EXECUTIVE COMMITTEE REPORT
May 4, 2000
The Executive Committee of Otto Hoff, Marylea Lowen and Marjorie Vetter met on
Thursday May 4, 2000 at the Kneehill County office commencing at 8 30 A.M
Lonnie D McCook, Public Works Superintendent and Jennifer Deak, Administrator
were also present
Mr Rinus Onos, Kneehill Ambulance Operations Director entered the meeting — 8 40
A.M
The following items were discussed

1 Kneehill Ambulance Service (KAS)
a. Bank Reconciliation Report & Budget Report
For the period ending March 31, 2000 the chequmg account reconciliation reflect
a chequing balance of $50,042 75 and a balance in the donation account of
$8,369 67 The Budget Report covers the time period of January 1 through April
26, 2000 and indicates total revenues for the period at $93,976.26 (30.2% of
budget) and total expenditures for the period at $77 270 50 (24.8 %)

Mr Onos reported the following
Will be upgrading the computer, as per approved budget
Has forwarded information on the old ambulance to an interested party in
Kelowna B C
Unit 7 (Linden s 3 year old unit) is in Calgary getting repaired (new rear end)
It should be ready for pick up to day
The Kneehill Women Club donated $1 000 00 that will be used to u ride the
defibrillator

June 17/00 has been scheduled for the driver training PBI parking lot and 1
Ave South (south of the 600 block) will be used for this training
Red Deer s new dispatch console will be up and running within ten days

Invoices from Wheatland County re Fire/Disaster Coordinator
Two invoices have been received reflecting Kneehill County s 50% share of the
expenses for furniture and office supplies for Randy Tiller. Fire/Disaster I I
Coordinator, totaling $903 79

The agenda for the Kneehill/Drumheller Water Supply Meeting to be held in
Drumheller on Wednesday May 10, 2000 at 7 00 P M has been received and
provided to the Kneehill Water Committee members (Councillors Vetter, Hanger
and Allan)

4 Obituary Notice Leila Nodwell
• Leila Nodwell passed away on April 25 2000 of cancer at the age of 56 years
Gifts received in her memory will be designated to the Horseshoe Canyon
Conservation project

5 Cathy Bell Call re Household garbage
A call has been received from Cathy Bell advising there was a lot of renovation
material that had to be hauled from the Orkney View Point and wondered if a sign
should be erected stating no household garbage Mrs Lowen reported she had
been unable to find anyone to take over this contractor +�

6 Lease Agreement for the Main Floor Front Office Torrington Village Office
The lease between Kneehill County and Donna Mamon/Brenda Albrecht needs to
be signed by Kneehill County Ms Manion and Albrecht would like Kneehill
County's permission to install a wall and counter in the office space It would be �b
designed in such a manner as to allow 24 hour access to the mailboxes with 's
security blinds above the counter to prevent access to any other portion of the L
office
Executive Committee recommends approval for this renovation at the lessee's
cost
7 April 18/00 Letter from AB Infrastructure
A letter has been received from Rob Penny, Regional Director Central Region,
advising a maintenance payment of $80 093 00 is being processed This amount
represents the total amount of money owed for Secondary Highway maintenance
during the transition period FI �xl)

8 Listing Fees for Campgrounds in the 2001 Alberta Campground Guide
Invoices have been received, from the Alberta Hotel Association, to list the
Torrington Village Campground Braconnier Reservoir Campground, and
Keiver s Lake Campground in the 2001 Alberta Campground Guide for the price.6mC, fit'
of $105 93 each for a total amount of $317 79 It was noted this is the first year
an invoice has been issued for this advertising

9 Agricultural Fieldman Concern
Bruce Sommerville would like to know if he should attend the Water Shed Group
meetings as an observer as he feels the Coordinator, Ryan Cox, needs some

10 A ricultural Fieldman Report on Veterinary Sharps and Pharmaceutical
Disposal
Mr Sommerville reported that Christallo Engineering will supply labeled steel
drums with lids (45 gal — holds between 70 & 100 kilograms) at no cost for f(► FPO
collection purposes The user must supply plastic bags for the drums and either
transport to the incinerator in Beiseker when full or for an extra charge and 2 days pV)5
notice Christallo Engineering will pick up The incinerator charge is 0 55 cents
per kilogram

Mr McCook reported the Three Hills Golf Course is available on June 2nd or July
7th, 2000 for the County Golf Tournament p

Mrs Vetter reported Greg Cole is willing to serve as a member at large on the

19 April 25/00 Letter from Village of Linden re Fire & Rescue Dent Budget
The Village of Linden forwarded a copy of their Fire & Rescue Department
Budget, to be implemented on May 15, 2000 for Council to review and advise if
there are any questions or comments
Executive Committee recommends letter be sent to all the fire departments
advising them of the County's approved 2000 fire budget and that the regional '
fire /disaster coordinator will be further discussing this matter with eachj�
department
20 Linden and Trochu Fire and Rescue Monthly Reports
The Linden Fire and Rescue reports for the months of January, February and
March 2000 have been received
too

April 17/00 Letter from Brownlee Fryett re Water Act Legislation
Glen Scott of Brownlee Fryett has forwarded a copy of the presentation made by
Tom Marriott, Brownlee Fryett at the AAMD &C Spring Convention on the
issues impacting rural municipalities under the new Water Act legislation
Executive Committee recommends a copy of this presentation be provided to
each Councillor
22 Report of the Task Force on Children At Risk
Ins Evans, Minister of Alberta Children s Services has forwarded a copy of the
Task Force on Children at Risk entitled "Start Young Start Now!"

Telecommunications Facilities in Municipal Rights of Way
A copy of the revised model agreement for Telecommunications Facilities in -fJ
Municipal Rights of Way has been received from the AAMD &C for information wJ S
and consideration The AAMD &C strongly encourages all municipalities to adopt �b P & LD
this agreement as the basis for any negotiations involving the use of rights of way
by telecommunication firms
Executive Committee recommends this information be referred to Mr McCook
for further comment
24 April 25/00 Letter from Alberta Sport, Recreation Parks & Wildlife
Foundation re. 2000 Alberta Summer Games
A letter has been received advising the 2000 Alberta Summer Games will be held
July 20 to 23 2000 in Grande Prairie and enclosing Zone Playoff brochures for

Mrs Vetter has reported the "Circle J" signs need to be removed as it is no longer
there The new owners, Ken and Doreen Jesperson have a church at this location
The signs are on SH 806, SH582 and at TA—seker

26 April 28/00 Letter from AAMD &C re Fire Bans
A letter has been received from the AAMD &C requesting the municipalities
inform both the local office of Alberta Land & Forest Service as well as the
AAMD &C when putting a fire ban into effect Both have been notified of our r �'
current fire ban and the appropriate addresses and information added to the fire
notice file
Executive Committee recommends to accept and file.
27 Christmas Party 2000.
A suggestion has been received from Mrs Wildeman to hold the County
Christmas Party on Friday December 10, 2000 at the Huxley or Swalwell Hall or
asking if Council would prefer to do something different this year It was noted it
had previously been agreed that the County hold a Christmas party one year and
the following year make a donation to a chanty in lieu of the Christmas party �-P L.
Executive Committee recommends for year 2000, a donation, in lieu of a
Christmas party, be made to the Salvation Army
28 Brian Bauman Retirement
Mrs Wildeman has advised Brian Bauman will be retiring on May 19 2000 and
wondering if there should be anything planned in recognition of this occasion?
Mr McCook noted the public works would be organizing something — '-b

29 April 25/00 Letter from the City of Red Deer E911
Gordon Stewart, Fire Chief /Manage of Emergency Services Department for the
City of Red Deer advised Jeff Lunder had received a request on April 17, 2000
from Terry Reid of Carbon for S O.P 's (Standard operating Procedures) for their
ambulance and fire responses He is requesting a decision as it was a reed at th

January 24 2000 meeting all correspondence would be channeled through the Fire
and Capital Committee Mr McCook noted each fire department has its owner.
SOP's, the County currently has no SOP's and the regional fire /disaster
coordinator, Mr Randy Tiller, would address this matter
Executive Committee recommends Mr McCook's comments be forwarded to
the city of Red Deer

A letter has been received from Amy Hunter, Secretary Treasurer of Kneehill
Housing Corporation advising the requisitions for the year 2000 for the Golden
Hills Lodge have been set at $50,000.00 no change from 1999 Kneehill

32 April 26/00 Report from Ian Martens re: TorrmLyton Lagoon Drainage
Ian Martens and Alan Medmg met with Mr Almer Weisenberger to discuss
options to allow the draining the Torrington Sewage Lagoon across his land The
report stated Mr Weisenberger would be willing to sign a long term contract if
the County would agree to his requests for two 30" culverts installed in the access
road, pit run salvaged from existing road and used again for cover, clay to be used v

from south west corner of water run at no charge, culvert (16 ") blocked mho
downstream of access road when lagoon draining D N1-

long term (99 year) lease could be signed with the landowner and registered

35 Community Hall Grants
Mrs Vetter has suggested community groups supply a complete financial
statement, a record of how many times used and by whom, and the volunteer
hours in order to be eligible for the $2,000 00 grant from Kneehill County It was
noted the community halls provide financial statements
Executive Committee recommends, in addition to financial statements W-N ML
information be provided on community facility use, by those community
facilities receiving grants from the County
36 All Environment News Release re Fire Ban for Central Alberta
Due to the dry conditions and high fire hazard levels Mr Gary Mar Munster of 1
Environment has issued a fire ban for the central part of the province effective
immediately

37 Proposal to Stock the Gravel Pit Ponds South of Torrington
A proposal has been received from Mike Bauer and Dan Radomske to stock the
Gravel Pit Pond south of Torrington with trout, in order to open a U Fish pay as v
you catch in the summer of 2001 A lease agreement of $100 00 per year for the ; p
years 2000 and 2001 with the following years of 2002, 2003, 2004 the rental
amount being based on $40 00 per surface acre of the pond plus the 1 acre spot to

Executive Committee recommends to pursue an inter municipal grant
application under the Municipal 2000 Sponsorship Program with Wheatl
County
43 Liquid Spill AgPro Road
Mr McCook reported a liquid spill had occurred last week at the rail crossn
the AgPro road At first it was thought the liquid was diesel but upon furthe
investigation it has been determined the liquid is nitrogen which is a hazara
product Mr Larry Penner has contacted the office (May 3/00 4 10 P M ) to
advise his driver spilled this liquid The matter has been referred to Mr KeI
Martin and Mr Randy Tiller

Casual Help at Transfer Sites
Mr McCook reported the practice of the garbage attendants (Alan Siemens
Mark Blackburn) are to hire replacements and pay for them when they are absent
from theirjobs This raises a legal and liability issue It was noted that perhaps a
subcontractor /casual worker agreement was required to be signed by these casual
help _

45 Ken Yeo
Mr McCook report former casual employee Ken Yeo had telephoned two
Councillors to request an audience with Council Both Councillors have referred
Mr Yeo to Mrs Deak but to date, he has not contacted her Mr Yeo, who was
not hired this year is of the opinion the County has a new hiring policy (students
only) that discriminates against him

Mr McCook reported another letter has been sent to Caltromcs advising their
services are no longer required The Red Deer outfit are now completing the radio

47 Linden Dump Site/ Sale of Harper land Pt NW 19 30 25 W4
Mr Cecil Klassen has placed a non refundable downpayment on the purchase of
Mr Harper s land, adjacent to the Linden dump site The bank will not proceed
until it has information on the transfer site The bank needs to know if the County
is aware of any environmental concerns /complaints, about the test wells on the
site and who is responsible for future clean up Mrs Deak has prepared a letter
responding to this inquiry -'P

Mr Hoff reported he had met with Larry Toews and companion regarding the
recent Swalwell fire and required clean up Mr Toews did not provide the name r
of the insurance company but did advise the owner of the property is a Cindy Lay
of Torrington There is no telephone listing for this person

Strathmore Standard Newspaper Article re Joint Services
Reeve Ron Hansen announced the sharing of a Fire/Disaster Coordinator and
Assessment Services between Kneehill County and Wheatland County
Executive Committee recommends the County placed a notice, in its news
section of the local newspaper, announcing the appointment of Mr Randy
Tiller as the regional fire /disaster coordinator for Wheatland and Kneehill.
39 Rocky View Five Village Weekly News Article re SH 806 Upgrade
An interview with Glen Rieger, Acme Councillor, reports Acme is pleased with
the road widening but is concerned as the bridge section is not being widened
Richard Marz, MLA was reported as saying there is lots of life left in the bridge
as it had been upgraded three years ago The article also stated the County would
manage the construction project with Torchmsky Engineering acting as the
County s agent

40 News Article Three Hills Capital re Trochu Fire Hall
A May 3, 2000 article written by Debi Moon, reported on Kneehill County s
purchase of the Trochu maintenance yard from AB Infrastructure and the Trochu
Councillors concerns Trochu Council passed a motion to renegotiate their
operating agreement with the County and to send a letter to Golden Hills School
Division expressing regret at not being able to keep to their agreement to use the
land the school division had donated In response to Kneehill County s request `
for an approach at the west end of the property Trochu Town Council advised they
would need to apply for a development permit as this is a change of use for the
property

41 Draft Panel Report — Equalized Assessment in Alberta
This panel after consultation sessions throughout Alberta, has prepared
recommendations regarding the various roles in the live and equalized property
assessment process Mr Dunay, the County's assessor has reviewed this and
agrees with the recommendations that assessments should be at 100% and
farmland should be kept at productive not market, value

42 May 3100 Letter from Town of Three Hills re Municipal 2000 Sponsorship
Program
The town of Three Hills is requesting whether the county would be interested in
investigating a shared financial computer system which would serve both Kneehill

Municipal 2000 Sponsorship Program, which gives priority to projects that have
an inter municipal sharing focus J
Mrs Deak noted the possibility of an inter municipal grant application with
Wheatland for the point fire /disaster and assessment departments and
recommended this option be pursued
