A meeting of the was held Tuesday March 14, 2000 at the Kneehill County office commencing at 8:31
a.m The following were present

Doug Knapp Employee member
Lori Wildeman Employee member & recorded the minutes
Mr McCook welcomed all in attendance to the meeting and reviewed the minutes from the Monday
February 2, 1998 safety meeting and advised that the Safe Zone Area Speed Limit' & Enter At Your
Own Risk signs have been put tip at the at the Public Works shop
Mr McCook noted that the Safety Committee did not meet at all in 1999 and advised the reason this
occurred is due to key employees away on sick leave and he feels confident that we will in the future begn
to have regular meetings
Mr McCook advised that one concern that has been brought to his attention is evacuation of the office anc
the shop in the case of an emergency, fire etc He asked Mr Knapp and Mrs Wildeman if a plan is in
place
Mrs Wildeman advised that the office staff has been informed that the designated meeting area will be the
lobby of the Three Hills Inn as then employees will be out of the elements
Mr Knapp noted that at this time the shop doesn t have a designated meeting place in case of an '', � m�
emergency
Mr McCook requested that Mrs Wildeman ensure the evacuation and meeting place for the office is
clearly posted and further requested Mr Knapp discuss an evacuation plan for the shop at a future tool bo?
meeting
Mr McCook reported that toolbox meetings should be held on a regular basis He noted that the Road
Crew normally has a meeting at the commencement of each new fob
Mr Maerz advised that the gravel crew tries to have a meeting every 2 to -) months Mrs Wildeman
reported that the office gets together each Monday morning and she has advised all those in attendance thz
if they have any safety related concerns to bring them forward at that time
Mr Knapp stated that most safety issues relating to the shop are brought forward and dealt with in the
coffee room they don't normally have a designated meeting He noted that if there are any concerns they
are normally dealt with right away
It was noted that Mr Sommerville has a separate ASB safety manual that pertains to the safe handling of
chemicals etc
Mr Maerz reported that Kneehill County received 93% on our Audit from Alberta Public Health and
Safety He advised the committee that we will be having an external audit performed on Kneehill County
in November 2000
Mr McCook suggested that the County work on our record keeping, employee awareness fire safety and
general housekeeping for the upcoming years audit

Fire safety was discussed and it was noted that the Employee Day will be held March 24, 2000 The
morning will be WHMIS training and the afternoon will be Fire Safety/Extinguisher use Mr McCook
invited the office staff to take part in the afternoon session
Mrs Wildeman noted she was not aware of any fire extinguishers or sprinklers in the office Mr McCook ,i b mr-Mb
advised that this will be addressed in the near future 70 ACIS
Mr McCook reviewed the incident reports that he has at this time and advised that each crew /department
should complete an incident if necessary and retain the original and give a copy to Mr McCook for his
records The incident report comes from the crew /department where the incident or injury occurs
Mr McCook requested that all safety policies are brought up to date and signed by the Reeve fp n,, g
Mr Maerz advised that the safety manuals have `safe work practices printed in them which are very ;rOP 14 <
beneficial for employees Each crew /department /grader operator have access to these manuals Contract
graders operators do not fall under the County's safety manual
Mr McCook reported that Mr Peter McRae has been appointed at the WHMIS coordinator on behalf of the
County and will be attending a course on the same at the earliest available date supplied by WHMIS
Mr Knapp reported on a few concerns that have been brought up at the shop He stated the concrete floor
of the shop in the `heavy duty area is deteriorating very badly This concrete is chipping away and very
uneven making it difficult to move equipment. Also the power meter on the outside of the building is not
working and is in need of repairs and Mr Knapp questioned if now would be the time to move the
overhead powerline to an underground line
Mr McCook reported that the powerline is being discussed with Council
Mr Wagstaff agreed that the floor in the shop needs some work Mr McCook made it clear that he would
like to see a long term solution with the floor instead of a short temporary fix He feels the matter will
have to be investigated further
Mrs Allan questioned what the County does with all used oil It was noted the oil put into underground
tanks and then pumped out and sold The tanks are inspected annually
