EXECUTIVE COMMITTEE REPORT
April 20, 2000
The Executive Committee of Otto Hoff, Richard M Vickery and Glen Wagstaff met on
Thursday, April 20, 2000, at the Kneehill County office, commencing at 8 30 A.M
Lonnie D McCook Public Works Superintendent and Jennifer Deak Administrator,
were also present
Mr Rmus Onos, Kneehill Ambulance Operations Director, entered the meeting — time
8 33 A.M
The following items were discussed
I Kneehill Ambulance Service WAS)
a Aug 31/99 KAS Ambulance Invoice #99373 Wilma Driedger $105.00
The above invoice was issued after a response to a motor vehicle accident (MVA)
The ambulance personnel provided medical treatment on site to Ms Driedger who
refused to be transported to the hospital Ms Driedger refuses to pay this invoice
as she was not the party that placed the call for the ambulance service
Executive Committee recommends a letter be sent to Ms Driedger advising that
it is a common practice for people, other than those involved in an accident, to .,,Z
telephone for an ambulance when there is a MVA and, once on scene, the 1 �o
emergency personnel have to ensure all parties involved in the MVA are t5
attended to A copy of the PCR should accompany this letter along with a
recommendation for Ms Driedger to refer this invoice to her insurance
company for payment
b. Ambulance Personnel Training Grant
The grant in the amount of $9 865 00 for the Kneehill Ambulance Service
personnel training was released to the Kneehill Ambulance Service rather than
Kneehill County, who will be administering and reporting these grants monies to
AB Health This will be rectified and a new contract prepared for this training
which is scheduled for every alternate month

c. Traffic Cones for Driver Training
The KAS staff will be taking driver training and require the use of traffic cones
Executive Committee recommends Kneehill County purchase 125 traffic cones
at the approximate price of $8 00 each and further, these traffic cones be made
available to the KASfor their driver training j -S

d. Suspension Installed in New Ambulance
Mr Onos reported the suspension has been installed in the new ambulance Mr
Onos and a County mechanic did this work, which took approximately two hours
(total 4 hours)

e Old Ambulance
The old ambulance is still at the County shop Does KAS want this tendered?
Mr Onos has requested any proceeds from this disposition be used to update the
defibrillator
Executive Committee recommends this matter be discussed with the KAS at
their next board meeting
f KAS Policy Book
Further to the direction from the last Executive Committee, to have Mr Onos
provide copies of the KAS Policy Book to all personnel for input, Mr Onos has
advised a copy of this Policy Book was provided to each ambulance member

(name marked on the Book) and left at the appropriate ambulance hall for the
member to pick up It was also noted a KAS Policy Meeting had been scheduled
for May 4/00 at the town of three Hills office commencing at 7 00 P M

Executive Committee recommends Mr. Onos attend the May 4100 Policy Book
Review meeting and bring with him any recommendations, comments and input
regarding policy changes
g. Ambulance Service at Various Functions
Mr Onos reported the KAS was requested to provide ambulance service at the
recent provincial hockey tournament in Three Hills When the cost for this
service was quoted ($600.00 for the week end), the tournament organizers wn) C)
approached a volunteer of the KAS to provide this service The Executive r3 L
Committee discussed this matter including liability and volunteers of KAS
performing ambulance services in the KAS area. It was agreed to further discuss P f
this matter with the ambulance board Kk, .14
Mr Hoff booked the KAS for the Carbon Rodeo (June 9, 10 &11 /00)
Executive Committee recommends the KAS address this matter through policy
h KAS and Kneehill County Agreement
It was reported the agreement between the KAS and Kneehill County for the
County to perform the administrative functions of the ambulance, as per policy ZZtnPmv
book has been signed by all involved parties for a further one year term. KAS r� 8 L r

agreement be provided to all involved municipalities
2 Radio System Update
Mr Onos reported Red Deer should be able to accommodate the fire 911 calls by
the end of April Mr McCook noted he would be further reporting to Council 6P,f01usb
with regard to the radio upgrade It was noted the Wimborne Linden radio link is +c►�P �"
operating very well The Carbon Wimbome radio link needs to be completed ),� _ l M %44D

3 New Ambulance Aim.
When the new ambulance was purchased the County paid for this vehicle The OA4AP
County's auditor has requested direction in whether to set this purchase up as a
loan receivable with KAS jz rvw'-6

Executive Committee recommends the current status of this ambulance (that
being it was purchased by the County) remain for the present time

A letter has been received from Cathy Bell advising she is no longer interested in
having the contract for garbage pickup at the Orkney View Point and the Lion's $
Camp The current contract pays $30.00 per week for the period May 1 — Oct 31
and $30 00 per month for the period Nov 1 — Apr 30 jr—d d

Policy 13 15 2, Approval of Approaches numbers 2 & 4C need clarification as
the policy is too ambiguous lb

8 April 3/00 Letter from AB Infrastructure
A letter has been received from Terry Becker, Acting Operations Manager Central
Region, acknowledging receipt of Kneehill County's request to terminate the
agreement allowing for the operation of Bleriot Ferry by the County Effective
June 26, 2000 Alberta Infrastructure will be responsible for ferry operations and
will commence negotiations with Ledcor Industries

Executive Committee recommends another letter be sent to AB Infrastructure
advising at the Feb 3100 meeting in Hanna, Mr Rob Penny, Regional Director,
stated the Bleriot Ferry was part of the secondary highway system and as such €
the County expects the transitions date of May 1/00 to also apply to this ferry
operation
9. Kneehill Regional Water Committee Water Interest Survey
At the April 11, 2000 Kneehill County Council Meeting a copy of the water
survey was reviewed and edited with a request that Kneehill County place this
survey in The Capital, Drumheller Mail and Five Village Weekly The
advertisement was prepared however prior to being sent out, the original water
survey form had been placed in The Capital by the Village of Acme F f

10 April 13100 Letter from AB Infrastructure re. Agreement of Internal Trade
(AIT) & ANNEX
In the letter AB Infrastructure explains the two electronic tendering systems
MERX and COOLNET and express appreciation to the municipalities
commitment towards inter - provincial trade Attached is a list of contacts
available for assistance with the Annex (the framework for the tendering process
when contracting with the private sector) and the AIT

An invitation has been received from the Camrose Chamber of Commerce
inviting Kneehill County to be a participant in the August 3, 2000 parade,

24 CODV of Letter from ASB for M.D. of Clearwater re. Bill C 17
A copy of a letter sent from the ASB for the M.D of Clearwater to the Minister
Justice and Attorney General of Canada regarding Bill C 17 (Section 182, Anirr.
Cruelty Provisions) requesting this legislation be modified to address the
oversights and ambiguities in the present document has been received, as well a
copy of an article in the Beef Magazine regarding the same subject

27 Letter from ATCO Electric re: Automatic Meter Readme Technology
Notification has been received from ATCO Electric that while upgrading the
meters (to automatically read the power usage) an accurate monthly read of the
amount of electricity used was not available so this month's bill will be higher
than usual as it represents several months of electrical use

Protect — Abandoned CP Rail Line WNW 29- 24 -29 -W4
AGRA Torchinsky has written to Alberta Trail Net offering to construct
approaches from the rail bed to the new grade to provide a safe access for the
users of the trail to cross the new grade

36 April 10 /00 Letter from AB Agriculture Food and Rural Development re
AESA Program
Mr Sommerville, Agricultural Fieldman, has received approval for funding of the
following four AESA projects Alternative Feedlot Runoff, Producer Based
Watershed Group, Watershed Community Development Workshop and AESA
Extension Programs for a total of $27 644.00 An agreement setting out the terms
and conditions of funding and needing authorized signatures was enclosed.

37 Holiday Closure Suggestions
Mrs Wildeman made the following observations and suggestions regarding
holiday office closures
July 1, 2000 falls on a Saturday suggestion closure of office on Monday, July 3,
2000

November 11 2000 falls on a Saturday — suggestion closure of office on
Monday, November 13, 2000
- Christmas suggestion close office on Friday December 22 at 4 30 P M and
reopen on Tuesday January 3, 2001 This would require use of 3 holidays Note —
Mr McCook will schedule the public works crew to be on standby, as required
during the Christmas closure

39. Town of Three Hills News Section — Three Hills Capital
It was noted, the Burning Notice, advising leaves, brush and other dry vegetation
refuse may be burned in an open fire in April and May during the hours beginning
Friday 3 00 P M to 8 00 P M Saturday has been advertised under the Town of
Three Hills news section Direction is requested as the County is under a burning
ban at this time and all urban centres, with the exception of Three Hills, have
placed a burning ban within their jurisdictions

40 Ellis Reimer Concern
Mr Ellis Reimer called on April 13 2000, upon receipt of Kneehill County's
letter informing him the County would not accept responsibility for the damage
caused to his silage cutter knives from an angle iron sign being left in his field
during road construction He felt untruths had been told by County employees
and advised he would not let any County men back into his yard In response to
Mr Reimer's comment that he had met with Mr McCook about this matter, Mr
McCook reported he had not met with Mr Reimer Mr Lawrie Ross and Mr
Brian Meding had dealt with Mr Reimer on this project
Executive Committee recommends another letter be sent to Mr. Reimer
reconfirming the County's original letter and advising should Mr Reimer wish
to further follow up on this matter he contact the office for an appointment with
Council
41 March 13/2000 Letter from Susan Berdahl re. Proposed Tail (Net)
Mrs Berdahl has summarized information from the 1991 Report for the M.D of
Kneehill on Environmentally Significant Areas in the Palliser Region, that pertain
to the proposed Trail in order that it will be considered in any Land Use Bylaw
change

Executive Committee recommends Mrs Berdahl be notified there will be
opportunity for comments on this issue, through the public hearing process,
should a development permit be applied for
42 Apr 6/00 Alberta TrailNet Correspondence
An April 16/00 letter has been received from Scott Richards giving dates and
times for public meetings being held to provide an update on the transfer of
ownership issues with particular attention to concerns regarding access rights,
insurance Relay 2000, land management plans etc and to allow a brief
presentation, from any party wishing to do so on the following benefits of the
development of these abandoned rail corridors the impacts on the community and
recommendations for managing this real estate prior to proceeding with trail
development Meetings have been scheduled for April 24/00 at the Carbon
Community Hall, April 25/00 at the Acme Community Hall, and April 26/00 at
the Imcana Community Hall Note — at the last Council meeting it was
determined the County not make a presentation at this public meeting
