonnie D McCook Public Works Superintendent and Jennifer Deak Administrator, Amok were also present The following items were discussed I Carbon Repeater Mr McCook reported the radio upgrading at the Carbon site is underway The current repeater is twenty years old and needs quite a bit of repair An assessment will be made as whether to repair or replace this equipment (Replacement costs estimated at between $5 8,000 00) U rnry� LM Executive Committee recommends the Public Works Superintendent be authorized, at his discretion, to determine whether the Carbon repeater can be repaired or replaced. U 2 Ledcor Lease Mr McCook reported Ledcor will be moving into the Weich Shop to day Ledcor g� has requested a letter clarifying the lease term regarding the 60 day notice clause, which will not come into effect until their lease assignment expires in 2001 Also, DWt) Ledcor will be utilizing their salt and sand shed at the Trochu location until the a L- expiration of their lease assignment Executive Committee recommends a letter be sent to Ledcor confirming the clause in their rental lease regarding the 60 day notice is not effective until the expiration of their current lease assignment 3 Ledcor Industries Mr McCook reported Ledcor has inquired about the possibility of leasing two of n the County's sand trucks (290's) Ledcor will be responsible for insurance, repairs and maintenance on these vehicles during the term of their lease and estimate the lease period to be approximately 500 hours per year Mr McCook -<�f C M A I reviewed the costing he had prepared to calculate an hourly charge for the leasing of these trucks ($20 61 /hour) Executive Committee recommends the Public Works Superintendent be authorized to negotiate a rental rate with Ledcor for the leasing of these sand trucks, with such a rate not to be lower than the calculated hourly cost for this equipment, as costed by Mr McCook. 4 May 30100 AB Infrastructure Correspondence re Status of Funding 2000/01/02 Bridge Request List In response to the County's bridge priority listing and funding requests, the S11 AMP province has provided a summary of bridge authorizations for approved funded projects Mr McCook reported this summary p ary and bridge funding approvals reflect the County's priority bridge requests Q S Executive Committee recommends to accept and file 5 Road Obstructions E of 6 &7 29 26 W4 Mr McCook updated the Executive Committee members on the above matter, noting the RCMP are involved with this situation. Photographs of the obstructions placed across the road have been taken In addition to these r'� X6 COOV, pf5; obstructions donkeys were let loose on this road The RCMP along with animal out`s 05 control officers, have addressed this situation Executive Committee recommends to accept and file MINUTE /EC20000316 KNEEHILL COUNTY ^� EXECUTIVE COMMITTEE REPORT June 22, 2000 6 Reclamation Certificate SG 9 (Pt NW 19 30 25 W4) QP� �,v A historical moment for Kneehill County The County has received Its first i Reclamation Certificate for the reclamation of the gravel pit at the above noted • location Executive Committee recommends to accept and file 7 Assig -nment of Ledcor Industries Ltd FJ J A rd The province has forwarded the fully executed assignment of lease between itself Su-+P° and the County with regard to Ledcor Industries lease at Trochu P 1#k Executive Committee recommends to accept and file 8 SH806 /Glen Rieger Mr McCook reported concerns he had received from Agra Torchinsky about Mr Glen Rieger Acme, who has been telephoning the engineer and TrailNet with regard to the overpass, south of Linden, on the SH806 road project This is causing some concerns as it may be jeopardizing the negotiations with TraalNet at • this location Mr Vickery reported that Mr Rieger had also discussed this road project and the TrailNet negotiations with him. z) memo Executive Committee recommends a letter be sent to Mr Rieger advising ham a the County is acting as the agent for the province for this road project and outlining the County's concerns that outsider interference may jeopardize they overpass negotiations with TrailNet, which may, in turn, delay the project. �'�' ��r7� 9 Garbage Contract — Orkney Viewpoint & SH 837 at the Lions Campground No responses have been received from the tender advertising for the contract garbage pick up at the above locations Mr McCook noted the province now has control of the secondary highways in the County Executive Committee recommends a letter be sent to the province advising the j 'b iy,a garbage contract status for these two locations and requesting the province assume the responsibility for this 10 Municipal 2000 Grant As reported and approved at the last Executive Committee meeting, the County will not be entering into anoint Municipal 2000 Grant with Wheatland County Options for application for the basic grant ($12 660 00) was reviewed by the �., (� MU40 Committee new telephone system, obtaining software for the shop (work orders, a a#4' etc ) It was agreed the County should not go to a voice mail, message centre type of phone system with the preference being for staff to handle all calls J--b Executive Committee recommends a Municipal 2000 Grant application be 8 L <�eaux submitted for computer software for the public works shop ct*Ad 11 Fred Pfeifer Request re Removal of Bushes, Torrington Mr Pfeifer has requested the bushes, on County property south of his residence in Torrington, be cut back as they are now encroaching on his property It was noted, as approved at the last Executive Committee the Public Works b m2ma Superintendent had the authority to address such matters S Executive Committee recommends Mr McCook address this matter 12 Aerial Photographs A motion was approved February 22/00 for aerial photographs with the cost not to exceed $2,500 00 Mrs Deak reported the estimate for these photographs — flying MINUTE /EC20000316 • • KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT June 22, 2000 time is $2,450 00 and purchase of the photographs $3,300.00 It was noted this cost was considerably less than the previous aerial photographs D mama Executive Committee recommends approval to proceed with aerial photographs, L cost estimate ,$S, 730 DO 13 Applied Land Use Plammnt! Courses, University of Alberta The University of Alberta is now offering a certificate program in applied land use planning courses Courses will include Land Use Planning, Land Use & b Subdivision Design Enforcing Land Use Bylaws Mrs Deak discussed the merits of taking these courses The benefits of elected persons on MPC and SDAB taking these courses were also discussed aV Executive Committee recommends approval for Ms Reimer, Mr McCook and crr Ms Deak to take these courses, at their discretion, and further, upon request, this information be provided to all Councillors for their consideration Mr McCook advised he had another meeting to attend arranged on site at the Schmautz pit, and left the meeting 14. Mr. Muensch — newspaper subscription concerns Mr Reinhold Muensch, a County landowner residing in Oliver, B C , has expressed his disapproval that only County landowners residing in Alberta receive o free newspaper subscriptions The reasoning behind Council's decision was a I. explained to Mr Muensch and he has requested Council address his concerns He would like to have his taxes reduced by the actual amount of the newspaper D„ 3 subscription, as this is a benefit he is not receiving Executive Committee recommends a letter be sent to Mr Muensch explaining the County's position with regard to out of province newspaper subscriptions 15 County Golf Tournament — July 7/2000 Mrs Deak reported, due to prior commitments, neither Mrs Paget nor Mrs Wilkinson can work in the office on the day of the County Golf Tournament Mrs Deak will arrange to have a skeleton staff at the office As in the past those AY-, ran) o staff remaining in the office on this day will be included in the Parkland Golf 1.v5 Tournament Invitations to employees that have retired in the current year were also discussed and it was noted the County would not be holding a Christmas ply Executive Committee recommends Mr Brian Bauman and Mr John Jeffery, the two current year retired employees, be invited to the County's 2000 Golf Tournament on July 712000. 16. Cellular Telephone for New Assessor Wheatland County has inquired about the possibility of providing a cellular telephone for the new assessor Also Mr Dunay has inquired about the possibility of providing a vehicle for this person so that both assessors can travel separately to do assessments Executive Committee recommends, if required, a cellular telephone be P ) S obtained, through Kneehill County, for the new assessor and further, the vehicle requirements be temporarily addressed by Mr McCook for the duration of Mr Dunay's employment MINUTE /EC20000316 • N KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT June 22, 2000 17 Kneehill Ambulance Society (KAS) a) Bank Reconciliation Account balance as at May 31 /00 for the chequing account is $59 254 the donation account $9,51127 Executive Committee recommends to accept and file 19 and for b) Response /Call Volume Summary Total call volume year to date is as follows Jan 79, Feb 55 Mar 69, Apr 42, May _ X15 51, June (1 15 only) 33 for a total of 329 Of this total the Linden hall responded !
