EXECUTIVE COMMITTEE REPORT
May 18, 2000
The Executive Committee of Otto Hoff, Richard M Vickery and Jane Allan met on
Thursday May 18, 2000 at the Kneehill County office, commencing at 8 30 A.M
Jennifer Deak, Administrator, was also present
The following items were discussed
I Kneehill Ambulance Service (KAS)
a. May 3/00 Letter re. 1998/1999 Training Grant Project and Expenditure
Re_ view --
Alberta Health and Wellness has contracted TTG Systems Incorporated to conduct
on site project reviews in order to determine if the provision of grant funds is
providing the upgrading and continuing education to ambulance attendants in
order for them to offer better care to their patients Mr Onos has been provided
with a copy of this information

b. Special KAS Meeting
Loretta Ling, Chair of the KAS has called a special board meeting for Thursday,
May 25/00 at the Kneehill County office commencing at 7 00 P M to discuss the
County s letter and decide where to go from here

Helga Price has requested (via fax) the above minutes so she can let some of the
KAS members know what was covered Mrs Deak has advised Mrs Price (via
fax) that once the KAS board has approved these minutes they will be available
and faxed to her

3 May 9/00 Letter from City of Edmonton re Capping of Provincial Education
Taxes
A letter has been received from Mayor Bill Smith, of the City of Edmonton,
encouraging Kneehill County to request the province drop the capping program by
offering suggestions and opinions through the AAMD &C and directly to the
Minister of Municipal Affairs and the Premier It was noted the AAMD &C has
set up a Committee to investigate this matter

4 May /00 Letter from Alberta Municipal Affairs
In an effort to streamline some of the regulations Alberta Municipal Affairs is
proposing to consolidate the Assessment Complaints and Appeals Regulation and
the One Member Assessment Review Board and the Municipal Government
Board Panel Regulation This consolidation of these two regulations will not
make any substantial change except to remove some expired or redundant sections
from each regulation A draft consolidation can be viewed at

5 Invitation to the Red Deer College Board of Governors Dinner
An invitation to an informal dinner with the Red Deer College Board of
Governors, scheduled for 5 30 P M Monday, June 12, 2000 at the Red Deer m
College, has been received This is to be an opportunity for the Mayors and
Reeves of Central Alberta to discuss ways the Red Deer College could better meet
the needs of the community Confirmation is requested by June 7, 2000
Executive Committee recommends Reeve Hoff and his spouse attend this event
6 May 3100 Letter from AB Community Development re Energize Workshop
and Recreation Volunteer Recognition Awards
A letter has been received advising the AB Community Development, along with
AB Recreation and Parks Association and the Canadian Parks /Recreation
Association are sponsoring the Energize Workshop in conjunction with the
CP /RA Symposium and ARPA Conference to be held Oct 22 25, 2000 at
Chateau Lake Louise A nomination form and the criteria to nominate an
individual who has made significant contributions in the recreation area were
attached with a deadline for submission of Friday June 30, 2000

7 AB Agriculture Workshop — Finding Agreement on Difficult Issues
Notice was received from Ron Cox, Wild Rose Economic Development
Corporation, advising this workshop will be held in Cochrane on June 7ch & 81h,
2000 and will focus on processes to understand and find agreement on difficult
issues
Executive Committee recommends, scheduling permitting, Council attend a
workshop in the fall covering this issue
8 Agenda for the Association of Alberta Co op Seed Cleaning Plants Regional
Meetings
A copy was received of the agenda for these regional meetings which will be held
in 7 locations in the province during the month of June Region 2 meeting has
been scheduled for June 14/00 in Carstairs

9 Superior Emergency Vehicles Ltd
Payment in full ($156,972.21) was made for the purchase of a Triple Combination
Pumper from Superior Emergency Vehicles and the fire truck was delivered to
Torrington on Tuesday, May 16, 2000 �-� ►??>�1^G
Executive Committee recommends a publicity picture be taken with this new
fire equipment and the regional fire coordinator, Fire Committee and
Torrington fire department.
10 May 9/00 Letter from AB Municipal Health and Safety Association
(AMHSA) re: Municipal Partners in Iniury Reduction Program (PIR)
A letter has been received advising Kneehill County has met all the program
requirements for 1999 but because actual costs exceeded expected costs, there will

A letter has been received advising Darren W Moroz has expanded his practice to
include municipal law and expropriation law throughout Alberta His past
experience includes legal advice and services regarding all aspects of the
Municipal Government Act while at the City of Edmonton Law Branch Mr
Moroz has joined the firm of Mah & Chiu in Edmonton, AB, and requests an
opportunity to discuss his services

Dimension and Weight Regulation
A copy of the AB Infrastructure Discussion Paper on proposed amendments to the
Public Vehicles Dimension and Weight Regulation has been received from the r, fro

Larry Riep, Lacombe County, has advised of a telephone scam that he has

reported to the security departments of the telephone companies By following
the directions requested by an individual claiming to be a telephone technician, (to
�I push nine, zero, and the pound sign) that individual would have full access to

your telephone line thus enabling them to place long distance calls and bill them � D
to your telephone number He was advised this scam has been originating from g '"
many local fails /prisons
Executive Committee recommends this information be forwarded to the local
newspaper for public information
17. May 12/00 Offer to Purchase County Calf Shelter at former Armien Toews
Property (SH806 south of Linden)
An offer to purchase the calf shelter located on Kneehill County property for the
amount of $30 00, has been received from Correen Friesen , J -D ► `
Executive Committee recommends Mrs Allan inspect this shelter and report
back to Council.
18 May 3100 Letter from Revenue Canada re GST Audit
Notification has been received from Revenue Canada that a GST audit of the
books and records of Kneehill County for the period of January 1 1996 until
March 31 1998 has resulted in a NIL assessment

19 Statement of Claim and Notice to Defendant re. Wallace
A Statement of Claim and Notice to Defendant has been received from the Court
of Queen s Bench of Alberta regarding the May 1998 fatal accident of Richard
Wallace, naming Kneehill County and other parties as defendants The Claim
states the County was responsible for the maintenance, repair and control of Twp
Road 29 3 and its adjacent ditches and drainage Kneehill County has until May
21, 2000 to file and serve a Statement of Defense or Demand of Notice Mrs
Terry Nash has faxed this information to the County's insurance company who
has, in turn, forwarded it to the adjusters

20 May 8/00 Letter from Red Deer County re: Municipal 2000 Sponsorship
Program
A letter has been received from Wes Stambaugh, Red Deer County Manager, rrc�
inviting surrounding municipalities to explore any projects that could be pursued
,jointly, to access the incentives in the Municipal 2000 Sponsorship program for
projects that promote inter municipal cooperation It was noted Kneehill County
would be partnering with Wheatland County in exploring a joint municipal 2000
grant application for regional fire /disaster and assessment services.

of Kneehill's commitment with Wheatland County.
21 Calgary Herald News Article re Alberta TrailNet
y The May 4/00 edition of the Calgary Herald reported the organizers of the Trans
Canada Trail will be postponing a final decision on the southern Alberta route of
the multi use trail after a meeting held in Milo where most of the 100 landowners
present opposed the planned route

TrailNet
A letter has been received from Ralph Beeton Regional Operations Leader of
Gulf Canada, expressing their concern over the potential change of land use along
abandoned CPR rail lines due to the donation of these lines to Trans Canada
Trails /Alberta TrailNet
Executive Committee recommends Mr. Beeton be provided with a copy of the
County's position regarding TrailNet and information on the development
permit process requirements

News articles by Scott Richardson Alberta Trail Net Society and Bruce Stubbs,
Cosway Adjacent Land Owners Associations providing history and expressing

A letter and information package has been received from Faye Engler, Secretary
of CALA, providing information on the Trans Canada Trail Access Document
handed out to landowners for signing at the Carbon Acme, & Irricana meetings
and the Access Document handed out to landowners for signing in the southern
Alberta meetings hosted by TrailNet

27 Notice of Meeting — Kneehill Regional Water Committee
Notice has been received confirming an information meeting of the members of
the Kneehill Regional Water Committee (and town of Drumheller) will be held on m'a
June 14 2000 at the Acme Community Hall, and inviting all member Councillors
and Administrators to attend Local MLAs have also been invited Mrs Deak
provided further information noting she had met with Mr Frank Lotz, AB
Environment on May 17/00 Mr Lotz has recommended AB Environment be
involved in this matter as any funding requests to the province (75/25 cost share)
will be referred to this department, which has considerable information regarding
the status of the water in the areas of the water committee members Mrs Vetter

(Peter Watson) and will be inviting him to this meeting and possibly presenting a
report on AB Environment's concerns regarding water quality in this area

28 Assessment Review Board (ARB)
A date needs to be set for the Assessment Review Board for 2000 The tax
notices will be mailed by May 23, 2000 and the final date for an assessment

2000 Assessment Review Board.
29 Information on Obtaining New Countv Mans
The County has run out of County maps and Barb Reimer, Development Officer
has provided quotations from two different companies regarding getting them
reprinted Ms Reimer is currently doing a quick sweep updating name changes
and is about 1/3 of the way through and estimates she should be able to have most ft -11' c,
of the name changes and subdivisions drawn in a couple of months If this is too
long a time frame a smaller batch could be printed, using the old information

as the current land owner and subdivision information is completed in the map
data base
30. Agenda for May 18/00 Red Deer River Basin Stakeholder MeetinE
A copy of the agenda for the May 18, 2000 meeting to be held in Drumheller, was
received by fax on May 17 2000 This information was faxed to Glen Wagstaff,
who will be attending this meeting

32 Mpower Request to Represent Kneehill County
A request has been received on May 17 2000 from Mpower to represent Kneehill
County at the hearing pertaining to TransAlta's proposed sale beginning on May
23, 2000 Written acknowledgement is needed confirming this representation and
exploring the Mpower program on the County's behalf A motion was made at
the May 9 2000 Council meeting requesting a letter be sent to Mpower requesting
further investigation and more information This information has been received
prior to the County's letter being sent

Copies of the recent publication `Your Guide to Health Services" have been
received on May 17/00 The intent of the publication is to provide information of
how and where health programs and services can be accessed within the David

Mrs Wildeman has advised that a tax sale date needs to be set in case it is needed

A questionnaire has been received from AAMD &C requesting information on

36. Orkney Athletic Association Auditor's Report
An auditor's report and a statement of assets and liabilities for the year ending
March 15 2000 for the Orkney Athletic Association have been received

37 _Wimborne Community Hall Usage
A list of the 1998 and 1999 functions and activities along with the treasurer's
statement for the Wimborne Community Hall, have been received The hall was
used for a total of 70 days in 1999 and 65 days in 1998 for family gatherings,
community functions, public meetings and church services 1)
Executive Committee recommends to process the 2000 recreation grant
($2,000 00) to this community organization.

Mr Hugo would like to meet with the County on site to discuss the removal of
an approach at the above location and two other approaches, to the east side of the
yard, that are causing access problems due to the approaches being much lower j.b 0�0b
than the road surface Other comments include the possibility of having the road
(SH 583 east) paved past the community centre as this facility is well used and the
road used to be paved, narrowing the gravel road as it is wide and takes lots of�no
gravel why has SH 806 so many approaches and his was taken out

Mrs Allan has reported Lloyd Penner and neighbours have advised they do not
want this dirt road plowed by the grader operator It is alright to grade up to Perry L
and Bernice Eitzen's driveway Mr Penner advises this matter was discussed
with Mr Hoff a few years ago

45 Road Safety Concern
Mr Hoff reported a road safety concern regarding the signs north of Tracy m e ma
Schmidt s There is a T sign and a checkerboard but drivers are going over the �-
road and through Mr Ward s fence It was noted there is also a T sign and
checkerboard sign going west but this is not a problem

46 Long Range Plan and Vision for the KAS
Executive Committee recommends all Councillors consider a vision and long
range plan for the Kneehill Ambulance Service and this be further discussed as
an agenda item at the May 23100 council meeting
